Opening: Mayor Stacie Kline called meeting to order at 6:33 PM.
Roll Call: Council present Mayor Stacie Kline, council Danny Harris, Isaac Cramer, Mike Kinsler, and Josh
Benge. Departments present Jeremy Breeding Fire Chief, Lisa Veatch, Kim Smith Pulaski Corn Show, and
Jim Closser Water & J.L. Stogdill City Clerk. Public in attendance: Kacie Laux, Jerry Scott, & Whitney
Archer.
Approval of Minutes from February 2 nd , 202. Motion to approve minutes by Josh Benge, 2 nd by Danny
Harris. Motion approved by all
Approval of Agenda for March 2 nd , 2026. Motion to approve agenda by Mike Kinsler, 2 nd by Isaac
Cramer. Motion approved by all present.
Old Business:
1. Discussion/Action re: Update on New Training Requirements Iowa Code 21.12. To date two
council members have not completed the training. These council members have 30 days to
complete the requirements then a notice will be sent giving those 60 days to complete. If not
completed within the 60 days a fine of $ 500.00 per individual not completing the requirements.
2. Discussion/Action re: Review/adopt Special Ordinance Outdoor Furnaces. Review of an
existing furnace for discussion. Mayor Kline updated Outdoor Furnace Ordinance for the council
to review. Copy available for public review upon request to the City Clerk. Motion to forward
the Title VI SPECIAL ORDINANCES CHAPTER 7 OUTDOOR FURNACES/HYDRONIC
HEATERS/OUTDOOR BURNING: to the city attorney for review by Mike Kinsler, 2 nd by Josh
Benge. Motion approved by all present.
3. Discussion/Action re: Review/adopt updated Ordinances prepared by Area 15. City attorney
suggested that the council approve all as written to avoid separate readings of each section.
Suggested that we wait for review of Chapter 7 from city attorney. Will further discuss at
working meeting March 16 th .
4. Discussion/Action re: Review/adopt FY 2026-2027 Pulaski budget. Clerk Stogdill presented FY
2026-2027 budget to the council with same tax asking as in 2025-2026 budgets with similar
expenditures in the 2025-2026 budgets. Budget approval 6:30 PM April 6 th , 2026 Pulaski
Community Hall.
5. Discussion/Action re: Pulaski Face Book page & live streaming council meetings. Discussion on
live streaming council meeting. General feeling by the council that the public would be better
informed by attending in person.
New Business:
1. Discussion/Action re: Clean gutters and remove trash around old fire station. Danny Harris
spoke about having to cut brush before B&B propane could fill propane tank. Also, tree behind
the buildings needs to be trimmed or removed. Suggested that the council or some citizens
could take the time to clean up the old fire station. This would be a good spring time project.
Mayor Kline will contact Cody’s Tree service about removing the tree.
2. Discussion/Action re: Return of Blessing Box at Town Hall. Clerk Stogdill reported that he had
contacted the former group in charge had discontinued the project due to limited use and
people placing outdated items in the box. Regulations from the supplier of goods (Food Bank)
require that food items had to be stored indoors. Other options discussed with no local site that
the public could access.
3. Discussion/Action re: Garbage truck making ruts crossing into park parking lot. Clerk Stogdill
received call stating the garbage truck had crossing into the park parking lot causing ruts. Clerk
Stogdill contacted WM whom reported he would take care of the problem. WM will take care
of the ruts as soon as the weather permits.
4. Discussion/Action re: Review putting up stop signs, number & locations. Mayor Kline informed
that the estimates she had presented to the council had to be doubled. Estimate for this project
about $ 4,500.00. Questions from the council on who would enforce a violation on not
stopping. First action would be having stop sign ordinance. Council agreed to not pursue this.
5. Discussion/Action re: Mowing bids publishing date. Clerk Stogdill presented similar ad from
2025 with question if the ad should divide areas to be mowed into two bids or stay with one bid.
Question if the ad should be more specific on trimming and brush removal. This will be
reviewed at the working meeting March 16 th .
6. Discussion/Action re: Publish ad for Community Hall & Park Restroom janitor. Previous cost of
park restroom cleaning discussed with additional cleaning during the Corn Show. March 16 th
working meeting will be discussed.
Departments:
Fire: February fire calls- 7 (10-22), 7 (grass fires), 2 (service calls). Two firemen attending ice rescue
training. Siren at the station fixed. Fire Fighter 1 books ordered class starting Monday March 9 th , all
filters have been ordered. Still waiting on hydro test. Batteries have been delivered.
Water: WaterScope from RRWA was discussed by Jim Closser. Jim had lost his phone which had the
app. for WaterScope. He was not able to access the WaterScope with his new phone and the City
Computer was also blocked. Mr. Closser does the city’s water testing and reports to the state. RRWA
was contacted explaining that WaterScope was only available to the City computer and if the City
wanted Mr. Closser to have it a formal letter requesting had to be made. Clerk Stogdill was directed to
take daily readings then present them once a month to Mr. Closser for his report.
Streets: Dust control this year. Clerk Stogdill had been contacted wanting to know if dust control
application was to be done so material could be ordered. Clerk Stogdill was asked the cost for dust
control. In 2025 dust control application $ 7,926.45 & grading of streets prior to application $ 1,407.90.
Estimate of time & date for grading & application will be sought for this spring.
Park: Opening date for restroom. Council decided to open park restroom for the season on April 1 st .
Danny Harris previously had been the person in charge so he volunteers to open the restroom. Jeremy
Breeding informed the council that the seat extensions were completed but he would need help getting
them off his truck. Danny Harris will use his equipment to unload them. Kim Smith will contact the
school to get volunteers during the spring school volunteer day to work in the park.
Corn Show: Lisa Veatch reported from the Corn Show. Easter Egg Hunt in the park April 1 st at 2pm with
ages 0-10. Corn Show dates September 10 th -13 th , 2026. Theme Apple Pies & Family Ties the Corn Show
has it all. Food trucks coming back but still need one located at the tractor pull. The parade will have to
be rerouted due to DOT not permitting closing of Hwy 2. The Veatch Family will be sponsoring the foam
pit this year. Scooter Aviary & Rescue Birds would like to come down this year. She has insurance and
canopy. She won’t charge & has promotional coloring books at her table. Permission from the council
to move car show to the water plant grounds unless it is too wet to park on.
Clerk’s Report: Bank statements for February not received from the bank. DP Solutions will be
contacted to add virus protection to computer after Securit stops. March 16 th , 6:30 pm Max Tax Levy
public meeting. FY 2026-2027 budget hearing April 6 th , 2026 at 6:30 pm. Regular monthly meeting April
6 th , 2026 at 7:00 pm. Mayor Kline asked to have the garbage expenses reviewed. Garbage income for
first 6 months $ 11,912.74, WM charges $ 11,520.00 for an income of $ 392.74. Danny Harris city rep to
solid waste commission reported possible action to be taken by waste management board. City bulk
item cards to be eliminated to be replaced by a yearly dumpster collection for the town. Due to rising
cost for garbage collection and recycling. Option for recycling to being picked up twice a month or
remaining at every week collection. With no objection Danny Harris will vote to keep the every week
option for recycling collection. Clerk Stogdill will be removing/destroying some records per Iowa League
of Cities Record Retention Manual guidelines. Pulaski did not receive an Iowa Small City Work Sign
Package. Boundary & Annexation Survey completed.
Building Permits: None
Citizen Comments: Kim Smith was present to ask about the street tube at her driveway. The tube is too
small to drain the run off. Danny Harris will look at the problem.
