🎉 Happy New Year from IAFF Local 5351! 🎉
As we welcome 2026, we want to take a moment to congratulate and thank our members for an outstanding year in 2025. Your dedication, professionalism, and commitment to one another and to this community continue to set the standard every single day. We are incredibly proud of the work you do—often unseen, always essential.
As the calendar turned, our crews were right where they always are: answering the call.
🚑 The final ambulance call of 2025 was handled by Medic 1110, proudly stationed at Independent Fire Department – Station 4.
🚑 The first ambulance call of 2026 was handled by Medic 1106, proudly stationed at Citizens Fire Department – Station 2.
🚒 The last fire call of 2025 was Wagon 4 from Independent Fire Department – Station 4.
🚒 The first fire call of 2026 was Engine 2 from Citizens Fire Department – Station 2.
Both medic units were proudly staffed by our Blue Shift BLS and ALS providers, continuing the tradition of seamless, professional care right through the New Year.
To our community: thank you for your continued trust and support. To our brothers and sisters: thank you for showing up, stepping up, and serving with pride—365 days a year.

Our condolences are with our communities today as we mourn the loss of a true public servant, Lenny Lehman.

Lenny was impactful to many providers and citizens throughout his career—most notably as retired EMS Chief at Blue Ridge Mountain Volunteer Fire Company and as a dedicated Paramedic in Jefferson County and Berkeley County. Whether he was leading a crew or treating a patient in the back of an ambulance, Lenny’s commitment to his community was unwavering.

To his family and all those who worked alongside him: please know that the entire fire and EMS family stands with you during this difficult time.

Thank you for your service, Lenny.

The members of IAFF Local Union 5351 – Jefferson County Professional Firefighters are respectfully asking for your support.

We are calling on our community to attend the Jefferson County Commission Meeting on December 18, 2025, at 6:00 PM, and to provide public comment regarding the possible Ambulance Fee increase.

Agenda Timing Notice:
This item is currently listed on the agenda for approximately 7:20 PM. However, the exact time for public comment is not known. We strongly encourage attendees to arrive by 6:00 PM to ensure they are properly signed in and eligible to speak when public comment is opened.
Jefferson County currently has one of the lowest ambulance service fees in the region. Many surrounding counties in West Virginia pay double—and in some cases triple—the ambulance service fee charged in Jefferson County. Additionally, the rapid growth of Jefferson County has placed increased demands on EMS and Fire services, stretching available resources across a larger population and service area. While we understand that discussions involving taxes or fees are never easy, they are sometimes unavoidable if we want to maintain and expand the level of EMS services our community depends on.

By raising this fee, Jefferson County will be able to employ additional personnel, allowing us to expand the number of emergency units available 24 hours a day, 7 days a week, 365 days a year—ready to respond on what may be the worst day of your life. An increase in the ambulance fee will provide the resources necessary to expand service coverage into additional areas and improve emergency response times countywide.

The unfortunate reality is that relying solely on volunteer staffing is no longer a viable option. Each year, the training, certification, and continuing education requirements for Firefighters and EMS providers continue to increase.

Increased funding will allow the Jefferson County Emergency Services Agency (JCESA) to employ more staff—ensuring consistent coverage and dependable response times throughout the county.

The Jefferson County Emergency Services Agency (JCESA) is proud to be the first county in West Virginia to operate as a combined county Fire and EMS department. Through the dedication and hard work of our members, we obtained our Fire Department Identification (FDID) number, allowing us to expand services and apply for state and federal grants that help offset taxpayer costs. While these grants will help, they do not cover the daily operational expenses of running a modern Fire and EMS system. Increased funding is still necessary to offset everyday costs such as staffing, training, uniforms, ambulance maintenance, and to ensure we remain equipped with modern, life-saving equipment.

If we want reliable, timely, and expanded emergency medical services, the community must come together and make its voice heard.

Your presence matters. Your voice matters.

We respectfully ask you to stand with us and speak in support of the need to raise the EMS fee to ensure the safety and future of Jefferson County.
