A proposal aimed at helping keep Social Security solvent is sparking debate. The idea would still provide annual cost-of-living increases (COLAs) for everyone, but retirees receiving the highest benefits could see their increases capped, while lower- and middle-income beneficiaries would continue receiving the full adjustment.

Supporters say it could help strengthen Social Security's finances and reduce the risk of future across-the-board benefit cuts. Critics argue that even higher-income retirees face rising costs and could lose purchasing power over time.

At this point, it's only a proposal—not a law—but it highlights the difficult decisions policymakers may face as Social Security's funding challenges continue to grow.
