VEHICLE PURSUITS ON SUNDAY AND MONDAY IN PORT ANGELES:

On Sunday, 5/31/26, at about 8:00 AM, Officers contacted a suspicious vehicle in the west parking lot of the fairgrounds. The person in the driver seat gave a false name. Officers determined that she was wanted for multiple warrants including one for DUI. She fled in her vehicle. Early in the pursuit the suspect used her vehicle to strike a police car. The pursuit went east through, and out of, the City. On 101 East the suspect vehicle struck another vehicle and continued. That collision was investigated by WSP. The suspect continued. An Officer performed a safe PIT maneuver, and a tire on the suspect vehicle disintegrated. Nevertheless, the pursuit continued with the suspect driving on three tires and a metal rim. The suspect drove up Cottonwood in the Morse Creek area and was arrested.

On Monday, 6/1/26, at about 7:20 PM, Officers responded to a report of a domestic disturbance in a traveling motor vehicle near First and Chase. Responding Officers were traveling north on Peabody toward First when they observed the suspect vehicle traveling at a high rate of speed south on Peabody. The suspect vehicle passed the first police car, accelerated, and deliberately swerved with obvious intent to strike the second responding Officer's vehicle. The Officer maneuvered and avoided a collision. Officers pursued the suspect vehicle through a neighborhood southeast of the initial observation. The suspect drove down a dead-end street and was arrested. The three other occupants of the suspect vehicle, one of which was a 1 year old girl, were assisted to safety by Officers.

WHAT HAPPENED IN PORT ANGELES ON FRIDAY?

On Friday May 29, 2026, at about 11:20 AM Port Angeles Police Officers responded to the 700 Block of East Lopez Avenue to a report of a man on the upper balcony of an apartment building. Additional details included that the man had a gas can and was threatening to burn down the apartment building.

Negotiators responded and initiated a dialog with the suspect who remained barricaded in the building. The building was evacuated, but not all occupants agreed to exit. Fire and medical personnel responded to the area and remained ready nearby.

The regional tactical team also responded. Dealing with the incident was made more difficult by disorderly community members near the perimeter.

While negotiations were underway 26 other police incidents occurred in the City of Port Angeles including an injury mid-intersection motor vehicle collision, two cousins fighting during which the suspect struck and injured the victim's head with a rake, and a report of a grossly impaired driver who crashed his car into the ditch.

At about 5:20 PM the combination of negotiations and chemical munitions resulted in the peaceful surrender of the barricaded suspect, who is in police custody, and enroute to the jail as of 5:55 PM. Investigators remain on scene and the follow-up investigation remains active.

What is the biggest question of the week?

A tie between “Why did it take so long?” and “if you dealt with him so many times, how did you not know he was a murderer?”

This is in reference to the homicide suspect from North Carolina that PAPD Officers arrested last week.

To begin with, the person in question was not wanted for murder until last week. The arrest warrant was issued last Thursday morning and PAPD Officers immediately located and arrested the suspect.

The arrest warrant was the result of a long term investigation conducted by Detectives from the Concord Police Dept. in North Carolina. Cold cases can take years of work.

This case was not about finding the suspect. It was about investigators having enough facts and evidence to obtain an arrest warrant. PAPD was not the investigative agency. We are grateful that we were able to assist the investigators and make a quick arrest once an arrest warrant was issued.

OPNET Assists in Arrest of North Carolina Cold-Case Homicide Suspect:

In December of 2025, an OPNET detective was contacted by a detective with the Concord Police Department in Concord, North Carolina. The Concord PD detective inquired about local police contacts with 43-year-old Johnny S. Talbert, who was the main suspect in a 2008 double murder in Concord. The OPNET detective, who works for the Port Angeles Police Department, was familiar with Talbert from multiple police contacts with Talbert throughout his career. A check of PAPD records showed approximately 288 contacts with Talbert since the first police contact in Port Angeles in November of 2011, including 14 arrests – two of which were felonies.

On May 21, 2026, the Concord Police Department obtained a fully extraditable warrant for Talbert’s arrest. The warrant lists charges of two counts of First-Degree Murder and one count of Robbery with a Firearm or Other Dangerous Weapon. OPNET detectives assisted in locating Talbert in the 2300 block of W 18th Street, where PAPD officers took him into custody without incident. Talbert is currently being held in the Clallam County Jail, pending extradition.

What happened this weekend in Port Angeles?

Patrol Officers made 8 arrests over the weekend. 3 were warrant arrests and one was for DUI.

Yesterday afternoon Officers arrested a subject for Assault in 2nd Degree and for Malicious Mischief in the 3rd Degree. The case began when Officers were called to a location on the west side of Port Angeles. A reporting party called 9-1-1 and stated that he had been struck in the back of the head by a brick. Officers arrived to find this person bleeding and with a wound to the back of the head. The victim reported that the suspect threw a brick and struck him on the back of his head. He was subsequently treated by Port Angeles Fire Department Paramedics and was taken to the Olympic Medical Center. He was treated and later released.

PAPD Officers and CCSO Deputies searched the immediate area for the suspect. They found a person matching the description. He was subsequently identified by witnesses. The investigation showed that the suspect also damaged the victim's vehicle. Officers arrested the suspect and he was booked into the Clallam County Jail on charges of Assault 2nd Degree and Malicious Mischief in the 3rd Degree. The suspect remains in custody pending charges.

Officers recovered physical evidence and interviewed witnesses on scene. The victim in this case reported that he did not know the suspect and had not seen him prior to the incident.

🚨 UPDATE: Suspect Arrested in Port Angeles Homicide Investigation 🚨

After an extensive investigation involving more than 45 search warrants, Clallam County Sheriff’s Deputies have arrested 46-year-old Clinton Laverne King of Port Angeles in connection with the homicide of 73-year-old Danny Steven Kendrick.

On May 14, 2026, detectives located a vehicle associated with the homicide investigation near Black Diamond Road in Port Angeles. Investigators and undercover detectives with the Olympic Peninsula Narcotics Enforcement Team (OPNET) conducted surveillance and followed the vehicle to a residence in the 1300 block of W. 16th Street.

Detectives had previously established probable cause to arrest King for Murder in the Second Degree and obtained a warrant for the residence. During the operation, deputies observed King preparing to leave the property on a motorcycle. To prevent a potential pursuit and ensure public safety, deputies made the decision to contact King immediately before additional tactical resources arrived. King was taken into custody without incident outside the residence.

A vehicle believed to be associated with the homicide was seized as evidence, and King was booked into the Clallam County Jail for Murder in the Second Degree.

This investigation began on February 21, 2026, after deputies responded to a suspicious death in the 6300 block of Deer Park Road near Port Angeles. The victim was later identified as Danny Steven Kendrick, who was determined to have died from gunshot wounds. The case was officially classified as a homicide on March 5, 2026.

Sentencing in R**e of a Child 3rd degree case

On 04/29/26 Avonte T. Abram, age 29, was sentenced in Clallam County Superior court to 48 months incarceration followed by 12 months of community custody after pleading guilty to one count of R**e of a Child 3rd degree. He is a registered s*x offender from a prior conviction in another jurisdiction.

On 07/31/2025 a juvenile probation officer reported to School Resource Officer Hooper that he had information that an adult male was having inappropriate communication with a juvenile. Officer Hooper conducted the investigation and established probable cause to arrest Abram for R**e of a Child 3rd and Communication with a Minor for Immoral Purposes. Abram was found to have left the area and Officer Hooper obtained a warrant for his arrest. He was taken into custody in Spokane County with assistance from the Spokane County Sheriff's Office. Officer Hooper and Detective Hollis traveled to Spokane and transported Abram back to Clallam County where he was booked.

A note on sentencing: Law enforcement detects, investigates and interdicts crime and criminal offenders through an arrest. The criminal investigations are prepared and presented to prosecutors by law enforcement. The prosecutor determines the charge to be filed and presents the case in court. When there is a plea agreement or a sentence recommendation that is a function of the prosecutor. Judges determine the sentence based on statutes, case law and court rules of procedure. The sentence established for a particular crime is determined by the Legislature. There is an established sentencing range for all statutes.

Each part of the system carried out their role in this case. PAPD is proud of the hard and professional work done by our Detectives and ours Officers in this case (and many others).

On 05/11/2026 was recognized as PAPD Sergeant Arand was recognized with other Clallam County First Responders at the International Footprinters Association, Olympic Peninsula Chapter 74 dinner.

Sergeant Dave Arand provides leadership to PAPD's 11-Officer Blue Squad in the Patrol Division. Sergeant Arand leads in the office as well as out on the street and ensures that things get done and get done right. He has served the Port Angeles Police Department and the community since 2003.

Police Week 2026

National Police Week is a time to honor and remember law enforcement officers who have made the ultimate sacrifice, as well as to recognize law enforcement officers who continue to serve and protect our communities.

National Police Week was established in 1962 when President John F. Kennedy signed a proclamation designating May 15 as Peace Officers Memorial Day and the week surrounding it as National Police Week. This observance serves to honor the courage, sacrifice, and dedication of law enforcement officers across the nation.

On Friday, May 15th at 1:30 PM and at the Veterans Memorial Park in Port Angeles there will be a bell ringing ceremony honoring those in law enforcement who have lost their lives serving the residents of Clallam County. The public of course is invited.

The women and men of the Port Angeles Police Department appreciate the kind words and support we receive from our community every day. We are proud to serve our community.
