🚨 NEW UTAH E-BIKE LAW
📅 TAKES EFFECT MAY 6, 2026

⚠️ WHAT YOU NEED TO KNOW

🔴 Helmet Requirements

All e-bike & e-scooter riders under 21 must wear CPSC-approved helmets
All e-motorcycle riders under 21 must wear DOT-approved helmets

🔴 Speed & Classification

Devices over 20 MPH without pedaling are considered E-MOTORCYCLES
May require:
Driver’s License
Motorcycle Endorsement
Insurance

🔴 Age Restrictions

❌ Under 8 years old – cannot ride on public roads
❌ Under 16 years old – cannot operate e-motorcycles or high-powered devices on public roads

🔴 Impairment Law

🚫 It is illegal to operate ANY e-device while impaired

Motor over 750 watts

The Rich County Sheriff’s Office is committed to protecting and serving all individuals who live in or visit Rich County. Our duty is to uphold the laws of the United States, the State of Utah and local jurisdictions, while safeguarding the constitutional rights of every citizen. This responsibility also includes protecting the privacy of those involved in any situation by ensuring confidential information remains secure.

We are aware of the concerns surrounding our missing juvenile, Kylie Arellano. Kylie was last seen on May 29, 2025 at approximately 10:52 p.m. at her home in Garden City, Utah.

Sheriff Dale Stacey and all members of the Rich County Sheriff’s Office remain fully committed to Kylie’s safe return. We continue to actively pursue all leads and are working closely with local, state, and federal agencies in ongoing search efforts.

We also want to address misinformation suggesting that members of the Sheriff’s Office do not care about Kylie. Nothing could be further from the truth. We deeply value community support, appreciate all the efforts to help locate Kylie, and remain dedicated to bringing her home safely.

The Rich County Sheriff’s Office, in conjunction with JTTF, a federal task force, continues to search for Kylie Arellano, a 16-year-old female who was reported missing on 5/30/2025.

Kylie’s information and photos have been entered into the National Crime Information Center (NCIC) and into NamUS (namus.gov).

The Rich County Sheriff’s Office is asking that if anyone has any information regarding Kylie’s location, please call 435-793-2285.

🟨 Citizen Alert | 12/11/2025 9:00 PM 🟨

On 12/11/2025, between 6:00 and 6:30 PM, an adult male entered an unlocked house without knocking. He surprised a juvenile who was in the home. This occurred in the Laketown area.

The man does not live at the house and the residents do not know him.

The man is described as a white male, age unknown - described as “not old.” He has a short beard and was wearing a darker colored shirt, and possibly denim pants.

The Rich County Sheriff’s Office is asking citizens to keep an eye out for this individual and please keep all doors and windows locked.

If anyone sees the described individual, please contact the Rich County Sheriff’s Office at 435-793-2285. Rich County case number 25-R1054.

🟩 UPDATE | 12/8/2025: 5:30 AM 🟩

On 12/8/2025 at approximately 4:15 AM, the 22 year old female victim was rescued and is safe. She was evaluated at the scene. She was not injured and was able to go home.

Rich County Search and Rescue, Cache County Search and Rescue, and members of the Utah Department of Natural Resources worked throughout the night to reach her location.

Initially, the weather prevented the Utah Department of Public Safety helicopter from responding. At 4:15 AM, the Utah DPS helicopter and its team airlifted the victim to safety.

🟥 Media Release | 12/7/2025: 9:20 PM 🟥

On 12/7/2025 at approximately 4:35 PM, the Rich County Sheriff’s Office received a 911 text from a 22 year old female.

The female had been skiing with a 20 year old male. The female fell into some trees and slid into a ravine.

The female skier said she had been in the ravine area since approximatley 1:00 PM and had lost contact with the male skier.

The male skier was located at 6:58 PM and is safe.

Rich County Search and Rescue is on scene with a ground crew, snowmobiles, all terrain vehicles and a drone crew.

A rescue operation is ongoing. The female skier is located and in difficult terrain. Rescuers have had visual contact via a drone.

A Utah Department of Public Safety helicopter is attempting to respond to the scene. The weather is a possible issue.

Cache County Search and Rescue have been requested for assistance.

Ground crews are attempting to reach the female via snowmobile and snowshoe.

Information will be updated when available.

The Rich County Sheriffs Office is grateful for the public’s assistance in providing information that led to the successful location of the vehicle and driver involved in this incident.

🟨 Public Assistance Request | 9/7/2025 🟨

The Rich County Sheriff’s Office is seeking any video footage and/or photos from the area of 401 North Bear Lake Blvd. on September 7, 2025 between 2:00 and 2:15 AM.

On Sunday, September 7, 2025, between 2:00 and 2:15 AM, a white Chevrolet pickup truck crashed into a house at 401 North Bear Lake Blvd., then left the scene.

The white truck had been traveling at a high rate of speed, slid off the road, and crashed into the house at that location. The crash caused damage to the front porch area of the house. No one was inside the residence.

The vehicle also hit a telephone pole and snapped it off at the base.

The white Chevrolet pickup truck sustained significant damage to the front of the vehicle, and the driver’s side rear panel.

If anyone has any video footage or any information regarding this hit and run, please contact the Rich County Sheriff’s Office at 435-793-2285.
