ALL THREE SUSPECTS NOW IN CUSTODY

The Richland Parish Sheriff’s Office announces that Omar Frost, the remaining suspect wanted in connection with the June 14 homicide investigation on Tuscany Way, was captured this morning at approximately 5:30 a.m. in Ouachita Parish.

Frost is charged with:

• Second Degree Murder
• Aggravated Flight from an Officer
• Conspiracy

Frost is being held without bond and has been booked into the Jackson Parish Correctional Center (Juvenile Unit).

With Frost’s arrest, all three suspects connected to this investigation have now been arrested.

The Richland Parish Sheriff’s Office would like to thank the U.S. Marshals Service Task Force, West Monroe Police Department, Monroe Police Department, and Ouachita Parish Sheriff’s Office for their assistance and cooperation throughout this investigation and in the efforts to locate and apprehend the individuals involved.

Burn Ban In Effect Immediately

The cease-and-desist order for all private burning for Richland Parish has been declared.

Richland Parish Office of Homeland Security and Emergency Preparedness Director,
Dawn Williams states this ban is effective immediately, September 8, 2026. It shall remain
in effect until further notice.

This ban shall not apply to prescribed burns by the Department of Agriculture and Forestry,
by those trained and certified by the Department of Agriculture and Forestry, or by those
who conduct prescribed burning as a “generally accepted agriculture practice” as defined
by the Louisiana Right to Farm Law.


Violation of this burn ban may result in $500.00 fine and/or 6 months in jail.

COMMUNITY UPDATE

The Richland Parish Sheriff’s Office would like to update residents regarding the individual who was reported walking through yards and around residences in the Start area.

Deputies have located the individual and identified him as:

Michael Paul Ledet
W/M | DOB: 07/19/1983

Ledet was arrested for trespassing and booked into the Richland Parish Detention Center.

We would like to thank the residents who reported the suspicious activity, provided information, and continued to keep us updated on his whereabouts. Your calls and information assisted deputies in locating him.

Thank you for looking out for your neighbors and helping us keep our community safe.

BURN BAN LIFTED

The cease-and-desist order for outdoor burning in Richland Parish has been lifted effective immediately, August 27, 2026.

Residents may resume outdoor burning; however, we ask everyone to continue using caution and never leave a fire unattended.

PUBLIC NOTICE – SUSPICIOUS ACTIVITY

The Richland Parish Sheriff’s Office is investigating an incident involving an individual who approached an elderly resident at her home claiming he was there to discuss Medicare.

During the encounter, the individual asked to see the resident’s Medicare card. After he left the residence, she discovered that her Medicare card was missing.

We are asking anyone who may have recently been contacted at their home by an individual claiming to represent Medicare or offering to discuss Medicare services or benefits to please contact the Richland Parish Sheriff’s Office.

Residents are reminded to never allow someone you do not know into your home. Do not provide your Medicare card, Social Security number, banking information, or other personal information to an unsolicited visitor.

FUGITIVE CAPTURED

Chardarious Jackson, who has been wanted by the Richland Parish Sheriff’s Office in connection with the June 14 2026 homicide investigation on Tuscany Way, was captured early this morning.

Jackson had remained at large since June 18, 2026 when warrants were issued for his arrest. His capture was the result of a joint operation involving the Richland Parish Sheriff’s Office, Ouachita Parish Sheriff’s Office, Monroe Police Department, and the United States Marshals Service.

Jackson is charged with Second Degree Murder and Aggravated Flight from an Officer.

Omar Abduni Frost remains at large and is still wanted in connection with this investigation.

Anyone with information regarding Frost’s whereabouts is urged to contact the Richland Parish Sheriff’s Office at (318) 728-2071 or Crime Stoppers of North Delta at (318) 388-CASH (2274).

We would like to thank the Ouachita Parish Sheriff's Office, Monroe Police Department and the United States Marshals Service for their assistance and continued cooperation.

The investigation remains ongoing.

Those cables carry electricity, internet, and phone service to homes and businesses throughout our communities. One shot can cause serious damage, disrupt service for your neighbors, and potentially put you in violation of the law.

It’s not worth the fine. It’s not worth the damage. And it’s definitely not worth disrupting someone’s power or internet.

A cease-and-desist order for all private outdoor burning in Richland Parish has been issued effective immediately, August 21, 2026.
The burn ban will remain in effect until further notice.
Please refrain from outdoor burning and help us reduce the risk of fires throughout the parish.
Violation of the burn ban may result in a $500 fine and/or 6 months in jail.

The Richland Parish Sheriff’s Office is renewing its request for the public’s assistance in locating Chardarious Jackson, who is wanted in connection with a homicide.

Anyone with information regarding Jackson’s current whereabouts is urged to contact the Richland Parish Sheriff’s Office or Crime Stoppers of North Delta at (318) 388-CASH (2274).

If you know where Jackson is, do not attempt to approach or apprehend him. Contact law enforcement immediately.

On August 17, 2026, at approximately 8:30 p.m., the Richland Parish Sheriff’s Office responded to a residence on Eunice Street in Mangham in reference to a reported stabbing.

The investigation determined that the suspect arrived at the residence and began causing a disturbance. During the incident, the suspect forced entry into the residence, located a male victim inside a bathroom, and a physical confrontation followed. The victim sustained a stab wound to the abdomen and was transported to a local hospital.

Investigators also determined that an active protective order was in place prohibiting the suspect from having contact with a female resident of the home.

As a result of the investigation, the following individual was arrested:

DOB: 04/07/1978

1 count – Violation of a Protective Order
1 count – Home Invasion
1 count – Attempted Second Degree Murder

Washington is being held at the Richland Parish Detention Center with no bond.
