As part of ’s ongoing commitment to strengthening partnerships with key host-nation allies to support the joint protection of our military forces in or transiting the United Kingdom, NCIS Deputy Director Greg Scovel and NCIS Europe & Africa Field Office Special Agent in Charge Ayren Jacobs completed a bilateral information exchange with partner agency executives from the UK Ministry of Defence Counterintelligence, Security Service “MI5”, and London Metropolitan Police at His Majesty’s Naval Base Clyde in Faslane, Scotland.

Director Omar Lopez recently congratulated and delivered remarks to the newest graduates of the Special Agent Basic Training (SABT) program at the Federal Law Enforcement Training Centers in Georgia.

These agents will soon report to assignments around the globe, responding to the Secretary of the Navy’s priority of taking care of Sailors and Marines by protecting families from ruthless criminal elements while simultaneously protecting critical Department of the Navy shipbuilding technologies and contributing to Secretary of War priorities of eliminating narcotics trafficking and deterring human trafficking and smuggling from occurring.

“I want you to remember that you are not just taking on a new job,” said Director Lopez. “Rather, you are stepping into an honored tradition built by generations of agents before you—a legacy of courage, sacrifice, and unwavering commitment to protecting our nation and its values. These are the very values that you have honed and sharpened during your training at the academy.”

The SABT course is the foundation of an NCIS special agent’s career, combining classroom instruction with practical field exercises to ensure mission readiness from day one. Members of SABT Class #2601 are on their way to duty stations around the world; combatting Designated Terrorist Organizations, countering national security threats and protecting Sailors, Marines, and their families.

Congrats to SABT Class #2601!

Jasen Butler, the owner of Independent Marine Oil Services, LLC, was recently sentenced in federal court to five years in prison after being found guilty of orchestrating a scheme to defraud the U.S. Department of War and other federal agencies out of over $5 million. Butler’s convictions include wire fraud, money laundering, and forgery.

Between August 2022 and January 2024, Butler submitted dozens of falsified wire transfer documents and altered and fake invoices to U.S. Navy and Coast Guard ships through the SEA Card Program, which allows U.S. vessels to purchase critical fuel to conduct military operations around the world. The ships were attempting to purchase fuel in international ports like Saudi Arabia, Singapore, and Croatia to defend strategic American interests around the globe.

Butler attempted to avoid detection by adopting a false name and feigning employment with a fictitious fuel division of a different company. With his fraudulently obtained funds, Butler purchased multiple multi-million-dollar properties in Florida and Colorado.

“The sentencing of Jasen Butler sends the unequivocal message that the Department of the Navy has zero tolerance for fraud within its procurement systems,” said Special Agent in Charge Greg Gross of the NCIS Economic Crimes Field Office. “The SEA Card program is indispensable to the U.S. Navy's global readiness. NCIS, along with our federal partners, are committed to aggressively dismantling any criminal enterprise that attempts to exploit systems designed to enable U.S. warfighting capabilities around the globe.”

To help ensure the safety and security of U.S. Navy vessels, personnel, and critical military operations, reminds unmanned aerial systems (UAS) operators that the airspace surrounding U.S. Navy ships is designated national defense airspace. Unauthorized UAS operations are strictly prohibited around Navy vessels, whether underway or in port.

Anyone found operating a UAS within 1,000 feet above or 3,000 feet around a U.S. Navy vessel may face:
• Criminal charges prosecuted by the U.S. government
• Administrative enforcement action by the Federal Aviation Administration
• Department of Defense actions that may include disruption, damage, disabling, or seizure of any UAS deemed to pose a threat to DoD assets

Help keep yourself — and your UAS — safe this summer by staying out of the No Drone Zone.
