Tomorrow's previously scheduled Municipal Court has been postponed, due to a scheduling conflict, with City Hall being a polling location for Election Day.

🚨GOLF CART SAFETY REMINDER

We have recently seen an increase in juveniles operating golf carts throughout the city, and we need to clarify what is and is not allowed under city ordinance.

WHO CAN OPERATE A GOLF CART

A person 18 years of age or older with a valid driver’s license, OR
A person 16–17 years old "ONLY" if they are accompanied by a licensed driver who is at least 18 years old

If a juvenile is driving alone, it is a violation of the ordinance.

REQUIREMENTS TO OPERATE ON CITY PROPERTY/STREETS:
*Must be registered with the City ($50 annual fee)
*Must display a current registration sticker
*Must be operated only on approved city streets and areas

*Operation is daylight only (sunrise to sunset) unless properly equipped with:
-Headlights
-Brake lights
-Turn signals

Public Notice – PHONE SCAM WARNING

The Ravenswood Police Department has been made aware of a phone scam in which an individual is calling residents and posing as the Chief of Police. In at least one instance, the caller used the Ravenswood Police Department phone number through what appears to be caller ID spoofing.

Caller ID spoofing allows scammers to make it appear as though the call is coming from a legitimate phone number when it is not.

While the Ravenswood Police Department does occasionally contact residents by phone for legitimate reasons, we want the public to be aware of the following:

The Ravenswood Police Department will never demand money, payment, or personal financial information over the phone.

We will never ask you to purchase gift cards, cryptocurrency, or other forms of payment to resolve a legal matter.

If you receive a suspicious call claiming to be from the police department, hang up and call the Ravenswood Police Department directly at our publicly listed phone number to verify the call.

Do not provide personal information such as Social Security numbers, banking information, or passwords to unknown callers.

If you receive a suspicious call claiming to be from the Ravenswood Police Department or any law enforcement agency, please report it to our department.

Scammers often rely on creating urgency or fear. Taking a moment to verify the call can prevent you from becoming a victim.

Ravenswood Man Arrested on Nine Felony Sexual Assault Charges

The Ravenswood Police Department has arrested James DeNapoli II, age 40, on nine counts of Sexual Assault in the Third Degree, all felony offenses under West Virginia law.

On January 27, 2026, Sgt. C.D. Bush initiated an investigation after being contacted regarding allegations of s*xual misconduct involving a minor. During the course of the investigation, Sgt. Bush obtained a recorded statement from the juvenile victim and collected additional evidence, including an audio recording in which Mr. DeNapoli admitted to having a s*xual relationship with the minor.

The investigation determined that the alleged offenses occurred in 2018 in Ravenswood, Jackson County, West Virginia. At the time of the alleged incidents, the victim was 12 and 13 years old, and Mr. DeNapoli was 32 years old. The criminal complaint outlines nine separate incidents of s*xual assault that allegedly occurred between March and August 2018 at multiple locations within the City of Ravenswood.

Based on the evidence obtained during the investigation, Sgt. Bush sought and was granted an arrest warrant for Mr. DeNapoli on nine counts of Sexual Assault in the Third Degree.

On February 11, 2026, Mr. DeNapoli was taken into custody in Easton, Pennsylvania, by Sgt. Bush and transported to the Ravenswood Police Department for processing. He was subsequently arraigned before a magistrate at the Jackson County Courthouse.

Bond was set at $250,000. Mr. DeNapoli is currently incarcerated at the South-Central Regional Jail in lieu of bond. Further charges are pending.

These charges are allegations only. Mr. DeNapoli is presumed innocent unless and until proven guilty in a court of law.

The Ravenswood Police Department remains committed to thoroughly investigating allegations of crimes involving children and ensuring the safety of our community.

TRAFFIC STOP LEADS TO DRUG ARREST

On February 9, 2026, Patrolman J. A. Ankrom, along with Corporal E. D. DeGraef and Corporal C. E. Morehead, with the Ravenswood Police Department conducted a traffic stop on an SUV on U.S. Route 33 after observing multiple traffic violations.

While speaking with the driver, Paul R. Harris II (Columbus, Ohio), officers detected the odor of ma*****na and conducted a probable cause search of the vehicle. The search resulted in the seizure of approximately 6 ounces of suspected M**A (approximately 548 pills), approximately 7 ounces of suspected fentanyl in pill form, a small amount of suspected ma*****na, and $1,200 in U.S. currency. A preliminary field test indicated a positive result for fentanyl. All evidence will be submitted to the West Virginia State Police Forensic Laboratory for confirmation.

Paul R. Harris II was arrested and charged with Possession with Intent to Deliver Fentanyl and Possession with Intent to Deliver M**A. The defendant is presumed innocent unless and until proven guilty in a court of law.

“This proactive enforcement effort removed a significant amount of dangerous drugs from our community,” said Chief Lance Morrison. “I commend our officers for their professionalism and continued commitment to keeping Ravenswood safe.”
