Southeastern Idaho Community Action Agency Inc., commonly known as SEICAA, is a private, nonprofit organization that administers and develops anti-poverty services for southeast Idaho. Our services tap into all levels of resources to assist low-income individuals and families attain self-sufficiency. Most poverty-related organizations focus on a specific area of need, such as affordable housing or

healthcare. SEICAA, meanwhile, addresses the needs of various low-income and disabled populations through a comprehensive and evolving approach. Our strategies are guided by feedback from the communities it serves and by its partnerships with other community organizations. The result is a full range of coordinated programs designed to make a measurable impact on poverty, no matter the cause. Currently, SEICAA offers Community Services, Individual and Family Development, Case Management, Utility and Weatherization Assistance programs, Rental and Veteran Housing, Meals on Wheels, Self-Help/Infill Housing programs, and more throughout southeast Idaho, including Bannock, Bear Lake, Bingham, Caribou, Franklin, Oneida, and Power County.

PURPOSE: This Public Hearing Notice solicits comment on the proposed use and distribution of LIHEAP funds during Federal Fiscal Year 2027, as detailed in Idaho’s LIHEAP State Plan.

The LIHEAP State Plan will be available for review beginning July 27, 2026, at the Idaho Department of Health and Welfare, Division of Welfare, 450 West State Street, 2nd floor, Boise, ID. You may also review the Plan on our website: http://www.healthandwelfare.idaho.gov using the links in the following order: News & Notices/Public Meetings/Policies, Procedures and Waivers/State Plan Library then click on State Plans and click on the Draft – LIHEAP PY27 State Plan document.



PUBLIC COMMENT: Anyone may submit written comments regarding Idaho’s LIHEAP State Plan. The public comment period will begin on August 3rd – August 24th, 2026. Written comments must be postmarked no later than August 24, 2026. Comments may be mailed or delivered to:
