The Loudoun County Department of Parks, Recreation and Community Services (PRCS) is seeking input from county residents to help determine needs for parks, facilities, and program offerings in the County.

The department has contracted with ETC Institute, a professional research company, to conduct a statistically valid study to measure the preferences of Loudoun residents through a Community Needs Assessment survey. Information compiled from the assessment will provide key data for PRCS to assist with the department’s commitment to the delivery of quality, accessible and amenity-rich park and recreation spaces and to provide meaningful programs and services.

Surveys have been mailed to random households in the county. The data gathered from these surveys will be analyzed as part of the statistically valid feedback and ETC will provide the key findings from the Community Needs Assessment to PRCS. The survey methodology and findings report will be made available to the public online. Responses will remain entirely confidential.

“We encourage residents who receive the survey by mail to complete and return the needs assessment by April 17,” said Steve Torpy, Director of Loudoun County Parks, Recreation and Community Services. “Even if you don’t regularly use our programs or facilities, your input is still valuable to this process.”

Online Survey
An online version of the Community Needs Assessment survey has been launched to ensure that residents who did not receive the mail-in survey still have an opportunity to provide feedback. The survey takes approximately 12 to 15 minutes to complete. It is confidential, and individual responses will not be shared.

• Take the Survey Now at https://bit.ly/PRCSCommunityNeedsSurvey (the online survey will be open through Friday, April 17, 2026)

More Information:
In 2020 a Community Needs Assessment was conducted during the development of the department’s Master Plan and gathered input from residents and businesses in multiple formats. The process was conducted over a 12-month period to create sustainable and meaningful plans that support the community's diverse interests and growing demands for recreation, leisure opportunities, and aging services.

An additional Community Needs Assessment was conducted in 2024 to continue to track the needs of residents and ensure decision-making was being guided by current data.

The 2026 Community Needs Assessment survey results will be compared to the results of the 2020 and 2024 surveys and evaluate shifts in community interests and priorities over the past six years.
