Public Works at Work | Our Public Works crew was hard at work today repairing the water distribution leak at N. Yaupon and Oyster Creek Drive.

The repair went smoothly, and we want to take a moment to recognize the crew behind the work. Jobs like this require planning, coordination, and a lot of hard work to minimize the impact on our residents and restore water service as quickly as possible.

We also understand that repairs like this can be an inconvenience, particularly when excavation is necessary on or near residential property. We appreciate the patience and understanding of those affected. Once the necessary work is complete, our crews will continue working to restore areas impacted by the repair as closely as possible to their previous condition.

We’re proud of our Public Works team and appreciate the work they put in every day to keep Richwood running. Thank you to the residents in the affected area for your patience and cooperation while they got the job done!

Fire Chief Recognition
Council recognized Mark Guthrie for his years of service and leadership as Fire Chief.

Budget & Tax Rate Public Hearings
Council held public hearings on the proposed Fiscal Year 2026-2027 budget and the proposed 2026 property tax rate.

Capital Improvement Needs
Council discussed current and future capital improvement needs, including water and wastewater infrastructure, drainage, streets, facilities, parks, and other long-term projects. This item was for discussion only, and no action was taken.

FY 2026-2027 Budget
Council adopted Ordinance No. 26-544, approving the City’s budget for the fiscal year beginning October 1, 2026, and ending September 30, 2027.

2026 Property Tax Rate
Council adopted Ordinance No. 26-545, setting the City’s 2026 property tax rate at $0.587817 per $100 of taxable value.

New Enterprise Software
Council authorized the City Manager to enter into an agreement with FundView for new enterprise software, implementation, hosting, support, and related services, subject to final legal review and approval.

Charter Review Commission
Council appointed five members to the 2026 Charter Review Commission, which will begin its review of the City Charter.

Employee Service Recognition | 10 Years

At tonight’s City Council meeting, City Manager Kirsten Garcia was recognized for 10 years of service to the City of Richwood.

Kirsten began her career with the City in 2016 and has served Richwood in several roles over the past decade, most recently being appointed City Manager in May.

Fire Chief Mark Guthrie | Tonight, the Richwood City Council had the opportunity to recognize Chief Mark Guthrie for his years of dedicated service and leadership to the Richwood Volunteer Fire Department and our community.

Mark has served Richwood in many capacities over the years, always with a willingness to step up when our community needed him. While he is retiring from his role as Fire Chief, we’re grateful that he won’t be going far and will continue to lend his experience and support to the department.

Thank you, Mark, for the countless hours, commitment, and service you have given to the City of Richwood. We wish you all the best in your retirement and are glad you’ll still be part of the Richwood Fire Department family!

Firefighter Friday | Chief Mark Guthrie
This week’s Firefighter Friday looks a little different.

As Chief Mark Guthrie steps away from his role as Fire Chief, we wanted to take the opportunity to recognize the years of service, leadership, and dedication he has given to the Richwood Fire Department and our community.

Throughout his time with the department, Mark has given countless hours to serving Richwood, answering the call when our community needed him, and helping lead the men and women who do the same.

While he may be stepping away from the Chief’s position, we’re fortunate that Mark isn’t going far. He will continue to be a part of the department and lend his experience when needed.

Mark, thank you for the time, commitment, and heart you have given to Richwood and to the fire service. We appreciate everything you have done and everything we know you’ll continue to do.

Join us in celebrating Chief Guthrie! Mark will be recognized at the Richwood City Council meeting on Monday, September 14 at 6:00 p.m. for his years of service and dedication. We invite our community to join us as we thank Mark for all he has done for Richwood.

Today, we pause to remember the lives lost on September 11, 2001, and honor the courage of the first responders, service members, and ordinary Americans who answered tragedy with extraordinary bravery.

We remember those who never made it home, the families whose lives were forever changed, and the countless acts of courage and compassion that followed.

Twenty-five years later, we remember. We honor. We will never forget.

City Hall Internet Outage | City Hall is currently experiencing an internet outage, which is limiting our ability to access certain systems and assist customers with some services.

Our team is still available by phone and in person, but please be aware that we may be unable to complete certain transactions or access account information until service is restored.

Burn Ban in Effect | Brazoria County has issued a burn ban effective today, September 8, 2026.

While the burn ban is in effect, the City of Richwood will not accept or approve burn permit applications. No outdoor burning will be authorized until the burn ban has been lifted.

Please help us keep our community safe and follow all burn ban restrictions.

City Council Meeting | The Richwood City Council will meet on Monday, September 14, at 6:00 p.m. at Richwood City Hall.

Some of the items scheduled for discussion include:
• Recognition of Mark Guthrie for his service as Fire Chief
• Public hearings on the proposed FY 26-27 City budget and property tax rate
• Presentation and discussion of future capital improvement projects
• Consideration of adoption of the FY 26-27 City budget
• Consideration of adoption of the FY 26-27 property tax rate
• Consideration of an agreement with FundView for the City’s new enterprise software system
• Street closure request for the City’s Trunk or Treat event on October 23
• Appointment of the 2026 Charter Review Board members

Residents are encouraged to attend and stay informed about the decisions affecting our community.
