DHCD is celebrating 50 Years of Weatherization by spotlighting members of the Open Doors Weatherization team: (from left to right)

David Croy: A weatherization tech with 8 years of experience. Driven by his desire to help people in need, he has worked across nearly every aspect of the job.

Donald Cook: An auditor and QCI who joined in July 2023. His knowledge and attention to detail ensure that audits and quality control inspections meet the highest standards.

Ed: A weatherization tech with 11 years of experience in making a difference for households in need through his specialization in plastic installation and insulations.

James Gross: The weatherization team lead, bringing 3 years of experience across every aspect of the work, and appreciating the opportunity to make a difference in his neighbors’ lives.

Kayla France: The program manager who joined the team in April 2025 and has taken on leadership of the Weatherization program’s administrative and management functions.

Mike Ambrose: A weatherization tech brings two months of insulation experience in and is passionate about helping people save money and live comfortably in their homes.

Since 1976, the Weatherization Assistance Program has helped households across the Commonwealth reduce high energy bills by providing home improvements focused on energy efficiency.

This year, DHCD is celebrating the local providers behind the work—because weatherization across Virginia happens one home, one family, and one community at a time.

September is Workforce Development Month, and DHCD is observing by highlighting the different programs that fund training opportunities in the Commonwealth.

GOVA invests in regional workforce development, talent pipelines, and occupational training programs. These grants are awarded to partnerships between local governments, businesses, and educational institutions to train workers for higher-paying, in-demand jobs.

ARC grants are a major source of funding for economic and workforce development in designated Appalachian regions of Virginia.

Governor Abigail Spanberger announced recommendations for 19 projects and letters of intent for 3 additional projects, totaling $8.4 million through the 2026 Virginia Appalachian Regional Commission (ARC) program.

The investments will support infrastructure improvements, job creation, small-business development, downtown revitalization, and workforce development across Southwest Virginia.

“The 2026 awardees represent some of the most innovative and high-value proposals we’ve seen,” said Tamarah Holmes, Ph.D., DHCD Director. “Our team works closely with applicants to ensure projects are strong, strategic, and responsive to regional needs.”

DHCD’s Office of Broadband is celebrating a VATI project closeout!

Congratulations to Hampton Roads Planning District Commission and Charter Communications/Spectrum on recently completing a Virginia Telecommunication Initiative (VATI) project that delivered broadband access to more than 12,000 previously unserved locations in rural areas in the City of Suffolk, Isle of Wight County, and Southampton County. With this new connectivity, residents of the Hampton Roads area will be better equipped to fully participate in an increasingly digital world.
