The Portland Foundation, founded in 1951, is the second oldest community foundation in Indiana. It was created to enhance the quality of life for the people of Jay County, Indiana, now and for generations to come, by building community endowment, grantmaking, and providing leadership on key community issues.

The Portland Foundation offers over 100 scholarship opportunities to Jay County students. Thanks to generous donors, we have scholarships available to students of every age, income level, academic ability, and athletic aim. Jay County students pursuing higher education at an accredited university, college, or trade school, part-time or full-time, are eligible to apply for scholarships through The Portland Foundation.

The Portland Foundation is working to better understand the availability, affordability, and need for childcare in our community. The survey below is designed to gather input from parents and caregivers about their experiences, needs, and barriers related to childcare.

The information will be used to inform community-wide approaches to improving access to affordable, high-quality childcare in Jay County. Parents, guardians, and expectant parents are encouraged to complete this survey, even if they already have childcare.

The Portland Foundation Launches Pilot Early Scholarship Program for Westminster Preschool – Portland Students

The Portland Foundation is proud to announce the launch of a pilot Early Scholarship Program designed to expand access to high-quality early childhood education for local families. The program will provide need-based scholarships to 50 students enrolled at Westminster Preschool – Portland, beginning February 1, 2026.

The pilot program reflects The Portland Foundation’s commitment to strengthening educational outcomes by investing early in children’s development. Scholarship awards will be determined using a sliding scale based on the Federal Poverty Level (FPL), ensuring that financial assistance is aligned with each family’s level of need.

The scholarships will help offset tuition costs, making early education more accessible to families who might otherwise face financial barriers.

The scholarship application is available on The Portland Foundation’s website, www.portlandfoundation.org. Look for 2026 Early Learning Scholarship Application under Applications & Deadlines.

Thanks to generous donors, we have scholarships available to students of every age, income level, academic ability, and athletic aim. Jay County students pursuing higher education at an accredited university, college, or trade school, part-time or full-time, are eligible to apply for scholarships through The Portland Foundation.

This application is universal for almost all scholarships through The Portland Foundation.

Lilly Endowment Inc. has offered a $2-for-$1 match for all gifts to any new or existing unrestricted endowment through Giving Indiana Funds for Tomorrow (GIFT) IX’s Unrestricted Endowment Building component.

For the first time ever, The Portland Foundation is further incentivizing donors by offering an additional $1-for-$1 match for those same gifts.

The Facts to Maximize Your Impact

• The Portland Foundation must receive $375,000 in unrestricted endowment gifts to successfully complete the GIFT IX Unrestricted Endowment Building component
• $3-for-$1 matching funds are available on a first-come first-serve basis
• To establish a named fund, a minimum gift of $1,250 must be made
• Every Size Gift Counts: Whether it's $50 or $5,000, your generosity has four times the impact on the Jay County community
