(SAMARCAND TRAINING ACADEMY) - This morning, SBI Director Chip Hawley and members of the executive team laced up alongside cadets of the 61st SBI Academy for the agency's annual 9/11 Ruck March. The group stepped off at 7 a.m. and covered 9.11 miles, finishing around 9:30.

Nearly 3,000 people died on September 11, 2001. Twenty-five years later, the SBI marks that morning on foot, in formation, alongside cadets, some of whom weren't alive when 9/11 occurred.

This has become an annual tradition at SBI, and it's one we intend to keep. The men and women of the SBI will NEVER FORGET.

SBI IDENTIFIES JONES COUNTY FIRE AS ARSON

(JONES COUNTY, N.C.) — On Wednesday morning, the Jones County Sheriff's Office and the Jones County Fire Marshal requested assistance from the North Carolina State Bureau of Investigation for a structure fire at 406 Wyse Fork Rd. in Trenton.

Special Agent Burkett and arson detection K9 "Celeste" responded and began an investigation at the scene. K9 "Celeste" identified several areas showing signs of liquid accelerant use, consistent with arson.

Based on evidence gathered during the scene examination, the Jones County Sheriff's Office arrested Rovenia Toodle Holmes (DOB: 08/25/1960), of 6112 Burgaw Highway, Maple Hill, NC. Holmes faces the following charges:

-- One count of Felony Breaking and Entering
-- One count of Second Degree Arson
-- Two counts of Felony Animal Abuse

The Raleigh Police Department is requesting the public's assistance locating a missing and endangered person. Preston Scott Hill was last seen on September 7, driving a 2015 Ford Fusion with California plates.

SBI Investigation Leads to First-Degree Murder Indictment in Cumberland County

RALEIGH, N.C. — The North Carolina State Bureau of Investigation (SBI) was requested by the Cumberland County Sheriff's Office to investigate a homicide on March 28, 2026.

The SBI has completed its investigation and turned its findings over to a special prosecutor with the North Carolina Conference of District Attorneys. This morning, a Cumberland County grand jury returned a true bill of indictment against Nekime Matu Oxendine, DOB 05/03/1982, on a charge of First-Degree Murder.

The SBI's investigation remains open. Questions about the prosecution should be directed to the North Carolina Conference of District Attorneys.

*** SBI charges former Wrightsville Beach officer with misusing automated license plate reader system ***

(NEW HANOVER COUNTY, N.C.) — The North Carolina State Bureau of Investigation (SBI) has charged a former Wrightsville Beach Police Department officer with misuse of an Automated License Plate Reader (ALPR) system.

On July 16, 2026, the Wrightsville Beach police chief and the New Hanover County district attorney requested the SBI to investigate possible misuse of the ALPR camera system by an employee.

A New Hanover County grand jury has since indicted former officer Tonya Baker on one count of misuse of an Automated License Plate Reader system. She was arrested this morning and is scheduled to appear in court on October 12, 2026.

The SBI's investigation is ongoing. No additional information is available at this time.

Former Aberdeen Police Lieutenant Arrested on Child S*x Charges

(HOKE COUNTY, N.C.) — The North Carolina State Bureau of Investigation (SBI) has arrested former Aberdeen Police Lieutenant Leigh Ann Brooks.

On Dec. 2, 2025, the Aberdeen Police Chief asked the SBI to initiate an investigation after his department received an allegation of sexual assault. SBI agents recently completed a thorough investigation and presented the findings to the Hoke County District Attorney's Office for review. As a result, Brooks has now been charged with the following crimes:

5 counts of Felony Indecent Liberties with a Child
4 counts of Felony Statutory Rape/S*x Offense of a Child
1 count of Felony S*x Offense – Parental Role

This morning, Brooks was taken into custody by members of the SBI. She was transported to the Hoke County Detention Center, where she was brought before a Magistrate. Brooks received no bond and will have a first appearance soon.

The SBI would like to thank the Aberdeen Police Department, the Hoke County Sheriff's Office, and the Hoke/Moore County District Attorney's Offices for their assistance with this case.

The SBI investigation remains open, and we will release additional information when available.

In March 2026, members of the Invictus Task Force initiated an investigation related to a Cybertip from the Center for Missing & Exploited Children. During the course of the investigation, Cayden Sully Joyce was identified as the suspect.

On September 1, 2026, members of the Invictus Task Force executed a search warrant; as a result, Cayden Sully Joyce was subsequently taken into custody and charged with three (3) counts of Felony Second-Degree S*xual Exploitation of a Minor. Joyce was transported to the Randolph County Sheriff's Office, Detention Center, where the magistrate issued no bond. The investigation is ongoing, and anyone with information is asked to contact the Randolph County Sheriff’s Office Invictus Task Force representatives.
