Stronger Schools – Stronger Community

In 2014, I embarked on a mission to run a competitive race for a seat on the Hoke County School Board, coming just under the three incumbents who have served for several terms. Although my efforts fell short of acquiring a seat on the board, I was able to gleam a wealth of knowledge from the process. There have been many changes as a school district and community since 2014, but my strong and unwavering desire to serve you on the Hoke County School Board has not changed at all. Because of my commitment to this community, I will be a candidate in the November 6, 2018 election for Hoke County School Board. I believe that with your help, we can bring vitality, energy, enthusiasm, innovative ideas, and a renewed focus on future growth to the Hoke County Board of Education to meet the needs of the ever-changing student population.
As a native and a product of the Hoke County Schools, I have a vested interest in the success of our schools and students. I have taken a hands-on approach by continuing to be involved in the county as a Pastor, Business Owner, Parks and Recreation Advisor, and Youth Sports Athletic Official. There has not been a time in my life when I have not been involved in making Hoke County a better place to live and rear a family.
While I am excited and energized about getting out to meet the voters of Hoke County, I am even more passionate about communicating to the public my message of improving and enhancing school safety, increasing transparency and accountability of our school system, raising expectations of student achievement, encouraging positive community involvement in our schools, and nurturing parental and family advocacy.
Unseating one of three incumbents who have served faithfully for several terms is no easy task, and I do not take the challenge lightly. That is why I have developed this platform which serves to present what I desire to bring to the school board that will make our schools and community stronger.
I am sure that you will see that I bring fresh ideas and accountability to the school board, with the vitality, motivation, and enthusiasm to see those ideas through; with the ultimate goal of ensuring our schools are meeting the need for this ever-changing society in which we are living.
As we move closer toward early voting in late October and the election on November 6, 2018, I hope you will strongly consider my candidacy for the school board. It would be my hope to collaborate with the board to sustain what Hoke County Schools and community have accomplished, continuously improve, and evolve to be one to the leading systems in the nation to lead education to new heights.

Enhancing School Safety
Enhancing School Safety is the most important issue that is facing any Board of Education. In these trying and demanding times in which we live the safety, security and emergency preparedness of our school system must be paramount. Hoke County Schools should be the safest place for the students and employees alike. When elected, I will work diligently with the County Sheriff and Chief of Police to support the existing plan to provide a safe learning environment for the schools in Hoke County. While simultaneously maintaining the safety plans already in place, I will work to ensure improvements in the following areas of school safety:
• Ensuring the leadership endeavors to increase school safety by using the most modern technologies available to mitigate risks
• Insuring highly-trained and well equipped School Resources Officers are at every school in the county
• Implementing a strategic plan to reduce gang activity, drug use, and bullying.
• Improving student morale, pride, and self-confidence
Increased Transparency and Improved Accountability in Our School System
It is my firm belief that citizens of Hoke County should know exactly how honest and trustworthy their school board is. I will work to earn public trust by providing pertinent and timely information on how and why the school board arrived at our respective decisions. It is understandable that not all news is favorable, but there are times that the community must be made aware. I will be the board member that delivers it honestly, and with conviction. I believe that the community will appreciate the fact that they have someone that represents them who is straight and truthful.
When there are scenarios or situations that I do not know, I will not fake as if I have all the answers. I will find responses and solutions through investigation and research; thus insuring, a reasonable outcome is provided that is in the best interest of the student, teacher, school system, and county.
I want and desire for the community to hold the school board accountable. The school board represents the citizens of Hoke County, as a board member I will assure that the school board accepts accountability for what happens and what fails to happen. Accepting accountability allows room for improvement and growth; which will yield, a stronger school system and a stronger community. Hoke County schools are our schools, and I will ensure the public has a voice on the board that serves in the best interest of all Hoke County citizens.
Improved Expectations for Student Achievement with Focus on Technical Education
According to a 2009 report by the North Carolina Department of Public Instruction (NCDPI), Career Technical Education (CTE) has been proven to give students the technical and professional skills demanded in today’s society. When elected on the Hoke County school board, I will work to expand and invigorate the CTE programs that are already in place.
This can be accomplished by pairing students who are training in these programs with industry leaders, mentors, and institutions of higher learning. When students are paired with experts in a particular field, technical pathways are created which serves to motivate a student’s desire to achieve greatness and success. Additionally, as students are trained in technical fields, a friendly labor climate is created for industry, business development, and entrepreneurship.
With Hoke County being one of the fastest growing counties in the state, I believe that it is the inherent duty of the school board to plan extensively and efficiently to provide the best educational experience possible for the students of Hoke County; which not only enhances the student, but serves to meet the demand of this global economy and shrinking labor market.
Encouraging Positive Community Involvement in Our School System
With our schools being the “backbone of our community,” everyone has a role to play to insure the success of the Hoke County school system. When elected on the school board, I will work to make our schools more community oriented. This can be accomplished by:
• Implementing the community schools model, which turns schools into community hubs that address needs such as Parks & Recreation Programs, after-school programs, offering work force development and GED courses for parents
• Building partnerships with local businesses to develop programs for students and teacher resource development
• Increasing parental involvement in our school system by supporting Parent Teacher Associations and establishing parent advisory councils, especially in those areas of the county that are lacking extensively in social and economic resources.
• Establishing community based partnerships between faith-based institutions, fraternal organizations and schools to ensure there is an exchange in information and resources that serve to benefit both parties and enhances community involvement in the school system.
• Maintaining and fortifying the already existing relationships with the Hoke County Commissioners, the Raeford City Council, both city and county law enforcement.
Increased Parental and Family Advocacy
Research confirms that the involvement of parents and families in their children’s education is critical to a students’ academic success. The truth is so many children are reared without an encouraging support group at home. It is my hope to provide families with tools to assist with positively reinforcing discipline, structure, and accountability in our students. There is only so much that a school system can do. When you elect me as a member of the Hoke County School Board, I will work to make sure that the school system does its part and does it well. I want to ensure we all work together to ensure the success of our students, so part of my platform is to Increase Parental and Family Advocacy. Working to Increase Parental and Family Advocacy involves some of the following aspects taken from the National PTA’s National Standards for Family-School Partnerships:
• Provide training and materials for parents on how to improve children’s study skills or learning in various academic subjects.
• Provide a directory of community resources and activities that link to student learning skills and talents, including summer programs for students.
• Offer workshops to inform families of the high expectations and standards children are expected to meet in each grade level. Provide ways for families to support the expectations and learning at home.
• Engage families in opportunities to work with their children in setting their annual academic, college, and career goals.
• Through school-community partnerships, facilitate families’ access to community-based programs (e.g., health care and human services) to ensure that families have resources to be involved in their children’s education.
• Connect students and families to service-learning projects in the community.
• Invite community partners to share resources at annual open houses or parent-teacher conferences.
Using this proven formula adopted by the National Parent Teachers Association as a guide, I will work to increase family involvement in a student’s learning opportunity. As a School Board member, I will work to make sure that the schools and the home are working with each other not against each other. In order for positive results to take place, the school board and community must have one aligned mission.
Working to Increase Parental and Family Advocacy, will help put an end to “the school to prison pipe line,” reduce the school drop-out rate, lessen school suspension and expulsion rate; therefore we can create an environment that is ideal and primed for learning.

Overview of Professional Experience
I am an accomplished professional, well versed in the application of methodology and direction of programs supporting safety, technology, education, training, operations, composite risk management, and standardization. In addition, I am a veteran of the United States Army with 8 years of active duty military service. Federal employee with 28 years of combined Federal service, to include 23 years as an Air Traffic Controller for the Federal Aviation Administration (FAA) and the Department of the Army and 5 years as a Federal Occupational Safety & Health Specialist.

Relevant Professional Experience

● Serve as a Federal Occupational Health and Safety Specialist on the Fort Bragg military installation, which is considered the fifth largest city in North Carolina. Serves as the Subject Matter Expert in School Safety. Directly responsible for initiating and conducting Semi-Annual, & Periodic inspections of nine Department of Defense Education Activity (DODEA) Schools on this major military installation. Inspections involve checking various aspects of school safety to include security, building infrastructure, physical layouts, playgrounds and playground equipment, construction procedures, mechanical and maintenance equipment, lighting, ventilation, sanitation, guarding physical hazards, personal protective equipment, fire prevention, hazardous materials handling and storage operations.
● Responsible for the examination of school records and observation of actual conditions, determining adequacy of the schools safety program and of organized accident and incident prevention efforts. Evaluate findings and recommends remedial actions to correct administrative deficiencies and unsafe practices and conditions in the form of written reports and corrective training.
● Initiate and conduct periodic federal compliance-based inspections, pre-certification, and annual inspections of 12 Federally Funded Child Development Centers, 2 Youth Activity Centers and approximately 10 privately owned Family Child Care Homes on the Fort Bragg Installation. Inspections involve checking physical layouts, construction procedures, tools, equipment, lighting, ventilation, sanitation, guarding physical hazards, personal protective equipment, fire prevention, hazardous and other materials handling and storage operations, traffic safety, playground areas and equipment.
● Develop and produce various inspection checklists to ensure all aspects of safety program are thoroughly evaluated. Inspections are conducted by examination of records and observation of actual conditions, determines adequacy of safety program and of organized accident prevention efforts. Evaluate findings and recommends remedial actions to correct administrative deficiencies and unsafe practices and conditions in the form of written reports.
● Evaluate safety plans, programs, Job Hazard Analysis and risk assessments, providing consultation on adequacy and feasibility of remediation and performance measures. Conducts safety and occupational health surveys/inspections of work areas to assure compliance with OSHA regulations, safety rules and standard practices. Evaluate construction safety plans, programs, and site safety ensuring job hazard analysis and risk management programs are accurate and effective.
● Properly documents findings, performs follow-up to insure correction of deficiencies, and develops mitigation and abatement plans. Investigate accidents and hazards identifies causative factors, analyzes data, and recommends remediation actions to preclude recurrence.
● Serve as a the installation’s Safety Liaison to the Directorate of Family, Morale, Welfare, and Recreation (MWR) team assisting this large agency to mitigate work site hazards, large event composite risk management planning, events often involving up to 100,000 people. Perform annual and periodic swimming pool preparation and safety inspections. Provide subject matter expertise in the area of safety; as it pertains to: planning of recreational infrastructure, technology and design, and development.

Serve on Board of Directors of Monroe Camp and Retreat Center (2016-Present)

● Provide visionary and strategic planning necessary to develop and implement the centers three to five (3-5) year strategic plans of operation.
● Provide outreach and information to community, churches, and serves as a public relations spokesperson to insure customers are kept in the know about centers events. Represent the Camp at conferences, conventions, and meetings.
● Provide long-range planning and development for the centers: financial solvency, vision for ministry, and financial resources through marketing and capital development. Reviews center’s leadership as it pertains to annual standards, performance and appraisals, as well as training and development opportunities. This includes evaluation and implementation of established personnel policies.
● Provide guidance for the operational fundraising and marketing programs, which includes strategic plans for grants, fundraising and marketing; as well as, capital campaigns to build new facilities, renovate, and upgrade existing facilities. Oversee the financial management of the Center, including the yearly budget development and monitoring of the financial progress, and provide reports to organization headquarters.
