The Silicon Valley Clean Water (SVCW) Commission is pleased to announce the appointment of Matthew Zucca as the new Authority Manager, effective July 1, 2025. Zucca brings a wealth of experience in environmental infrastructure, public agency leadership, and community engagement to the position, and will guide SVCW as it continues delivering safe, reliable, and sustainable wastewater treatment services to more than 220,000 residents and businesses in the Authority’s service area.

Zucca's appointment is the culmination of a nation-wide recruitment effort and follows the successful tenure of Teresa Herrera, whose leadership for more than a decade has solidified SVCW’s reputation for operational excellence, financial stewardship, and innovation. Under Herrera’s guidance, the agency launched and advanced a transformative Capital Improvement Program (CIP), including sustainable biosolids management initiatives and the Regional Environmental Sewer Conveyance Upgrade (RESCU).

Silicon Valley Clean Water (SVCW) proudly acknowledges Monte Hamamoto, Chief OperatingOfficer, for his remarkable 36-year career in the water and wastewater industry as he prepares for his well-deserved retirement in December 2024. Monte’s tenure at SVCW, beginning in 2012, has left an indelible mark, characterized by his innovative leadership, commitment to excellence, and dedication to cultivating talent within the organization. Thank you for joining us for the Grand Opening and Ribbon Cutting Ceremony for the Regional Environmental Sewer Conveyance Upgrade (RESCU) Program! This ceremony marked a significant milestone in our efforts toward environmental stewardship and infrastructure enhancement in the region.

Despite challenges such as COVID-19, the project was completed on time and within budget, thanks to innovative project delivery methods and safety protocols. The project's highlights include its environmental and economic benefits, as well as its regional impact and sustainability.

We extend our gratitude to our partners, without whom we could not have achieved this goal set nearly 10 years ago, from planning to construction.

recently won four national awards from the Design-Build Institute of America for its innovative $264 million Gravity Pipeline Project, which rehabilitated and converted our 50-year-old raw wastewater force-main conveyance system to a state-of-the-art gravity conveyance system with minimal community and environmental impact. The first award for this project, which is anticipated to be done seven weeks early and several million dollars under budget, was Best in Design (Engineering), recognized as an outstanding feat of engineering while also considering public safety and long-term sustainability. The project team implemented numerous innovative technical solutions that allowed construction to finish early, below budget, and with environmental benefits.

🎉 We are incredibly pleased to share that we just received a grant from CalRecycle! 🎉

We have been hard at work with our sister agency, RethinkWaste, embarking upon many initiatives related to organics co-digestion efforts. The intention of the grant is to build new and expand existing food waste co-digestion projects. This grant will fund enhancements to our food waste receiving facility that will, in turn, improve operations of both Silicon Valley Clean Water and South Bayside Waste Management Authority!

Drum roll, please...we got the full amount we applied for - $4 million!

Our Front of Plant project builds a preliminary treatment system for SVCW. This means that the large inorganic material found in wastewater will be screened out in our new bar screens. This is soon followed by a new grit removal system where grit, sand, and rocks will be removed prior to entering the primary treatment process. These preliminary treatment processes are typical in most wastewater treatment plants but SVCW never enjoyed these systems before the Front of Plant project.

Progress continues on all three project elements of RESCU and we are able to see light at the end of the tunnel! What does this mean (with pun removed)? This year, we will have two of the three project elements completed. SVCW staff is ramping up for startup activities that will occur this summer and fall and water will flow through the gravity pipeline, receiving lift station, and headworks. So exciting!
