Snow Emergency Levels – Important Clarification

We are seeing continued questions and misinformation regarding snow emergency levels and the decision not to issue a Level III Travel Warning during this most recent Winter event.

Snow emergency levels are based solely on road conditions, emergency response capability, and public safety within Wayne County. Decisions are not based on actions taken by surrounding counties.

Travel status decisions are made by the Wayne County Board of Commissioners, relying on real-time information and professional assessments from the Wayne County Emergency Management Agency, County Highway Department, Sheriff’s Office, and dispatch operations.

Wayne County’s Highway Department and City of Richmond's Street Department are well equipped and have performed effectively throughout this event. Based on verified incident data and dispatch reports, roadway incidents have been limited, minor in nature, and handled quickly.

There is no influence from private businesses or outside interests in determining snow emergency levels. The only factors considered are roadway safety and the county’s ability to respond to emergencies.

It is also important to clarify that a Level III Travel Warning DOES NOT automatically close private businesses or excuse employees from reporting to work. Employment decisions are made by individual employers, not by Wayne County Emergency Management or the Board of Commissioners.

Conditions continue to be monitored closely, and the travel status will be adjusted if conditions warrant.
