NAVFAC EXWC This is the official page for Naval Facilities Engineering and Expeditionary Warfare Center In the late 1990s, the Navy began streamlining its shore stations.

Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) is a command of 1,300 dedicated men and women who provide specialized facilities engineering, technology solutions, and lifecycle management of expeditionary equipment to the Navy, Marine Corps, federal agencies, and other Department of Defense supported commands. NAVFAC’s only Warfare Center was established in September 2

012 and represents the consolidation of the NAVFAC Engineering Service Center, the NAVFAC Expeditionary Logistics Center, the Specialty Center Acquisitions NAVFAC, and the NAVFAC Information
Technology Center. NAVFAC EXWC represents organizations that have a rich and proud history dating back to May 1942, when the Advance Base Depot, Port Hueneme, was established to train, stage, and supply the newly created Seabees; and 1948 when the Naval Civil Engineering Laboratory (NCEL) was established at Solomons, Maryland, for the testing of commercial equipment used by Naval Mobile Construction Battalions. NCEL expanded into a full spectrum research, development, testing and evaluation center and relocated to Port Hueneme, California, in 1950. In 1993, NAVFAC consolidated NCEL with five major components: the Naval Energy and Environmental Support Activity (established in 1980); the Ocean Construction Project Office (FPO-1) and the Shore Electronics Project Office (FPO-2) - both located in Washington D.C.; the NAVFAC Assistant Commander for Engineering and Design; and the Ocean Facilities Program Office. Naval Construction Battalion Center (NCBC – formerly the Advance Base Depot) with its dual mission as both logistics and mobilization support for the Seabees and host command for base support services, experienced a series of changes. In October 2000, NCBC’s base support mission was realigned to the newly established Naval Base Ventura County, which carries on the proud tradition as the Home of the Pacific Seabees. NCBC’s mission remained dedicated to support the Naval Construction Force and other expeditionary units. In June 2003, NCBC’s name changed to Naval Facilities Expeditionary Logistics Center (NFELC) to better reflect the command’s mission to support the Navy Expeditionary Forces. In 2006, with the creation of the Navy Expeditionary Combat Command (NECC) and NAVFAC’s designation as their primary Systems Command, NFELC expanded its role leading Navy expeditionary logistics support. Today NAVFAC EXWC continues the legacy of these organizations with the motto – ANTICIPATE - INNOVATE - ACCELERATE

Are you a dynamic, hard-charging Lieutenant Commander who wants to make a difference for the Fleet and warfighter in FY27?

We are seeking an Assistant Operations Officer (AOPS) for Expeditionary Warfare Integration. This EXWC-funded position is an extraordinary opportunity to align your unique skill sets and directly support the mission from Oct. 1, 2026 to Sept. 30, 2027.

📋 In This Role, You Will:

Lead Expansion: Drive EXWC support to expeditionary forces and make critical policy and program recommendations.

Coordinate Support: Develop Requests for Support for forces utilizing EXWC RDT&E, case studies, and other initiatives.

Maintain Vital Engagements: Partner with Naval Construction Groups 1 & 2, Facility Engineering Commands, and other units.

Deliver Technical Capabilities: Coordinate and monitor EXWC support to CPF and assist in leveraging capabilities for troop-led projects (including MEOPT participation).

Operational Integration: Serve as the primary entry point for operational units to request support from EXWC.

Wartime Readiness: Lead EXWC's Wartime Readiness Program and develop essential SOPs for Major Combat Operations.

Build Partnerships: Maintain recurring contact with EXWC LNOs, ERDC, AFCEC, and USMC MCWL to connect stakeholders.

Exercise Integration: Coordinate across technical departments to identify technologies for integration into exercises and attend planning conferences.

CHANGE OF COMMAND AT NAVFAC EXWC! ⚓️ 🇺🇸

Capt. Constance L. Solina relieved Capt. Dean E. Allen as Commanding Officer of Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) during a change of command ceremony at the U.S. Navy Seabee Museum.

Presided over by Rear Adm. Omarr E. Tobias, commander of NAVFAC Pacific, the time-honored tradition celebrated a legacy of excellence and looked toward an innovative future for our Fleet and warfighters.

“Today’s change of command is between two phenomenal officers who have demonstrated the U.S. Navy's core values throughout their entire careers. Both are proven seasoned leaders with track records of remarkable success,” Rear Adm. Tobias said.

Thank you, Capt. Allen, for your exceptional service and driving a culture to "Anticipate, Innovate, and Accelerate." Under your leadership, NAVFAC EXWC proved to be the "cradle of innovation," delivering unprecedented capabilities to the Fleet and warfighter.

Fleeting up from executive officer, Capt. Solina took the helm to ensure a continuity of excellence. “Collectively, we need to ‘level up’ with speed and agility. We have the talent; now we just need to unleash it," she said.

🎉Congratulations! 🎉

NAVFAC has selected Steelworker 1st Class Kenneth Lancaster as the 2025 Shore Sailor of the Year for the worldwide enterprise!

SW1 Lancaster served as leading petty officer for the NAVFAC EXWC Dives System Division Dive Locker. He assumed the duties of leading petty officer during a critical nine-month gap in the Master Diver billet.

He was responsible for leading a team of 22 military and civilian divers. He also managed the division’s safety and training programs, oversaw all Research, Development, Testing, and Evaluation efforts, construction projects, and exercises.

“For those unfamiliar with Navy Divers, it is a tremendous amount of responsibility,” NAVFAC Commander Rear Adm. Jeff Kilian said. “Not just responsibility for valuable equipment assets, but accountability and responsibility for the lives and safety of 22 individuals.”

SW1 Lancaster, who called the recognition deeply rewarding, will now compete for The Office of the Chief of Naval Operations (OPNAV) Sailor of the Year honor.

“I measure my success by the success of my junior sailors,” he said.” If I’m the only one on the dive side that knows how to troubleshoot a system, I’ve failed as a leader.”

Dominating the Brutal Cold for National Security Readiness!

NAVFAC EXWC divers successfully completed their mission in the harsh Arctic environment of Operation Ice Camp. This operation showcased their exceptional expeditionary skills, which are vital to advancing our nation's readiness and security priorities. ❄️🤿

ICE CAMP Boarfish was a three-week, multi-national operation led by Commander, Submarine Forces and the Arctic Submarine Laboratory designed to research, test, and evaluate operational capabilities in the Arctic region.

"Mastery of the Arctic environment provides a decisive advantage, but it demands rigorous training and determined focus of highly trained personnel to sustain these complex, specialized skills," NAVFAC EXWC Constructionman Senior Chief Jesse Hamblin, Master Diver, said.

"Operation Ice Camp offers a crucial platform to sharpen these skills, validate equipment, and confirm our forces' readiness to dominate in the unforgiving cold," Hamblin continued.
