nearly 2,000 miles wide, enveloping 14 states, 65 Congressional districts and 107 sovereign tribal nations. Two of the country’s longest rivers – the Missouri and Columbia – drain nearly one million square miles within its boundaries that stretch from Seattle, Wash., to St. Louis, Mo. Its civil works, military, and environmental programs surpass $3.0 billion annually, with an ex*****on rate second to none. The Northwestern Division is organized to manage its districts’ civil works activities based on river basins rather than state boundaries. Its primary civil works missions encompass flood control, navigation, hydropower, fish and wildlife, water quality and irrigation, recreation, and disaster response. Within its jurisdiction are 77 dams and reservoirs, 29 hydropower plants, and 1,600 miles of navigable channels. Military boundaries, in contrast, are organized along state lines. Major military programs include providing design and construction support to key Army and Air Force installations and managing almost two million acres of military real estate for the Department of Defense. An environmental restoration program oversees cleanup of hazardous, toxic, and radioactive sites for the military, the Environmental Protection Agency, and other federal agencies. In recent years, nearly 800 Northwestern Division volunteers have stepped to the forefront in support of the Global War on Terrorism in Iraq and Afghanistan, lending their skills in the reconstruction efforts. While Corps districts have civil works and military missions, they are frequently distinguished by the nature and amount of civil or military work they perform. In Northwestern Division, the districts that have a preponderance of military and environmental work are Kansas City, Omaha, and Seattle. The Portland and Walla Walla districts tend to have larger civil works programs. In all cases and from all quarters, the five NWD districts consistently achieve top marks for mission ex*****on, customer satisfaction, and quality products. The Northwestern Division Commander and Division Engineer directs all USACE activities in this area - containing more than one-quarter of the nation’s land mass - providing direction and guidance for five subordinate district offices, each headed by a military officer and military deputy, located in Kansas City, Missouri; Omaha, Nebraska; Portland, Oregon; Seattle and Walla Walla, Washington. The Division office also oversees the upward coordination of technical policy and budgetary issues that cross district boundaries and interfaces with other Federal and state agencies, congressional leaders, key stakeholders and international commissions. The Northwestern Division, as all other USACE divisions, is organized to manage its districts’ civil works activities based on river basins rather than state boundaries. This initiative will assist our teams provide the vital services the American people have come to expect from us in a faster, more efficient manner.

“President Trump has empowered his Administration to work with lightspeed efficiency to make our government deliver more for all Americans," said Adam Telle, the Assistant Secretary of the Army for Civil Works.

On Monday February 23rd, Army Civil Works launched the "Building Infrastructure, Not Paperwork" change initiative that will maximize the U.S. Army Corps of Engineers' ability to deliver national infrastructure by accelerating project delivery and cutting red tape in the permitting process.

The plan will also make the enterprise more efficient, increase transparency and accountability to attack waste and instill fiscal discipline, and strategically prioritize all resources on core missions that only serve the national interest.

In case you forgot to mark this on your calendar (we’ve had it on ours for the past 30 years) this past weekend was a big anniversary for communities up and down Oregon's Willamette Valley -- and beyond. Everyone came together in 1996 to fight this flood...and while Mother Nature got in a few punches, we won!

“Runoff into the reservoir system was above average for January despite dry conditions across the basin. With the below-average plains and mountain snowpack we are forecasting a below-average runoff year for the Basin, resulting in reduced flows from the reservoirs, particularly in the upper basin,” said John Remus, chief of USACE, Missouri River Basin Water Management Division.

The 2026 calendar year runoff forecast above Sioux City is 23.4 MAF, 91% of average. The runoff forecast is based on current soil moisture conditions, plains snowpack, mountain snowpack, and long-term precipitation and temperature outlooks.

We also have a new interim Regional Engineering and Business Director at division: Ms. Liza Wells. She’s coming to us from Portland District, US Army Corps of Engineers, where she is the Deputy District Engineer for Programs and Project Management.

As interim Regional Engineering and Business Director, Wells will be responsible for providing strategic leadership and technical expertise to the division and its five operating districts. She will oversee the technical advice and direction on all regional engineering and construction issues; regional finance and accounting, budget, manpower and management support; regional governance and strategic planning; and design and construction activities on Army, Air Force and Space Force installations, as well as some Department of Veterans Affairs and other federal agency projects.

WallaWallaUSACE is in the process of restoring the Yakima Delta by removing a causeway (video courtesy of the City of Richland) and available at: https://public.senserasystems.com/public/embed/3M7830166J9X.

The Yakima Delta Causeway, built around 1939-1940 to access Bateman Island, is a man-made earthen barrier that significantly harmed salmon migration by creating warm, stagnant water, blocking flow, and favoring invasive fish. Crews began demolishing the causeway this month to restore natural river conditions, improve salmon passage, and enhance habitat for native species.

The U.S. Army Corps of Engineers Walla Walla District, Yakama Nation Fisheries, Confederated Tribes of the Umatilla Indian Reservation, Mid-Columbia Fisheries Enhancement Group, Washington Department of Fish & Wildlife, Washington Department Of Ecology, Northwest Regional Office, and the City of Richland Government are supporting the causeway removal.

Folks all over the Corps of Engineers stepped up during last month's extreme weather in the Pacific Northwest.

Let's give a huge round of applause for Project Engineer Kevin Hoffman, Seattle District's other "Hero of the Month" for December 2025.

Kevin’s calm leadership was critical following a landslide on Dec. 11 at Mud Mountain Dam's Lower Cascasde Creek construction site. His emergency response and contractor coordination played a critical role during repairs to the protective berm that diverted floodwaters and mitigated further erosion at the dam.

Thank you, Kevin, for your incredible work and quick action under pressure!

Wow - can you imagine?!

On this day in 1957, it was cold.
Cold enough for parts of the Columbia River—and, as shown here, the original navigation lock at Bonneville Lock & Dam—to freeze.

If you think it’s been cold in the Northwest this past week, well… you’re not wrong. But it definitely hasn’t been “this week in 1957” cold.

Temperatures that week dipped as low as 15 below in some areas, and the river partially froze over on both the Oregon and Washington sides.
