St. Clair County Register of Deeds The Register of Deeds office maintains and preserves the land records of St. Clair County.

The primary requirement of the office is to record deeds, mortgages, liens, surveys, plats, land contracts, condominiums, fixture filing, related documents and other miscellaneous real estate documents.

Please be advised, effective October 1, 2016, recording fees for all documents recorded in the Register of Deeds office will be $30.00 regardless of the number of pages. The fee of $3. after the first instrument reference remains in effect. Certification of a recorded copy will also increase from $1.00 to $5.00 per document. This fee change is in accordance to Michigan Public Acts 224 through 232 of 2016.

IRS IMPERSONATOR SCAM RETURNS

Sheriff Tim Donnellon is once again advising citizens to be aware of an Internal Revenue Service imposter scam. The Sheriff’s Office has received dozens of phone calls and complaints of a person calling their home and advising them they are behind in taxes and must make payment or face arrest. This is an ongoing scam that last reared its head in July of last year. Below is information from the IRS website:

IRS-Impersonation Telephone Scam

An aggressive and sophisticated phone scam targeting taxpayers, including recent immigrants, has been making the rounds throughout the country. Callers claim to be employees of the IRS, but are not. These con artists can sound convincing when they call. They use fake names and bogus IRS identification badge numbers. They may know a lot about their targets, and they usually alter the caller ID to make it look like the IRS is calling.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver’s license. In many cases, the caller becomes hostile and insulting.

Or, victims may be told they have a refund due to try to trick them into sharing private information.

If the phone isn't answered, the scammers often leave an “urgent” callback request.

Note that the IRS will never: 1) call to demand immediate payment, nor will the agency call about taxes owed without first having mailed you a bill; 2) demand that you pay taxes without giving you the opportunity to question or appeal the amount they say you owe; 3) require you to use a specific payment method for your taxes, such as a prepaid debit card; 4) ask for credit or debit card numbers over the phone; or 5) threaten to bring in local police or other law-enforcement groups to have you arrested for not paying.

“We do know of citizens of St. Clair County who have been taken in by this scam,” said Sheriff Donnellon. “If anyone has been a victim, or receives a call, we ask that they contact the Internal Revenue Service immediately.”

Michigan Association of Register of Deeds and Senate work to stop unethical private companies from fleecing citizens by selling Deeds.

LANSING, Mich—Governor Rick Snyder has signed into law legislation that will prevent private companies from charging exorbitant fees for copies of deeds that are available from their county Register of Deeds for only $1.00 per page.
"This law is long overdue," said Amy Bissell, President of the Michigan Association of Register of Deeds. "For years citizens have been solicited by private companies charging as much as $80 for their own deed when they are able to obtain copies of the same deed from their local register of deeds office for as little as $1.00."
"These companies would send letters that were designed to look like an official government mailing to lure the property owners into their scheme. We are appreciative of the legislature taking up this issue to solve this problem to protect property owners,” she continued.
Under the terms of the legislation, the attorney general can bring action against anyone who knowingly violates the terms of the act. The court can order the person to refund all of the money paid by the victims of the scam with respect to the solicitation. In addition, the company may be ordered to pay a fine of $100 for the first violation of the act followed by $200 for a subsequent violation. Fines collected under this section shall be distributed to public libraries.
