On April 23, 2026, at around 10:22pm, Officers responded to Matterhorn Apartments regarding a domestic disturbance. Central Dispatch advised officers that a witness reported Jermaine Haynes had assaulted his girlfriend, then grabbed her by the hair, forcing her into a vehicle before leaving the apartments.
Once on scene, Officer Duvail worked with a witness who had the victim's location on her phone. Officer Guerrero also obtained a description of the vehicle, and using our license plate reader technology, he located a vehicle matching the description leaving the area in the specified time frame. He was then able to put out the vehicle's identifying information to surrounding agencies in an attempt to locate.
Officer Dotson with Groves PD located the vehicle and conducted a stop on 8th Ave. in Port Arthur. Sgt. Riley and Officer Guerrero arrived shortly after and the driver of the vehicle, positively identified as 23 year old Jermaine Haynes out of Port Arthur, was placed under arrest. The victim was located in the vehicle and appeared visibly upset and fearful. She was observed to have torn clothing and disheveled hair. While officers were speaking with the victim, Haynes reportedly engaged in behavior that appeared to be an attempt to prevent the victim's cooperation with officers.
Upon further investigation, witnesses reported that Haynes assaulted the victim in the parking lot of the apartments, grabbing her hair and punching her in the back of the head. The victim cried out for help as she was dragged to the vehicle.
Haynes was arrested for Unlawful Restraint and Obstruction/Retaliation and was transported to the Jefferson County Correctional Facility. A protective order was filed.
This case has been filed with the District Attorney's Office.
