City of Richmond, VA Government City of Richmond, VA Government The present city of Richmond was founded in 1737. It became the capital of the Colony and Dominion of Virginia in 1780.

The site of Richmond, at the fall line of the James River, had been an important village of the Powhatan Confederacy, and was briefly settled by English colonists from Jamestown in 1609, and in 1610–1611. During the Revolutionary War period, several notable events occurred in the city, including Patrick Henry's "Give me liberty or give me death" speech in 1775 at St. John's Church, and the passage of the Virginia Statute for Religious Freedom written by Thomas Jefferson. During the American Civil War, Richmond served as the capital of the Confederate States of America. The city entered the 20th century with one of the world's first successful electric streetcar systems, as well as a national hub of African-American commerce and culture, the Jackson Ward neighborhood.

This fall, you can expect updates about Code Refresh, the upcoming budget cycle, and district-specific issues facing your neighborhood.

9th District Councilmember Nicole Jones and Office Of Immigrant and Refugee Engagement share some of the steps they’re taking to make sure that their meetings are inclusive for everyone, including translation services available at every meeting.

9th District Meetings are held at the Southside Community Center. Mark your calendars for 6PM on the following dates: Wednesday, September 23, Wednesday, October 21, and Thursday, December 17. Do you have questions about billing at the Department of Public Utilities (DPU?) Take a deep dive with Mayor Avula and Department of Public Utilities Director Scott Morris.

We know the new payment platform has had a frustrating rollout, and the City is committed to making sure that every bill is right and gets resolved.

Here’s what you need to know:

1. Bills are accurately reflecting gas and water consumption.

2. During this transitional period, DPU won’t issue any late fees or cutoffs.

3. To avoid overdrafts on an account, you can always set an upper limit on your autodraft.

4. There are options for payment arrangements if you’re behind on your bill.

5. You can call 804-646-4646 if you still have questions, or you can escalate your concern at [email protected].

As part of our 9/11 commemorations, the City hosted a memorial stair climb up to City Hall’s Observation Deck. RPD and RFD recruits led city leaders and staff on the symbolic climb, which recognizes the sacrifice of first responders and firefighters who ran toward danger and climbed more than 100 flights of stairs in the Twin Towers in the hopes of saving others.

The ceremony was an opportunity to honor the legacy of service we’ve all inherited and to thank Richmond’s first responders. We are grateful today and every day for their dedication to our communities.

On the 25th Anniversary of September 11, 2001, the City of Richmond honors the lives lost, the first responders who ran toward danger, and the service members who served in the years following the attacks.

Our community was led in remembrance this morning by dedicated public safety staff and recruits from both Richmond Fire and Richmond Police. Sergeant Michael Middleton of the , who was one of the first responders on scene at the Pentagon 25 years ago, shared his moving recollections of the day.
