Beginning in 2016, the City initiated a focused General Plan update to shape the goals and policies that serve as the City’s foundation for growth and development over the subsequent 20-30 years. The effort has been informed by community input and guided by a General Plan Advisory Committee (GPAC). The GPAC was comprised of 27 Redondo Beach residents appointed by the Mayor and Ci

ty Council who have provided input and community insight throughout the planning process, concluding with their final meeting in January of 2024. RELEASE OF THE 2021 – 2029 HOUSING ELEMENT DRAFT UPDATE (6TH CYCLE) FOR SEVEN (7) DAY PUBLIC REVIEW

As we continue our look forward to address the City’s future housing needs, a proposed update of the Housing Element, a key component of the City’s General Plan, is planned for early 2026. Participation by all economic segments in the preparation of the Housing Element is important to the City of Redondo Beach and required by State law. This process not only includes residents of the community, but also coordinates participation among local agencies and housing groups, community organizations, and housing sponsors.

The City adopted the 2021-2029 Housing Element (6th Cycle) on July 5, 2022. To clarify the City’s implementation of its strategy for meeting its Regional Housing Needs Assessment (RHNA), the City
is proposing an amendment to the adopted Housing Element. Specifically, this proposed amendment replaces the program for “overlay” zoning standards on the City’s identified “housing sites” required to meet the City’s RHNA with High Density Multi-Family Residential (65 du/ac) and Mixed Use zoning designations (MU-H and MU-TCH) that require future redevelopment of the Housing Element identified “housing sites” to include a minimum of 50% of the floor area be developed as residential. Additionally, the proposed MU zoning designations of the “housing sites” will increase the allowed residential densities from 55 dwelling units per acre (du/ac) to 65 du/ac and 80 du/ac, depending on location.

DOCUMENT AVAILABILITY: The seven (7) day public review period will begin on January 6, 2026, and end on January 13, 2026. The 2021-2029 (6th Cycle) Housing Element Draft Update is available for public review on the City’s website at https://www.redondo.org/departments/community_development/planning/housing_element.php Additional opportunities for comment will be afforded during the future public hearings before the Planning Commission and City Council.

PUBLIC COMMENT: Written comments are being accepted electronically by email to [email protected]

The Housing Element Draft Update will be considered at public hearings by the Planning Commission and then the City Council in the Spring of 2026. All written comments we receive will be provided to the Planning Commission and City Council as part of their consideration of the City’s 2021-2029 (6th Cycle) Housing Element Draft Update.

• The City is updating four of the State-required elements that make up the General Plan, including Land Use, Open Space and Conservation, Safety, and Noise. Updates to these elements are accompanied by associated revisions to the City’s Zoning Ordinances and Local Coastal Program (LCP) needed to make consistent and implement the updated goals and policies as well as implement the City's State Certified Housing Element sites and programs.
A Draft Environmental Impact Report (EIR) has been prepared to analyze potential environmental effects associated with these updates to inform the public and inform decision-makers. Public commenting on the EIR is available between August 1, 2024 and September 16, 2024. This EIR is available to review at www.redondo.org/PLANredondo.
• If you wish to provide any comments on the draft EIR they must be written comments and must be emailed to [email protected]. The Final EIR will include a response to each comment received.

Focused General Plan Update

The General Plan is one of California’s most important planning tools. The General Plan is a long-range planning document that represents the community’s view of its future; it is a blueprint for a city’s growth and development. Typically, city councils and planning commissions use the goals and policies of the General Plan as a basis on which to guide land use decisions. City Staff uses the General Plan to guide recommendations on development and decisions about implementation strategies and capital improvements, which in turn, impact operational and budget decisions. As a result, the General Plan also establishes a framework for self-governance for the City of Redondo Beach.

In 1992, Redondo Beach approved a comprehensive update to its original General Plan and has conducted focused updates since. The current effort was initiated in 2016 to address key issues facing the City including population growth, aging residents and the decline of working-age residents, housing affordability, changes in the retail environment, and a jobs/housing imbalance through changes to four (4) elements (Land Use, Open Space and Conservation, Safety, and Noise) that have not been updated since 1992.

The focused update also includes a new "Introduction", which includes a vision statement ("Vision 2050"), "Guiding Principles" developed as part of the process by the City's General Plan Advisory Committee (GPAC), and two (2) appendices that support the four updated elements. Appendix A describes the detailed methodology used to project the amount of growth likely to be built by 2050 if the draft elements are implemented. Appendix B includes the draft implementation measures, which describe the specific actions the City will take to realize the goals and policies outlined in the updated elements.

The City invites all residents, business owners, and interested parties to review draft materials for the Focused General Plan Update, available for public review.
