RES 26-123 Moratorium on Storage Units

A Resolution declaring the need to place a temporary moratorium for six (6) months on applying to and the Ravenna Township zoning department issuing zoning permits or variances for storage units and facilities within Ravenna Town-ship.

The Board of Trustees for Ravenna Township, Portage County, Ohio (the “Township”), moved by Kristi Blazek-Hack, seconded by Hank Gibson-Lampley, adopts the following resolution:

Whereas, R.C. 519.02 authorizes a township board of trustees to zone to promote the public health and safety and, in certain instances, public convenience, comfort, prosperity, and general welfare, and, as such, supports a temporary moratorium on issuing zoning permits for specific uses under study (see 2003 OAG No. 03-024);

Whereas, the Township desires to evaluate the public health, safety, convenience, com-fort, prosperity, and general welfare concerns and the use and impact of additional storage units and facilities, defined as any real property that is designed and used only for the purpose of renting or leasing individual storage space in the facility wherein the occupant (person that rents storage space at a self-service storage facility per a rental agreement that the person en-ters into with the owner) has access to the storage space only for the purpose of storing and removing personal property, R.C. 5322.01(A) (“Use”), within the Township;

Whereas, the Township needs time to study the Use and develop and implement possi-ble regulations regarding their use, location, setback, and operation within the Township;

Whereas, a temporary moratorium on applying for and issuing zoning permits or vari-ances relative to the Use for six months will allow time for the Township to make such a study and adopt any appropriate regulations, ensuring the general public health, safety, and welfare of its residents;

Whereas, this Resolution places a six-month moratorium on any application for and on the Township zoning department (zoning inspector and board of zoning appeals) issuing any permit or variance for any of the Use for six months from the effective date of this Resolution;

NOW, THEREFORE, be it resolved by the Township’s Board of Trustees (the “Board”) that:

Section 1: The Board imposes a six-month moratorium on applying for, issuing, or pro-cessing zoning permits or variances on the Use so that the Township may study and determine, through the procedure outlined in R.C. 519.12, whether zoning regulations or additional regula-tions are necessary regarding the Use to promote and protect the public health, safety, and wel-fare of its residents.
Section 2: On the effective date of this Resolution, no zoning permits or variances shall be issued or granted for the Use, and the Township will not accept any zoning application for the Use for six months. The Board reserves the right to extend this moratorium if necessary.

Section 3: To limit the duration of this moratorium, the Board requests that the Zoning Commission immediately begin studying and reviewing the Use in relation to the Township’s comprehensive plan and other applicable policies and considerations to recommend regulations and provisions regarding the Use as an amendment to the Zoning Resolution.

Section 4: Because the Use is permitted or conditionally permitted under the existing Zoning Resolution (for example, C-R District, Section 504.02.B.5.d), the Board certifies the provi-sions relating to this moratorium to the Zoning Commission for a recommendation amending the Zoning Resolution to affect this temporary moratorium relating to the Use, as required un-der R.C. 519.12. After review, the Board requests that the Zoning Commission provide such a recommendation for immediate hearing before the Board.

Section 5: All formal actions of the Board relating to the adoption of this Resolution, and all deliberations of the Board leading to such action, were in meetings open to the public as re-quired by law.
Section 6: This Resolution shall take effect and be in full force from and after the earliest date allowed by law.

The Board of Trustees is holding an emergency meeting today, September 8, 2026 at 1:00pm in the meeting room at 6145 N Spring St., for the purpose of authorizing a payment to the concrete vendor for work in the Grandview Cemetery. The public is welcome to attend.

Change of Meeting Time Notification

The Ravenna Township Board of Trustees have changed the start time of their Regular Meetings from 7:00 p.m. to 6:00 p.m. starting with the meeting of October 13, 2026. The meetings for September 1, 15 & 29, 2026 will still begin at 7:00pm, but the meetings of October 13 & 27; November 10 & 24; and December 8 & 22, 2026 and in 2027 will all begin at 6:00 p.m. All meetings will be held at Ravenna Township Meeting Room located at 6145 N. Spring Street, Ravenna, Ohio. The public is welcome to attend.

**PUBLIC NOTICE – LIVE FIRE TRAINING**

The Ravenna Township Fire Department will be conducting live fire vehicle fire training evolutions on **Saturday, May 30, 2026**, between the hours of **9:00 a.m. and 12:00 p.m.**

Training will take place at the **corner of Cleveland Road and Parker Road** in Ravenna Township.

Residents and motorists in the area should expect to see **smoke and emergency vehicles** during this time. This is a planned training exercise being conducted under controlled conditions and there is no cause for alarm.

We appreciate your patience and understanding as our firefighters train to maintain and enhance their skills in vehicle fire suppression and firefighter safety.
