Civil Engineer Corps Officers School

Civil Engineer Corps Officers School CECOS was formed during World War II, at the first Seabee Training Center, near Williamsburg, Virginia and later moved to Davisville, Rhode Island.

CECOS provides Seabees, Civil Engineer Corps (CEC) officers, facility engineers and environmental professionals with the necessary skills, knowledge and education to enhance lifelong learning and to provide quality support to the fleet. Naval Civil Engineer Corps Officers School (CECOS), located at Naval Base Ventura County, Port Hueneme, California, provides Seabees, Civil Engineer Corps (CEC) of

ficers, facility engineers and environmental professionals with the necessary skills, knowledge and education to enhance lifelong learning and to provide quality support to the fleet. During World War II the original school trained over 10,000 civil engineer officers. Most of these officers were experienced engineers from the construction industry. In 1947 the school moved to the Naval Construction Battalion Center in Port Hueneme, California, and operated out of a World War II barracks for 44 years. In 1991 CECOS moved into its current 68,000 square foot state-of-the-art training facility. CECOS represents the pinnacle of professional military education for CEC officers, starting with the foundational training program designed to prepare newly commissioned CEC officers for their initial assignments. Upon graduation each student is ready to assume the challenging duties of a naval officer and engineer in support of the Navy's military construction force and shore installations. We take pride in offering focused, relevant training to both military and civilian students. Our mission is to provide quality instruction in all facets of facilities planning, acquisition, public works, Seabee readiness and environmental management. Captain Deviney proudly presented TSgt Fabio Ciarrocchi with the Navy and Marine Corps Achievement Medal for meritorious achievement while serving as NCOIC and Deployability Coordinator 82nd Medical Group at Sheppard Air Force Base, TX.

In the joint-service environment, he provided exceptional dedicated support to Sailors assigned to CSFE Det Sheppard AFB, demonstrating strong expertise in Navy medical administration and ensuring they received timely, compassionate, and accurate assistance through complex medical and deployability processes.

His sustained effort and extended hours significantly enhanced Sailor readiness and strengthened Navy–Air Force coordination at Sheppard AFB, reflecting great credit upon himself, the 82nd Group, the United States Air Force, and the Department of Defense.

Naval Construction Group ONE (NCG1) hosted a delegation of military officers from the Colombian War College today at the Civil Engineer Corps Officers School (CECOS) campus. As part of a series of scheduled engagements, the delegation received comprehensive briefings from CSFE Commander, CAPT Jeffrey Deviney, and NCG1 Operations Officer, CDR Julie Miller.

Earlier today, Rear Admiral Omarr E. Tobias, Commander of Naval Facilities Engineering Systems Command (NAVFAC) Pacific, Director of Facilities and Environmental (N46), and Fleet Civil Engineer (N01CE) for the U.S. Pacific Fleet, met with the students of CECOS Basic Class 280.

Admiral Tobias expressed his excitement for the new Civil Engineer Corps (CEC) officers as they prepare to begin their careers. The graduation for Basic Class 280 is scheduled for May 1, 2026.
