The Oregon Federal Executive Board (OFEB) connects the OR & SW WA federal community, fostering collaboration in emergency management, training, mediation, CFC, and network building. Kennedy established FEBs to achieve better interagency coordination and communication among federal departments and activities outside of Washington, DC. The need for effective coordination among federal organization

’s field activities was clear in 1961 and is even more important today. Approximately 88% of all federal employees work outside of the National Capital Area and most federal programs are implemented through regional and local offices of departments and agencies. FEBs provide a forum for local federal leaders to connect and discuss management challenges and strategies, enable collaboration on agency mission and goals, common issues, and special initiatives, as well as share best practices. There are 28 FEBs throughout the nation.The Portland Federal Executive Board was established in 1969 and renamed the Oregon FEB in 1998 as part of an effort to expand its service area. Over the years, thousands of federal employees have worked together to create better partnerships and a more effective federal government in our region. Responsibilities:
- The forester may serve as a member of ID team that develops and designs projects for the forest management program. He/she would identify forest management activities on specific tracts which result in the Field Office meeting its ASQ and RMP commitment.
- The forester serves as a Field Office harvesting and logging systems technical specialist. He/she prepares viable and acceptable logging and harvest plans. Identifies and finds solutions to road location, harvesting, logging, site preparation, fire protection, fuels/slash treatment, and environmental protection problems and concerns.
- The forester prepares a variety of timber sale and silvicultural service contracts. Contracts must fully implement accepted plans, agency policies, and multiple resource management objectives. Contracts must be legally exacting, clearly specified, and readily enforceable. Designs contract provisions based upon field conditions, knowledge of past practices, and policy and guidelines.
- He/she evaluates timber sale requirements and ongoing operations to insure that resource management and environmental protection goals are achieved.
- He/she inspects operations to ensure contract compliance and interprets contract provisions consistently. Makes on-the-spot decisions and gives instructions to operators to resolve sale issues. The forester prepares all correspondence, documentation, and bills for each sale.
- He/she prescribes silvicultural and site preparation treatments based on field exams of stand conditions and other resource values.
