I am running for Re-election for Mayor in the Town of Purcellville election on November 5. I want to keep Purcellville a small, thriving town. I've established a strong, trustworthy record of keeping my campaign promises while serving on our Town Council. I pledge to champion:

Over the past two years, I've worked closely with out Town Council to implement the citizens' vision for the town and follow through with common sense policy. In addition, I've enjoyed the honor of having served as the Town Council's liaison to the Planning Commission. My role as Mayor for the past two years comes following two years as Town council member, three decades of military service to our country, as well as six-and nine-month deployments to Afghanistan as an Industrial Special Security Administrator. Additionally, I served as a Reserve Deputy Sheriff in Kitsap County, WA, and as a Sheriff Reserve Officer in Fairfax County, VA. My wife Jona and I made our home in Purcellville because we love its small-town character. We're a community where people know one another and can learn the town's history from longtime residents while appreciating the diversity and insights newcomers bring. Good afternoon, all,

The elections are over, the people of Purcellville have spoken, and they want a different direction for the Town. Fortunately, or unfortunately, people elect the government they deserve.

Foremost, I want to thank those who supported me during my two years on the Town Council, during my two years as Mayor, and during this past election. This is a bittersweet loss for me in the sense that I will not be able to continue with the vision I had for the Town’s future, and it is sweet in that I am looking forward to the immediate reduction of my water/sewer bill as promised, promoted, and stated by former elected officials and the newly elected TC members. They now own this, but I doubt they can deliver. They sold the residents of Purcellville the sizzle, and the residents are now awaiting the steak.

As I campaigned and explained to those willing to listen and to engage in meaningful dialog, the information below, as provided by the Town’s Finance department and noted in the TM’s November 8, 2024, weekly report, further outlines the situation facing the town.

The ratio of residential to commercial tax is an industry standard mix. The industry standard mix is 70/30, in which 70% of taxes come from residents and 30% from commercial. Currently, Purcellville is around 82/18, in which 82% is from residents and 18% from commercial. This means that the residents are weathering the bulk of this tax burden and have been for years.

Town Manager Weekly Report item:
Finance –

• Sales Tax Revenue Shortfall. Sales Tax is the town’s 3rd highest General Fund revenue category with historically strong growth trends. However, in FY24, Purcellville experienced a $242K decline in sales tax revenue. To better understand this concerning trend, staff requested additional data from the County to verify the tax allocation calculation and project FY25 and future trends. Based on this review, staff projects sales tax will fall significantly below the FY25 budget projections resulting in an estimated revenue shortfall between $350K-$433K. We expect this decline to continue into FY26 and beyond based on the following factors:

• Per State Code, Loudoun County allocates half (.5%) of their 1% “local” sales tax allocation between itself and the 7 towns based on each locality’s percentage of school age children population. As Purcellville’s school age population continues to decline while the County numbers increase, 2 Purcellville’s percentage share of tax revenue is shrinking. Other towns are seeing similar impacts.

• Statewide retail sales are cooling following elevated growth associated with federal stimulus programs and strong labor markets. Consumer consumption is slowing due to increased inflation, higher borrowing costs, and reduced savings.

• Loudoun County has revised FY25 forecasts and is now anticipating an 8% decline in total sales tax revenue and flattening in FY26.

First and foremost it is extremely disingenuous that Christopher Bertaut would resort to flat out misinformation and distorted versions of the truth in describing what I or anyone not running under the “Mayberry” Banner has done.

1. I do not favor any “Out of Character development in Downtown Historic District.” (C4 district) Total fabrication of his imagination
I was on the PC when we drafted the ordinance which set the height Limits (2.5 stories) for buildings in the C4 District. There is no current application for any Apartment buildings or Hotels presented to the Town for consideration.

2. I voted to not remove the Northern Collector Road from the Transportation Plan. True
Bertaut fails to provide the true deterrent for not removing the Northern Collector Road (NCR) from the Transportation Plan. The Cul-de-Sac at the end of Mayfair Crown Dr. was an easement for the road. Once the County project to put a Park-n-Ride and Ball fields on County property there, based on town input, failed to get approval. The easement was dissolved and the land given back to its owners. Thereby preventing any possible construction for the NCR. I believe it is a better alternative than removing words from a document which could easily be rewritten to include it.
3. I voted YES to raise the water/wastewater. Again, Bertaut failed to provide accurate information that substantiates the reasoning behind this increase. My first year as Mayor (Bertaut was my Vice Mayor then) I conducted a Line-Item Budget review looking for the spending problem that I was told the town had. WE FOUND NOTHING in our budget that was excessive or out of line. That was the first time we made a minor rate increase which was not even close to what our staff and consultants recommended. We have provided extensive reports (in your water bills) why it was necessary for the increase on this for several months.

4. The package for Valley Commerce annexation is under review and there is no process ongoing to annex this property into the town.
Bertaut is attempting to infer that since there was no vote to not move forward with the annexation it is going to be approved. There is a long process, which involves a public review, before any annexation is even approved.

5. YES, Interviews for CCB’s are now conducted in closed session.
Bertaut fails to provide the logic for this change. In the past CCB interviews were conducted in private session and we are allowed to do so. This change allows for the applicants to speak freely and does not afford an unfair advantage for any other applicants to hear the questions and responses and prevents applicants from providing answers that are favorable that would enhance their possibility to be appointed.

6. False statement for rewriting of the COMP Plan.
Bertaut fails to disclose the COMP Plan is due for its 5 year review which may require changes that were not included or are necessary to meet State requirements

7. I received donations from people who believe I have best interest of the town at heart. There is no quid pro quo, backroom deals being made for donations.
Bertaut fails to discloses he is funded by the family that sued the town and received a substantial amount against the town, he does not disclose his campaign manager, fund raiser, speech writer and editor, photographer and all things political is the editor/owner of the Local Tabloid printed once a month. He does not disclose that his campaign strategy meetings are held at her home just outside of town

8. I do not favor any “Out of Character development in Downtown Historic District.” (C4 district) Total fabrication of his imagination

9. I have not met privately with any developer or annexation applicant for anything related to the town development projects. If there are any meeting planned or needed by any developer, annexation applicant. We follow the rule of 2, where only 2 council members will meet with anyone wanting to bring such projects to the council for consideration.

10. All meetings are recorded and available for anyone to view at their leisure or live on the days for TC meetings. Bertaut fails to note that the current transcription of meeting minutes to be a summary was instituted by the previous Mayor, Kwasi Fraser, several years ago.

11. Another fabrication of Bertauts imagination of me ‘Favoring disruptive and out of character infill development.” Bertaut fails to provide documentation to validate this assertion. There is no documentation submitted for any development on 21st Street or any infill development. If anything, I spoke with the owner of the property where re-lovit use to be located and requested the buildings be cleaned up and occupied. He complied and now 5 new businesses are occupying that once empty space which reduced our vacancy rate which is now .8 per cent.

After reading all his misinformation I have concluded you can not trust anything this person says, writes of endorses because are you being sold the sizzle or the steak!

Community First – Citizens Always

Good day everyone,
I hope all is well with you and your families. Early voting has started and we are moving forward to Nov 5 to determine the leadership for Purcellville. Many have been exposed to opposing points of view on how to best lead the Town of Purcellville into the future.

I was asked to pen comments on my experience when I subscribed to the philosophy of my opponent and his handlers. I will forgo that because it is obvious to the most casual observer how that went based on the actions taken by that group thus far.

This is exemplified by the constant articles written by a former Mayor, former councilmember/planning commissioner, their supportive citizens and others who continue to believe the misinformation and decisiveness promoted by those former elected and current elected officials (none are official trained reporters) and local Tabloid editor/owner.

His recent posting about town finances is a sanctimonious hypocrisy rambling about his superior intellect when it comes to financial matters facing the town. If one were to interpret what is written, elected officials have a grasp on how to address the towns debt situation better than our professional award-winning financial department, therefore, we can dispense with them and every 2-4 years elect these experts to handle the towns finances!

My disclosure as for why I changed my perspective has been well documented and explained. What has not been disclosed, however, is why there is such a fervent opposition to my change of mind by the very same people whom I ran with in 2 previous elections. Reality check…THE TRUTH HURTS!

It is unfortunate that no one is addressing the fact my opponent was the vice mayor under the previous administrations last year in office and vice mayor my first year as the new mayor. He was aware of all the issues facing the town then and now, he has discovered these issues exist. Where was his awareness back then? The answer, his blinders were on and continue to be in place. So, he continues promoting the same mantra…blame the previous administration, developers are bad for the town, use our reserves to pay our debt and make promises that have no viable connection to reality or is a solution!

My opponent and his handlers continue to state “Milan is backed by developer money.” I am supported by people who believe I have the best interest of the town in mind. My opponent does not disclose he is funded by the family that sued the town and received a substantial amount against the town, he does not disclose his campaign manager, fund raiser, speech writer and editor, photographer and all things political is the editor/owner of the Local Tabloid printed once a month. He does not disclose that his campaign strategy meetings are held at her home just outside of town. This may be ok, I guess, but is it ethical. Is this in the best interest of the Community and its citizens. I will let you be the judge of that.

I have been vilified as having “secret meetings” with developers after I was seen walking down 21st street, in the middle of the afternoon, with the Town manager and the owner of the property. Now, as a result of this “secret meeting.” There are now five new businesses located in those vacant spaces. Is it wrong to engage in dialog with the owner of the property that the citizens are concerned about? I don’t think so. Lack of communication has been the ongoing practice in this town and I am not going to continue with that poor example of leadership. With my change, the town has restored a better working relationship with our county officials and a more efficient operating TC and Staff team.

As I continue my re-election campaign for Mayor, I have come to the realization this election has morphed from a campaign between my opponent and I into a referendum of the previous Mayors legacy. When you look beyond his slogans, he is promoting the same philosophy that has been stated and promoted strongly for several past elections, save a few things taken from what I have stated for many years, specifically, me wanting to provide a skate park for our youth. My opponent has no new ideas or solutions, only repackaged slogans of the past and stealing others’ ideas and claim them as his own.

You have to ask yourself, why is the former Mayor going door to door campaigning for a Mayoral candidate? He didn’t do that when I succeeded him when I ran for Mayor in 2022. Why is a newspaper owner/editor the campaign manager for the opposition and has been for several years?

As I worked the polls for early voting at the Carver Center, I observed 3 kinds of voters. The first are the ones who have done their research and know whom they are voting for and move with focus not to be deterred. The second are those who are not yet convinced and are willing to listen to the candidates, supporters and ask questions to get a better understanding of the issues. The third are those who are angry. I say angry because, I approached a voter to give her a sample ballot for my team and her response was “I don’t want it because you abandoned Catoctin Meadows!” I found that interesting so I asked her what she meant. She elaborated that I didn’t support them on the 7/690 project. I explained to her I did support them. Once I found out their HOA leadership had a “Plan within a plan” to engage in delay, deny, defer tactics with the county and the town. It became clear to me that they were not working in good faith for their community. There was no good faith dialog between the HOA and the county as I requested in support of that community. So, it was there HOA that abandon their community.

If you are an angry voter, please know to whom you place your anger toward. I say this because many are upset because of the water rate increases, which is understandable. I live here also and feel the increase just like everyone else. However, when the former Mayor tells you, those he supports, “are only focused on decreasing your water rates.” Ask how they plan on accomplishing this miraculous feat? Show me how you can do this?

Candidates Caleb Stought, Brian Dean, John-Mark Gardner, Kevin Wright and myself are focused on that as well. That is not the only thing we are working to improve. We will address the traffic concerns, revitalization of the C4 District (21st street), and economic development to name a few.

For the past two years the town has had stability and progress verses 8 years of chaos. Do you want to return to that?
