CASA of Butte, Glenn, Shasta, & Tehama Counties NVCSS CASA is a program of providing trained volunteer advocates for youth in the Child Welfare System.

We proudly serve Butte, Glenn, Shasta, & Tehama Counties, ensuring every child has a caring voice and someone in their corner. Northern Valley Catholic Social Service’s CASA (Court Appointed Special Advocates) program recruits and trains dedicated community volunteers to advocate for abused and neglected children in foster care. CASA volunteers serve as the “voice for every foster child,” offering

consistent support, gathering information, and making recommendations in the child’s best interests—from courtrooms to classrooms. Our volunteers work with legal, educational, and social services to ensure that each child’s unique needs are understood and addressed. Serving youth across Butte, Glenn, Shasta, and Tehama counties, CASA provides meaningful opportunities to make a direct impact in a child’s life. During Immigrant Heritage Month, we remain committed to equity, inclusion, and culturally responsive advocacy so every child can thrive.
Our CASA volunteers are trained to center each child’s lived experience, including their culture and language. At the systemic level, we train local programs on how to respond to immigration-related issues, and advocate for bills that support our immigrant families in accessing the services and supports they need.

💙 We are grateful to share that the revised California State Budget includes the full restoration of $20 million in funding for CASA programs statewide.

Thank you to Speaker Robert Rivas, Pro Tem Monique Limón, Budget Chairs John Laird and Jesse Gabriel, and our budget champions, Assemblymember Mia Bonta and Senator Tom Umberg, for recognizing the critical role CASA volunteers play in the lives of children and youth involved in foster care and for including the full restoration of CASA funding in the revised state budget.

We are also deeply appreciative of the legislators representing our North State communities, Assemblymember Heather Hadwick, Congressman James Gallagher, and Senator Megan Dahle, for supporting CASA programs and advocating for children across Northern California.

While this is an important milestone, the work is not finished. The budget now moves to Governor Gavin Newsom for consideration, and we encourage our community to help ensure CASA funding remains in the final state budget.

It was a big week for CASA of Shasta & Tehama Counties!

This week, 7 new Volunteer Advocates were officially sworn in, taking the oath to serve and support children involved with the child welfare system throughout our communities. Each of these dedicated individuals has completed extensive training and is now prepared to be a consistent voice for children who need advocacy, stability, and support.

We are incredibly proud of their commitment to making a difference in the lives of vulnerable youth. Their willingness to step forward and serve speaks to the strength and compassion of our community.

👋 Happy Say Hi Day! 👋

For many of us, saying "hi" can be the hardest part of any relationship. That first introduction, the first conversation, the first step toward connection can feel intimidating.

But CASA volunteers know that sometimes a simple "hello" can change a child's life.

By showing up, listening, and building trusting relationships with children who have experienced abuse or neglect, CASA volunteers become consistent, caring adults in a child's corner. What starts with a simple greeting can grow into a powerful connection that helps a child feel seen, heard, and valued.

Today, we're celebrating the courage it takes to reach out and connect—and we're grateful for the CASA volunteers who do it every day.

CASA Volunteer Gary in Butte County said it best: I became a CASA because youth in care need more than advocacy—they need stability and a positive example.

"They need a good example of how a man lives life, plans ahead, and makes good choices."

For many foster youth, social workers and foster placements may change over time. Often, their CASA becomes the one consistent adult relationship they can count on.

Representation Matters. Every child deserves someone who understands their culture, language, and experiences.

The need for advocates is growing, and so is the need for diverse voices. We are seeking CASA volunteers from all backgrounds to help ensure every child feels represented and supported.
