To the citizens of Port Gibson and Vicksburg,

I want to take a moment to speak directly to our young people and, most importantly, to the parents, grandparents, and guardians who guide them every day.

Beginning July 1, 2026, Mississippi's new law regarding juvenile gun violence will take effect. Under this law, juveniles who commit certain gun-related violent crimes may be charged as adults. That means a single bad decision, a moment of poor judgment, or following the wrong crowd could result in decades behind bars. Some young people could face sentences of 30, 40 years, or even life. Those are years they can never get back.

As parents and guardians, we must educate our children about the dangers and consequences of gun violence. We must teach them that carrying or using a firearm to commit violence is not the answer to any problem. Every child deserves the opportunity to grow, learn, succeed, and build a prosperous future.

I also want to share something personal. I wasn’t always perfect, and I don’t claim to be perfect now. I made mistakes and decisions I shouldn’t have. Correction methods were made most of the time with a belt, and I’m grateful for what my mother did because it helped shape me into the man I am today.

To the single mothers out there, you can do it. My mother raised me and my siblings, and she taught us respect and responsibility. I strive every day to do my best and respect everyone. Some say kids act up because fathers aren’t in the home. My father was there, but it was my mother who raised us. Her dedication made all the difference.

The conversations we have with our children today can determine the path they take tomorrow. Teach them early. Teach them respect, responsibility, and accountability. Help them understand that one poor decision involving a firearm can change their lives forever.

Whether I am serving as Commissioner in Port Gibson or as an investigator/patrol officer in Vicksburg—I do a mixture of things there—I give both agencies my utmost for the citizens. My mission remains the same: to protect our communities and help create a better future for our youth.

If you need guidance, resources, or simply want to discuss concerns about your child or your neighborhood, please reach out. I am only a phone call, email, or Facebook message away.

Together, we can make a difference. Together, we can help our children make better choices, avoid the criminal justice system, and build brighter futures.

Respectfully,

Carlton Phillips
Police Commissioner, Port Gibson Police Department
