The City of Proctor will be closing Spirit Liquor Wednesday November 18 and Thursday November 19 for cleaning and disinfecting due to a COVID exposure.

The City of Proctor has taken many safety precautions to keep customers safe such as encouraging social distancing, sanitizing surfaces regularly, wearing face coverings at all times and creating physical barriers between employees and customers.

The Minnesota Department of Health recommends you speak to your health care provider if you have questions or concerns about the exposure and when to get tested. Thank you for your patience and understanding.

IMPORTANT NOTICE
It has been brought to our attention an individual working the City of Proctor election tested positive for COVID-19. It is unknown when the individual came in contact with the virus. The election official was and is asymptomatic. The Minnesota Department of Health will be conducting the contact tracing.
The Minnesota Department of Health advised anyone who spent 15 minutes or more within 6 feet this person would be at risk. This particular election official was stationed behind plexiglass and wore a face mask the entire time.
The City of Proctor took many other safety precautions to keep voters safe such as encouraging social distancing, sanitizing voting stations and writing utensils and wearing face coverings at all times. One City employee who was in close contact with this individual has been tested and the results of that test came back negative.
At this time we believe there is no immediate risk to City of Proctor voters or employees. However, as a precautionary measure we have closed City Hall and sent our employees home for the remainder of the week so we can properly clean and fumigate City Hall. We are taking this positive test result very seriously and will be diligent to ensure the safety of our staff and City of Proctor residents.

On Thursday, the U.S. Court of Appeals for the Eighth Circuit overruled the state-approved consent decree that would have allowed any absentee or mail ballot postmarked on or before Election Day to be counted as long as it was received by November 10th. At this time, the court is requiring that any ballots received by mail after 8 p.m. on election night be separated; the district court will decide if those ballots are to be counted.

Because of this, we are urging any Proctor resident who planned to vote by mail, who has not yet done so, to instead hand deliver their ballot or vote in-person to ensure their vote is counted. If you have already sent in your absentee ballot you can track it by visiting mnvotes.org/track.

Important Instructions:

1. Voters who have not yet mailed their ballot can deliver it by hand to the County Auditor’s Office at the St. Louis County Courthouse in Duluth or the Government Services Center in Virginia. If a voter is hand delivering an absentee/mail ballot, it must be dropped off by 3 p.m. on Election Day.

2. An absentee ballot cannot be dropped off at the voter's polling place on Election Day; it must be delivered to the issuing jurisdiction or the Auditor’s Office in Duluth or Virginia.

3. Proctor voters can cast their vote in person at the Auditor’s Office in Duluth or Virginia through 5:00 pm on Monday, November 2.

4. If a voter’s absentee ballot has not been accepted prior to election day, the voter can vote at their polling place.

The City of Proctor is seeking citizen involvement on the Proctor Economic Development Authority (PEDA). PEDA is seeking to fill one (1) vacant seat. PEDA serves as the City’s economic and development agency, initiates economic development strategies, property redevelopment, and administers loans and grants. PEDA is made up of one city designee and 4 citizen members. Appointed members of PEDA can be residents or business owners located in Proctor area. Proctor Public Utilities is in the annual process of winterizing hydrants, which includes greasing, flushing and adding anti-freeze. Sometimes this flushing can cause brown water because iron and other mineral deposits get stirred up in the mains. Although the brown water can look concerning, it does not pose a health risk. Running your cold water for a few minutes should clear everything up. If you have any questions or concerns, please call Proctor Public Utilities at (218) 624-4055. Thank you!
