🚩LONG EMOTIONAL POST AHEAD🚩

We’ve teased. We’ve hinted. We’ve left bread crumbs. Heck we’ve left the entire loaf.

As we’ve “got at” the last few months, this week is very special to us - a time that comes nearly on the forth anniversary of the day that will forever be etched in all of our memories.

Tomorrow evening, Ptl. Paige Maynard will complete her extensive six-week training course at Ventosa Kennel and bring her new K9 partner home.

While this is an amazing feat for both our agency and Ptl. Maynard, it has a deeper meaning and importance.

On June 30, 2022, when Ptl. Jake Chaffins was taken from us, he and his partner Nelson were just a few short months into what was shaping up to be a very promising K9 team career. After Jake passed, Nelson was retired to Jake’s daughter where he lived out his best days of early retirement. We’ve worked diligently at rebuilding our program since with some hurdles - we’ve had dogs donated that were near the end of their career, or their handlers promoted beyond the time restrictions placed upon a handler before certifications could be obtained.

So - as we set out to rebuild the program from scratch, we did so very carefully. We enlisted the help of the Floyd County Sheriff’s Office (who have the premier K9 program in the region) to do it right - and that led us to North Carolina and Ventosa Kennel where we met our new Dutch Shepherd, Jaak.

If that name “tilts your head”, it should. Jaak is the Dutch synonym for “Jake” or “Jakob”, in honor of our fallen handler.

Jaak and Paige both have Jake’s hard work ethic and high-strung drive to find the poison and catch the bad man. We KNOW they will make an amazing team.

Jaak and Paige will premier next week on night shift for their first shift as a nationally-certified team sporting a brand new K9-Equipped cruiser that was funded entirely by a very generous donation by the Tallent Foundation, for which we are eternally grateful.

Make sure you give them a warm welcome, but keep your distance and remember Jaak is not a pet, but is still the bestest boy ever.

This one’s for you, Jake. We miss you, buddy. ❤️

UPDATE:
The roadway is reopened.

Prestonsburg Police and Prestonsburg Fire & EMS are on scene of a vehicle versus motorcycle collision on the Ky-80 overpass of US-23 at Water Gap.

Detours are set up but expect significant delays as investigators work to reconstruct the scene.

As part of the the Prestonsburg Police Department's commitment to providing professional, responsible service, we're excited to announce the expansion of our law enforcement recording program with the addition of advanced in-car camera systems that work alongside our existing body-worn cameras.

These enhancements help create a more complete and accurate record of officer interactions, emergency responses, and vehicle operations. For our community, that means greater transparency, stronger accountability, and increased confidence that events are being documented fairly and professionally.

We're also proud to continue leading the way in law enforcement technology throughout our region. Prestonsburg Police was the first, and remains the only local Law Enforcement agency to fully deploy body-worn cameras, and we remain committed to investing in tools that strengthen public safety while building trust between law enforcement and the community we serve.

We are grateful to Mayor Rick Hughes, the City Council, and city leadership for supporting these efforts and helping us continue to move your Police Department forward.

As the operator of Prestonsburg/Floyd County ECC, we feel it appropriate to address a common misconception. If you think you have concerns with “911”, take some time. Sit down and give this a good read.

We’re going to try to explain this as simply as possible to inform the public because the issue or issues that the ECC is getting the credit for is TOTALLY beyond our control to even address.

There are, broadly speaking, four parts to emergency services/public safety that are totally independent of one another unless a Fire Department is dual role (Fire & EMS, which only the City of Prestonsburg is).

911: You pay FEES for this on your telephone bill. 911 is the center that answers your emergency call and notifies appropriate agencies of the call for service. They handle all addressing in conjunction with the postal service, road signs, mapping, and radio communications. State law FORBIDS 911 funds being used for Fire/Police/EMS. (KRS §65.760(4)). Since the transfer of 911 to the consolidated center - on issues as they pertain to 911 - we have seen a stellar improvement from where it was. 911 IS NOT response.

Police/Law Enforcement: separate and independent from 911. Totally funded by tax dollars.

Fire Department: separate and independent from 911. Totally funded by tax dollars. In the areas of Floyd County outside of the City of Prestonsburg, you pay a fire service tax to each tax board that operates a fire department for your area of the county.

Emergency Medical Service: with the exception of Prestonsburg Fire Department, who’s tax payers fund a full time Advanced Life Support ambulance service, the other areas of the county for which we dispatch pay ZERO TAX DOLLARS to this operation. The two PRIVATE ambulance services that operate in Floyd County are funded entirely by their billing operations. We have no control over any of this function and we have no control over any changes that could be made to improve it.

If you have an issue with how a dispatcher handled your call. You have an issue with 911. If you have an issue with your address, you have an issue with 911. If you’re a fire department and cannot get an answer on the radio, you have an issue with 911.

If you have an issue with how long a response took, or what occurred when they got there - you do NOT have an issue with 911 and that is ENTIRELY beyond the 911 Center’s control and we recommend contacting that agency directly.

We hope this clarifies the issue.

Prestonsburg/Floyd County ECC is a division of the Police Department, which is a component of the City of Prestonsburg. Accordingly, we strive constantly to increase transparency, training, and efficiency.

However, our center dispatches for five law enforcement agencies, two private ambulance services, seventeen independent fire departments, and the county rescue squad - the majority of which are in no other way affiliated with our Governing body by official means.

Our dispatchers are top-notch and can only work with the resources available to them - and some days are busier than others - it changes quite literally with the weather. We work very closely with our service agencies - but we do not control them.

Most records can be produced via open records requests, and our Command Staff is always open for meetings to discuss differences and discrepancies that are beyond any one organization’s control. We are constantly working to build and improve - that work never stops.

We will always strive to provide the highest standard of care to our neighbors for which we are expected to “Protect and Serve.”

Today, as part of our efforts to maintain the highest level of training and our advancements in less-lethal technology, we began deployment of the newest in less-lethal Conducted Energy Weapons with the AXON Enterprise TASER 10.

TASER 10 is part of a bigger project that we will talk more about later, but the training that goes into these advancements is not haphazard. Hours of classroom and practical exercises by our TASER instructors Ptls. Brian Prater and Adam Dixon are completed before the devices are issued.

UPDATE:

All services were fully restored at approximately 10:30 this morning.

🚨🚨SHARE🚨🚨

We are aware of a widespread telephone and internet outage that is the result of a fiber optic cable cut. Currently our primary administrative internet and telephone service are down within the ECC.

All emergency systems are functioning as normal and we are working closely with our partners at Gearheart Communications on a restoration plan. Again, 911 lines, radios, and Computer Aided Dispatch are unaffected.
