In a TIF district, tax dollars generated from improvements are diverted from general taxing bodies and used to finance infrastructure. In this, the TIF revenue will finance improvements including streets, sewer and water lines and a rail spur.
Steve Brown, board chairman of Pocatello Development Authority, which administers the city's TIFs, said instead of bonding for the improvements in advance, TIF revenue will gradually repay the cost.
Brown anticipates access to the new company will come from the Rainbow Road exit to Interstate 86. Now that the airport has enjoyed its first success, Brown is confident the business park will fill up within the next decade. "This was such a big deal, such a big fish. I think other companies will look at Pocatello and take notice," Brown said. "Now we're going to have the beginnings of industrial manufacturing. We're not going to be ignored by Boise anymore."

Remember the City’s new Central Square Solution's "FINANCE ENTERPRISE" ERP platform highlighted last month?

When questioned at the Gate City Coffee Forum, Mayor Blad said the project had been TERMINATED!

Blad explained that about $500K in ARPA funds had been invested into the new finance platform, but that the system was not built for a city the size of Pocatello. It didn't work, causing a lot of problems. He then said that the day after they stopped using it, the reports got better, easier to read & understand, etc.

PROBLEMS

1. ARPA FUNDS - Although day-to-day City operations are under the authority of the Mayor, termination of this federally-funded project requires a formal TERMINATION Agreement which requires Council approval. The Mutual Termination Agreement signed in July 2025 was NOT brought to Council during a publicly noticed meeting. Given this is an incomplete project & what was completed is not being used – is it eligible for ARPA?

2. WASTED FUNDS - Actual cost of this project FAR EXCEEDS the $521,455.50 paid to Central Square since that total does not include the cost of all the staff time and effort. Staff worked on this project for at least 20 MONTHS and included the hiring of a new employee in October 2023 to specifically lead/facilitate this project.

OTHER CONSIDERATIONS

1. The system was operational and undergoing testing at the beginning of 2025—it was being used concurrently with the old system per statements made in meetings. The decision was made to delay a full switch-over until October 1st to ensure a cleaner auditing process for FY25 without the complication of two systems.

2. The project included some fixes to reporting capabilities. We saw evidence of new EXCEL expenditure reports within Next Request (requested by previous councils but extremely difficult/labor intensive under the old system.) Hopefully this component is not impacted.
3. Based on some records requested/received, and statements made during budgeting earlier this year, the new "Finance Enterprise" system was INCOMPATIBLE with Utility Billing. Since this was known at the start of the project, and clear in both the presentation and contract documentation (available online), this fact should not have had any impact.

4. When converting to a new system, it’s not uncommon that all components cannot be brought together simultaneously. Conversions are often done in phases to make the project more doable and to spread the cost. It is also not uncommon that additional modules are required to bring other pieces into the system.

5. In his 03/09/23 presentation, the CFO highlighted the importance of shifting to a system that would bring the City into the 21st century and provide accurate and timely information. The new system would have modernized the Finance system, provided timely access to information, spreadsheets, etc. A quick online search reveals the “Finance Enterprise ERP” is used by cities of various sizes and is not specific to very large cities. The Finance Enterprises’ ERP strength per its website is it “. . . connects every process—finance, HR, payroll—into a single, scalable system.” Scalable means that the system that can grow with the City.

6. From speaking with outside experts, typical frustrations with such conversions originate from data not being in the correct format or not transferring easily or accurately, requiring labor-intensive efforts to ensure information accuracy. With time and additional assistance, these predictable obstacles can be overcome.

Terminating a contract and WASTING well over $600K of taxpayer funds is difficult to reconcile. Not to mention all the wasted staff time and effort.

This is just another example of Council being bypassed on an important decision. Or worse, Council abdicating their decision-making responsibilities. It’s well within Council authority to have asked questions of the service provider, questioned City staff, or requested additional information for a more informed decision. Six elected officials working together to make a critical decision in a public forum is far better than any decisions made behind closed doors.

Council should exercise the authority given to them and demand pertinent project information be discussed in a public forum and any decision to “pivot” away from a large-scale project that has cost taxpayers over $600K - be made by them. But, if by chance this specific decision WAS discussed amongst council members behind closed door prior to the termination agreement being signed, that makes the situation even more egregious.

The City MUST update their financial system at some point in the future. Mayor Blad's decision sets them back to Day 1.

QUESTIONS FOR CITY OF POCATELLO - MAYOR:

1. The Right-of-Way (ROW) fees currently built into the three Enterprise Department Budgets are nearly identical to interfund fees that were ruled unlawful in Nez Perce district court. Do you support or oppose the elimination of these fees? Why?

I support the elimination of the “Right of Way” fees and here’s why:
For the past 10 years, City of Pocatello utility users have been charged over $11.5 million in disguised tax through unreasonable “Right of Way” fees. The mayor and city council have been asked directly by members of the public if these fees are legal, but they have yet to provide honest, straightforward answers. So, the question remains…are these ROW fees even legal?

Unfortunately, this would not be the first time our city government has included unlawful fees/disguised taxes within our user fees for city services. Many of you may recall the Hill-Vu class-action lawsuit that the City of Pocatello lost in 2018–19. That case exposed the “PILOT” fee scandal, wherein the city collected “unreasonable” user fees on water, sewer, and sanitation services from 2005 to 2014, resulting in a $4.5 million judgment against the City of Pocatello. In that case, the Supreme Court ruled the PILOT user fees were not reasonable, and the city was required to reimburse approximately 15,000 households.

So, where did these “Right of Way” fees even come from? Well, on the heels of the 11/15/13 injunction ordering Pocatello to cease collection of the PILOT fees, members of our city government, including Mayor Brian Blad and then City Councilman Steve Brown (the same Steve Brown who is currently running for mayor), conjured up this scheme to pad their budget while secretly removing your hard-earned taxpayer dollars from your wallets.

Since implementing “Right of Way” fees in 2014, the city has collected over $11.5 million in what’s being described as unlawful user fees from the citizens of Pocatello. And yes, these fees are still being collected today.

During recent budget hearings for FY2026, I watched as the mayor and city council approved a staggering $1,500,861 million in “Right of Way” fees that will, once again, be stripped from your pockets. It’s insane. They must know it’s wrong, but do they even care?

I sure do! And that’s why I support the elimination of the “Right of Way” fees.

2. Do you support or oppose the "One City" concept of combining Chubbuck and Pocatello? Why?

The idea of merging Pocatello and Chubbuck has resurfaced repeatedly, with supporters citing efficiency and opponents defending local control.

Proponents argue that combining the cities could eliminate duplicate services, reduce administrative costs and create consistent policies for zoning, development and public safety. They also believe a unified city could strengthen economic development efforts, increase eligibility for federal funding and present a more cohesive regional identity.

Opponents counter that Chubbuck would lose its independence and that financial savings are uncertain. Past studies, including a 2015 review of fire department consolidation, raised concerns about funding shortfalls. Critics also warn that Pocatello could assume Chubbuck’s debts and that differing community priorities could complicate governance. A 2020 advisory vote showed more interest in a merger among Pocatello residents than those in Chubbuck, highlighting the political challenges of uniting the two cities despite potential efficiencies.

I believe Pocatello must first focus on strengthening its own foundation. Our city faces pressing internal challenges; economic development, infrastructure, and leadership alignment, that need attention before considering major structural changes.

And past studies have shown uncertain financial benefits and logistical hurdles, and public sentiment remains divided. Rather than pursuing a merger, Pocatello should prioritize fixing what’s within its control, building stability, and getting the right people and plans in place to ensure long-term success.

3. Do you believe that the public should be made aware of situations that could be viewed as placing the City or City elected officials in an unfavorable light so long as such disclosure does not disclose confidential information (Examples: City named in a lawsuit, City elected official accused of sexual harassment, etc.)?

Absolutely. I believe transparency is a cornerstone of public trust. The public has every right to be informed about situations that could reflect unfavorably on the city and its elected officials. Hiding information only fuels speculation and erodes confidence in local government.

When issues arise, they should be addressed openly, honestly and with accountability. Transparency isn’t about avoiding difficult truths; it’s about confronting them directly, learning from them and ensuring that our community knows its leaders are acting with integrity.

As mayor, I will make sure that communication with the public is clear, timely and truthful, even when the news is uncomfortable because real trust can only exist when government operates in the light of day.

PART 2 -CITY HALL FACILITY OPTIONS - COST BENEFIT ANALYSIS: THE ESTIMATES

To aid in decision-making, the City of Pocatello through the College of Business had Bengal Solutions at Idaho State University complete a COST BENEFIT ANALYSIS in APRIL 2024.

Their analysis examined 5 City Hall scenarios AND provided estimated "Present Value (PV)" one-time cost numbers and "Net Present Values (NPV)" numbers for each scenario.

We EMPHASIZE this is only one source of information (preliminary estimates) and OTHER factors and sources of information should be examined!

We RECOMMEND all citizens read this analysis to understand its strengths and limitations!

"Getting public opinions and perspectives can help to make a decision as they can help clear a path best supported by the community."

3. Move City Hall operations to a RENOVATED building downtown and RENOVATE current City Hall for PPD use
4. Move City Hall operations to a RENOVATED building downtown and DEMOLISH the current City Hall to BUILD a new PPD building in the current location
5. Move City Hall operations to a RENOVATED building downtown, Move PPD to a NEWLY-BUILT location and DEMOLISH-AND-SELL current City Hall location

To aid in decision-making concerning the City Hall facility, the City of Pocatello, through the College of Business, had Bengal Solutions at Idaho State University complete a COST BENEFIT ANALYSIS in APRIL 2024.

This analysis examined 5 City Hall scenarios AND provided estimated "Present Value (PV)" numbers and "Net Present Values (NPV)" numbers for each scenario.

FACT: This COST BENEFIT ANALYSIS was NOT presented in a publicly noticed, transparent meeting during which Council could ask questions, decide how to use this information, ask for additional information, and/or decide how to proceed.

QUESTION: Did Council receive the COST BENEFIT ANALYSIS at any time during the last 18 months?

P.A.G.E. asked two councilmen, Nichols and Cheatum (in-person) if they received any reports/studies related to the City Hall issue —both replied “No.”

We also asked the question of councilmembers Paulsen, Mangum, and Bates. Councilmember Paulsen responded with another "No." *Updated 10.19.25- Bates also responded he hadn't received anything. (Mangum has not yet replied.) We will update this post if we receive additional responses.) We also submitted a public record request for any emails sent to Council members containing this report. Our public record request was extended from 3-to-10 business days. We have no reason to doubt the *four who responded to date, and no reason to believe all *four forgot about the study/report.


**IF** Council was circumvented, Council members need to speak out and expose this fact. It's not uncivil to be truthful. It's not uncivil to publicly challenge actions of another when important information is withheld that may have some impact on decisions being made. Remaining silent is to be complicit. Leaders don't hide information or protect others for their poor decisions/actions.

**IF** Council was provided with the COST BENEFIT ANALYSIS, Council needs to explain to the public why this information was kept from the public for the past 18 months.


Elected City Council representatives should receive as much information as possible to make informed decisions. The Cost-Benefit Analysis is just ONE piece of that.

ARE ALL POLICIES ENFORCED EQUALLY?

For many months, P.A.G.E. and other citizens have observed multiple City take-home vehicles (NOT undercover PPD vehicles) without any City logo or identification. Yet, the City Personnel Handbook clearly states that City vehicles be easily identified and may only remain unmarked for "just reason" and with written approval by the Mayor (see excerpt below). Despite more than sufficient time for these vehicles to be properly marked, why do they continue to remain unmarked?

We have submitted a public record request today asking for any written authorizations by the Mayor (and retained by Fleet per the policy) documenting any exceptions and any "just reason." Hopefully a specified timeframe for exceptions would be included.

Take-home vehicles are public property and as such should be clearly identified in accordance with City policy. (Excluding those used solely for undercover PPD assignments.)

If after 10 calendar days, we do not receive this documentation (and/or a reasonable written explanation for the lack of documentation) and these vehicles remain unmarked and/or without an exempt tag, we will post a list.

10. REPRESENTING THE CITY OF POCATELLO

2807 All City vehicles including assigned take-home vehicles, are to be easily identified as City
2808 vehicles by clearly displaying the City logo and exempt license tags. City vehicles may only
2809 remain unmarked for just reason and with written approval by the Mayor. The approval
2810 documentation will be retained Fleet Services. All drivers need to be aware that they are
2811 representing the City when they use City vehicles or their personal cars for City business. They
2812 shall act accordingly and drive defensively, responsibly and courteously.
