A dispute in Millcreek Township, Pennsylvania, is brewing between the Belle Valley Volunteer Fire Department and the township’s growing career fire department, the Millcreek Fire Department. Township officials say Belle Valley is violating its agreement and township code by declining to provide access to its station, apparatus and equipment, failing to use the township’s common records system and responding to only about half of its recorded emergency calls. According to township figures, Belle Valley responded to 167 of 326 calls in 2025 and 145 of 261 calls so far in 2026. Millcreek says those staffing and response concerns helped drive its expansion from nine paid firefighters in 2023 to 30 full time firefighters providing around the clock coverage and says the goal is reliable service rather than eliminating volunteers.

On defense, Belle Valley strongly disputes how the transition is being handled, calling the push for access to its station and resources a potential “back door” transformation or merger and asking township supervisors to intervene rather than allow the process to move forward through what it describes as threats. The township has given Belle Valley until the end of September to comply with requirements, while Belle Valley says it remains willing to discuss legitimate improvements to emergency services.
