According to Pittman ( 1993), two critical elements of youth development as “…the ongoing growth process in which all youth are engaged in attempting are:
1. to meet their basic personal and social needs to be safe, feel cared, be valued, and be spiritually grounded,
2. to build skills and competencies that allow them to function and contribute in their daily lives."
I cannot agree more with the author's assertion toward 'SELF' discovery and empowerment of each individual, in particular, youth development.
I think, therefore, is the high time our national youth policy get reviewed, redesigned and redirected for better and meaningful youth engagement and participation for national development.

The 4 Keys

1.Listen and Engage are no doubt cornerstone of leadership in public policy. Nowadays, "Engagement" is a popular buzzword across many disciples.Community participation in the management process is crtical to listen and angage so their lived stories are heard and take ownership of their programs and initiatives.

2.Seek Diversity to include a variety of voices and perspectives.This approach helps to cement the gap left by public policy that focuses on dominant constituent groups at the exclusion of the less vocal or engaged. To avoid back seating partners, be humble to solicit input from collaborators to lead by example, and encourage outreach through feedback tools and program as well.

3.Focus on Group Before individuals bear in mind a long -term public management success requires empowering groups, and organizations, rather than few charismatic or talented individuals.

4. Think in Term of Progress vs. Binaries by applying constant openness to shifting circumstance and your objectives (view solutions) on a progressive spectrum to solve what is termed public "wicked problems." Don't look for PERFECTION, rather, measure success on slide scale.

Footnote: Excellent in civic leadership includes identifying, analyzing and solving problems in the collaborative and inclusive way.

Staff Discipline

Motivate your workers, don’t kill spirits because the task must get accomplished! How might you go about ensuring a staff disciple in your agency? Suppose at your work place where there are so many challenges; ranking from the staff coming late for work and leave before time, some drunk and others cheat time using Facebook or social media.

The bullet points below might help:
First, familiar yourself with employment law so that you do not overstep your authority. If you are the HR manager, then this falls under your own jurisdiction but if you ‘re an admin officer, notice the HR department to take action
Visit the employee handbook and reach out to each and hand them a copy. If none exist, provide one make them familiar with it.
Bear in mind every transgression must be dealt with, immediately, firmly and fairly in accordance with employment law and code of ethics
Send home drunk employees at work, account that day as ‘self- inflicted holiday’ for them with a reduced salary. The message is to condemn indecency and ineptitude at work
Have IT department monitor those Facebooking during official hour that is not related to work at the time

What next of action?
- Give verbal warning those late comers, early leavers and social media users while at work without permission at least twice. If still behaviors persist,

- HR should circulate a memo for a meeting to identify the ongoing crisis

-Let the meeting be an open, frank and liberal discussion and ensure that consensus is reached to resolve the matter. Do not forget to incorporate the new resolution into the existing CODE to make it effective that best address agency crisis.
