The 10-Year Detour: A Postal Mystery Solved
They say "the check is in the mail," but at the Yavapai County Treasurer’s Office, we just received proof that sometimes the mail takes the scenic route—for an entire decade.
Last week, our office received a weathered, tattered envelope postmarked April 25, 2026. Upon opening it, staff were shocked to find three property tax payments for the 2015 tax year. The checks inside were dated March 2, 2016, and were still tucked away with postage a stamp originally released in 2015.
A Vindicated Taxpayer
Back in early 2016, the property owner realized her checks hadn't cleared and contacted our office. Our records from ten years ago actually contain notes where she insisted she had mailed them. Being a responsible taxpayer, she didn't wait for the mail to find its way; she remade the payments in full in May 2016 to ensure her account was in good standing. She eventually sold the properties in 2018.
Ten years later, the Postal Service finally delivered the original envelope. While it’s a relief to finally solve the mystery, this "time capsule" serves as a rare, physical reminder of the complexities of property tax law.
Why "Lost in the Mail" Isn't an Excuse
While we are happy to see this taxpayer vindicated, this situation highlights a strict reality of Arizona Revised Statutes. By law, penalties and interest can only be waived if the County is at fault for the delinquency. (A.R.S. § 42-18053(B)(1))
Unfortunately, the post office losing an envelope does not constitute "County fault." Even with a weathered envelope as proof, the law requires the Treasurer to collect interest on any payment not received by the deadline. This is why this taxpayer was so smart to remake her payments immediately in 2016 rather than waiting for the lost mail to surface!

• Act Fast: If you suspect your mail is missing, remake the payment immediately to stop the clock on interest.

The Rest of the Story: We reached out to the former owner, who was quite astonished to hear her mail finally arrived. She told us she actually never used that specific postal mailbox again after those checks went missing! Since the taxes were paid long ago, we will be shredding the original 2016 checks for her.
