Overview of Professional Experience
I am an accomplished professional, well versed in the application of methodology and direction of programs supporting safety, technology, education, training, operations, composite risk management, and standardization. In addition, I am a veteran of the United States Army with 8 years of active duty military service. Federal employee with 28 years of combined Federal service, to include 23 years as an Air Traffic Controller for the Federal Aviation Administration (FAA) and the Department of the Army and 5 years as a Federal Occupational Safety & Health Specialist.
Relevant Professional Experience
● Serve as a Federal Occupational Health and Safety Specialist on the Fort Bragg military installation, which is considered the fifth largest city in North Carolina. Serves as the Subject Matter Expert in School Safety. Directly responsible for initiating and conducting Semi-Annual, & Periodic inspections of nine Department of Defense Education Activity (DODEA) Schools on this major military installation. Inspections involve checking various aspects of school safety to include security, building infrastructure, physical layouts, playgrounds and playground equipment, construction procedures, mechanical and maintenance equipment, lighting, ventilation, sanitation, guarding physical hazards, personal protective equipment, fire prevention, hazardous materials handling and storage operations.
● Responsible for the examination of school records and observation of actual conditions, determining adequacy of the schools safety program and of organized accident and incident prevention efforts. Evaluate findings and recommends remedial actions to correct administrative deficiencies and unsafe practices and conditions in the form of written reports and corrective training.
● Initiate and conduct periodic federal compliance-based inspections, pre-certification, and annual inspections of 12 Federally Funded Child Development Centers, 2 Youth Activity Centers and approximately 10 privately owned Family Child Care Homes on the Fort Bragg Installation. Inspections involve checking physical layouts, construction procedures, tools, equipment, lighting, ventilation, sanitation, guarding physical hazards, personal protective equipment, fire prevention, hazardous and other materials handling and storage operations, traffic safety, playground areas and equipment.
● Develop and produce various inspection checklists to ensure all aspects of safety program are thoroughly evaluated. Inspections are conducted by examination of records and observation of actual conditions, determines adequacy of safety program and of organized accident prevention efforts. Evaluate findings and recommends remedial actions to correct administrative deficiencies and unsafe practices and conditions in the form of written reports.
● Evaluate safety plans, programs, Job Hazard Analysis and risk assessments, providing consultation on adequacy and feasibility of remediation and performance measures. Conducts safety and occupational health surveys/inspections of work areas to assure compliance with OSHA regulations, safety rules and standard practices. Evaluate construction safety plans, programs, and site safety ensuring job hazard analysis and risk management programs are accurate and effective.
● Properly documents findings, performs follow-up to insure correction of deficiencies, and develops mitigation and abatement plans. Investigate accidents and hazards identifies causative factors, analyzes data, and recommends remediation actions to preclude recurrence.
● Serve as a the installation’s Safety Liaison to the Directorate of Family, Morale, Welfare, and Recreation (MWR) team assisting this large agency to mitigate work site hazards, large event composite risk management planning, events often involving up to 100,000 people. Perform annual and periodic swimming pool preparation and safety inspections. Provide subject matter expertise in the area of safety; as it pertains to: planning of recreational infrastructure, technology and design, and development.

Community Service/Board/Council Experience
Serve on Board of Directors of Monroe Camp and Retreat Center (2016-Present)
● Provide visionary and strategic planning necessary to develop and implement the centers three to five (3-5) year strategic plans of operation.
● Provide outreach and information to community, churches, and serves as a public relations spokesperson to insure customers are kept in the know about centers events. Represent the Camp at conferences, conventions, and meetings.
● Provide long-range planning and development for the centers: financial solvency, vision for ministry, and financial resources through marketing and capital development. Reviews center’s leadership as it pertains to annual standards, performance and appraisals, as well as training and development opportunities. This includes evaluation and implementation of established personnel policies.
● Provide guidance for the operational fundraising and marketing programs, which includes strategic plans for grants, fundraising and marketing; as well as, capital campaigns to build new facilities, renovate, and upgrade existing facilities. Oversee the financial management of the Center, including the yearly budget development and monitoring of the financial progress, and provide reports to organization headquarters.
Hoke County Parks & Recreation Board Served as Chairman/Vice Chairman (2000-2005)
● Advised the initiation, planning, design and maintenance of Hoke County Parks and Recreational facilities. Recommended actions that will serve to best accommodate the public's need for parks and recreation activities.
● Recommended and Enforced standards of Parks and Recreation safety and security to insure that facilities operated in the highest standard of quality.
● Monitored and evaluated the effectiveness of park and recreation programs to insure they were meeting the need of the citizens of Hoke County.
● Proposed and recommended a system of fees and charges for use of parks and recreation facilities or for participation in parks and recreation programs. Solicited alternate sources of funding for parks and recreation such as grants, gifts, endowments, etc.
● Developed and adopted bylaws, and other rules of procedure to achieve its purposes and functions.
● Resolved and ensured the adjudication of complaints, disputes, or other grievances from the public arising out of parks and recreation activities.
● Reviewed and offered comments on parks and recreation annual budget, hiring recommendations, and approval of contracts.
