Hispanic Heritage Month may have wrapped up, but our work is far from done. The whole world is watching and listening as harrowing images of history repeating are displayed on every platform. For Hispanic and Latinos, it’s a reminder that our story on this land is layered and complex.

This year, OCHA was able to celebrate and honor the deeply rooted history of Latinos across Oregon by being in community. A big thank you to PODER, Latino Network, the Oregon Capitol Foundation, and other community partners for the education, celebration, and joy you shared.

Join the Oregon Commission on Hispanic Affairs this Saturday, October 11, from 10 am to 1 pm as we celebrate the diverse cultures of the Hispanic and Latino communities in Oregon. This event will have musical celebration as well as dancing and free activities provided by our Capitol History Gateway partners. All are welcome, this is a family-friendly event.

"Hispanic Heritage Month holds a special place in my heart as a proud Chicana and mixed-race Latina. It’s more than just a celebration of our culture and history — it’s a time to reflect on the contributions our communities have made and the challenges we still face today. Growing up mixed-race, I’ve learned to navigate the beautiful complexity of embracing multiple identities, and this month reminds me how important it is to honor all parts of who we are.

As someone working in health care, I see firsthand how crucial it is for our voices to be represented in spaces that affect our well-being and future. Too often, our communities face disparities, whether it's access to quality care or being understood in a culturally competent way. That’s why I’m passionate about advocating for change — so we can ensure that all of us, regardless of background, have the opportunity to live healthy, full lives.

Recently, we’ve seen incredible contributions from Latinos right here in Oregon. For example, Congresswoman Andrea Salinas made history as the first Latina elected to represent Oregon in the U.S. Congress. Her work is paving the way for more inclusive leadership and policy change that benefits our communities, especially in areas like health care and education. Leaders like her inspire me to continue pushing for equity and representation in every space.

Hispanic Heritage Month isn’t just about the past; it’s about the present and the future. It’s a reminder to continue the fight for equity, representation, and justice in all areas — especially health care. Meet OCHA’s newest Commissioner: Patricia Martinez!

Born and raised in Oregon, Patricia Martinez is a Mexican American Latina of Indigenous roots. Her parents immigrated to this country from Mexico City and Guanajuato. Patricia’s journey in the workforce began in the fields at age 7. She was given a glimpse of her parent’s efforts to sustain a life in the US and was driven by their work ethic and dreams to obtain a higher education and pursue a career.

Patricia was the first in her family to attend a university and in 2014, she graduated with a Master’s degree in Social Work with a Clinical focus. Throughout her career, Patricia has held positions supporting school districts to create mental health programs in rural communities focusing on BIPOC populations, implementation of trauma informed practices, organized and directed leadership and administration in the establishment of racial equity trainings, policies and regulations, all while gathering the voices of the students and families of the community to drive the work. In 2018, Patricia developed an equity curriculum which would give primarily BIPOC students, the opportunity to build community in a predominately white district, and lead racial equity work in their school, while receiving credit towards graduation. In 2019 she received her LCSW and continued to work independently.

Patricia is currently a clinical supervisor for MSW students, continues to provide mental health services, and is a crisis and trauma responder to several business establishments in Salem, Portland, Hillsboro, Eugene, Corvallis, Albany, and surrounding areas. Patricia also conducts mental health and equity consultation to leadership and Human Resources in many of these establishments.

Although Patricia’s professional title is Licensed Clinical Social Worker, Patricia views herself as a “light worker”. Where she spreads light in various spaces and has the opportunity to be a reflection to others and support the discovery of their inner light; a light that has been dimmed for some time.

In July, 2022, OCHA received a letter from a concerned community member, Nina Gallo, noting the lack of education and appreciation around the Bracero Program which greatly benefited the U.S. economy during a great labor shortage. Then Chair Melina Moran took action and, with Rep Ricki Ruiz as the Chief Sponsor, House Bill 2955 passed with bipartisan support, designating August 4th as Bracero Program Day in Oregon!

On Friday, was proud to host our first ever Bracero Program Day Celebration! 🎆

We were joined by Carlos Quesnel, the Consulate General of Mexico, Congresswoman Andrea Salinas, and of course the guest of honor, Angel Guerrero.

Thank you everyone who made this a great event. A special thank you, to our partners, the Oregon Historical Society, for hosting us in your space, Gresham Historical Society, Huecha Omeyocan for the opening dance, and OACO's Health Equity team. This event could not have been a success without your partnerships.
