Our mission is to preserve, protect and sustain the state’s pension and healthcare plans, generate investment returns in excess of comparable public pensions, properly account for and report on all funds that are deposited, invested, and disbursed through the North Carolina Department of State Treasurer, assure the financially sound issuance of debt for state and local governments, maintain the state’s “AAA” bond rating, and provide exemplary service across all divisions of the Department. Our vision is to sustain and advance the performance and efficiency of the North Carolina Department of State Treasurer, always focusing on our loyalty and duty of care to participants. As of 2017, the Department of State Treasurer administers the NC ABLE Program, which allows eligible individuals to save and fund a variety of qualified disability expenses without endangering eligibility for certain benefits that are critical to their health and well-being, such as Medicaid and Supplemental Security Income. The Department of the State Treasurer is made up of approximately 400 employees, and is composed of the following divisions:

The State Health Plan and Atrium Health announce a new partnership that expands affordable access for members in 2027.
Big news — Atrium Health and the State Health Plan have reached an agreement that preserves access to primary care, emergency care, behavioral health office visits and certain other specialty services — while adding nine Atrium Health rural hospitals and three children’s hospitals beginning January 1, 2027.

As part of the deal, Levine Children’s, Jeff Gordon Children’s and Brenner Children’s Hospitals have been added to the Access level. As previously announced, primary care, emergency care and behavioral health care office visits will continue at the same rates and coverage experienced by members today.
