On Thursday June 4th, 2026, a number of Randolph Police officers were recognized at the Quincy District Court Annual Law Day. The officers were presented with the Robert P. Dana Award. This award recognizes officers who go above and beyond the call of duty in support of keeping their community safe or their fellow officers from harm.
This award is named in memory of Officer Robert P. Dana, who was killed in the line of duty while conducting a motor vehicle stop in Milton Massachusetts on March 25th, 1984. Officer Dana was a member of the Metropolitan Police Department.
The first group of officers were recognized based on the October 25th, 2025 Street Takeover incident. On this date, dozens of vehicles and over 100 individuals took over the intersection of North Main Street and Oak Street. Officer Joseph Rull arrived on scene and was immediately surrounded in his police cruiser. Suspects in this case climbed onto Officer Rull’s cruiser, as fireworks were lit, and vehicles maneuvered aggressively around him. This went on continuously as suspects taunted Officer Rull and attempted to prohibit from moving his vehicle. Officer Rull remained calm and through his actions, preserved the safety of those involved in the incident, his fellow officers, and himself.
Over the course of the next few weeks, Officer Rull assisted the detective division in conducting an extensive investigation. Our detective bureau spent weeks processing evidence, collecting video, and connecting vehicles from other takeover incidents to suspects from Randolph. The case put forth was extremely organized, and involved extensive search warrants. Ultimately, 17 suspects, from a number of different states, were charged and were arraigned regarding their actions on this evening.
As a result of their efforts, Officer Rull, Detective Sergeant Fisher, Detective Tuitt, Detective Rodman, Detective Aldred, and Detective Duncan were recognized for this case.
The second group of officers were recognized based on an incident which took place on November 29th, 2025. On this date, a violent felon attempted to carjack and rob a victim after assaulting the victim in a parking lot at the victims vehicle. Our patrol units and detective bureau immediately began to investigate this incident by retrieving video, interviewing witnesses, and analyzing evidence.
As this investigation was taking place, a second victim was the victim of an attempted carjacking. This victim was also robbed and assaulted in a different parking lot, but in a similar manner. Patrol officers and detectives worked throughout the night to collect evidence and process both crime scenes.
The Holbrook Police Department K-9 unit assisted Randolph officers and tracked through neighborhoods for hours, leading to the recovery of evidence and the flight path the suspect took as the suspect fled from both incidents. The K-9 track matched GPS points which were later discovered through search warrants, corroborating the path the suspect took to flee from both locations.
These efforts led to the suspect in this case being identified and placed into custody the morning following these violent assaults. During the ex*****on of the search warrant, evidence was located that led to the suspect being charged in relation to additional open cases.
As a result of their efforts, Officer Craig Staffier, Officer Leida Fernandes, Officer Stephanie Saint-Ville, Officer Wilfrid St. Hilaire, Detective Matthew Rodman, Detective Calvin Duncan, Detective Sergeant Jason Fisher, Deputy Chief Casey Surprenant (HPD), and Sergeant Kevin Gilbert were recognized for this case.
