Hillsborough Soil & Water Conservation District Serving as state officials, these Supervisors are unpaid and come from the local agricultural community.

We are a Florida Special District, organized under Title # # , Chapter 582 Florida Statutes to provide technical aid to agricultural operators and green infrastructure in support of Hillsborough County's natural resources. The Soil and Water Conservation District is a state of Florida Special District, empowered under Florida Statute Chapter 582, and governed by a Board of five locally elected "Supervisors." The Conservation District's mission is non-regulatory; we work through partnerships to deliver financial and technical services to rural working lands in support of natural resource conservation. Although the main focus of the Conservation District's mission is on sponsoring the adoption of Agricultural Best Management Practices by our agricultural producers, we also support outreach and education programs that teach the broader public about the "ecological services" that rural working lands provide. For 2025-2026, the Conservation District's Board and staff are reevaluating our strategic priorities. Presently, our highest priority is to reinvest in the District's ability to deliver technical services to agricultural landowners and operators. With financial support from Hillsborough County Administration, we are reorganizing our team and identifying critical skill sets for our staff positions.

NovoFlyTM Screwworm Strain Readied for Active Duty
American scientific ingenuity in the form of sterile fly releases helped eliminate New World screwworm from the country in the 1960s. Now, ARS researchers are combining that ingenuity with next-generation tools to counter new resurgences of the pest threatening livestock and wildlife in New Mexico and Texas.

“Releasing sterile screwworm flies is a proven, decades-old approach to eliminating populations of this pest and preventing the harm it inflicts—physically to livestock animals and wildlife and financially to the producers who raise livestock for our milk, meat, hide and other products,” said Kim Lohmeyer, Director of ARS’s Knipling-Bushland U.S. Livestock Insects Research Laboratory in Kerrville, TX. “Advances in genetics have now given us better tools to understand the screwworm’s population dynamics and leverage that knowledge for improved control methods, including sterile fly releases.”

The latest example is NovoFly™, an all-male strain of screwworm developed by Lohmeyer’s team and university collaborators. With full regulatory approval of NovoFly™, critical resources can be redirected towards producing only males, essentially doubling the number available for SIT releases to eradicate established populations of the pest or isolate outbreaks of it.

Central to screwworm eradication is the Sterile Insect Technique (SIT). SIT is a biologically based approach to pest control that originated with the pioneering studies of ARS entomologists Edward B. Knipling and Raymond C. Bushland. That research began in the mid-1930s and continues today at the Kerrville lab, which was posthumously named after these two entomologists.

In January 2026, USDA Secretary Brooke Rollins and Deputy Secretary Stephen Vaden highlighted SIT as part of a New World Screwworm Grand Challenge to counter recent U.S. incursions of the pest up through Central America.

The SIT calls for releasing sterilized male flies near infestation areas where they can mate with wild female flies. The resulting eggs fail to hatch into flesh-eating larvae, which typically burrow into wounds or mucus-lined openings of livestock animals such as cattle—but also wildlife and, less often, pets and people. Without larval offspring, the screwworm population eventually collapses, sparing animals further harm and reducing producers’ costs for insecticides, veterinary services, and medications.

Despite SIT’s success in eradicating America’s indigenous screwworm population by 1966 (and eliminating subsequent resurgences of it), researchers saw room for improvement. “A sterile male can prevent a lot of wild females from reproducing, but a sterile female fly that mates only once doesn’t help with SIT,” explained Alex Arp, an ARS Research Geneticist who co-developed the all-male NovoFly™ strain. While only sterile males are desirable, until now there has been no good way to separate them from females prior to SIT release, he added.

Producing only male flies would increase production efficiency by doubling the number of male larvae that can be reared and male pupae that can be sterilized without major changes to production facilities. Without sterile females being released, sterile males have increased opportunities to mate with wild females, resulting in a more effective, efficient SIT program.

Toward that goal, Arp and collaborators engineered Novofly™ with a genetic “switch” that kills female larvae during early rearing stages but doesn’t function in males. This allows for a doubling in the number of males that can be brought to maturity for release using the same amount of artificial diet and equipment.

NovoFly™ is currently undergoing regulatory approval before the Environmental Protection Agency. Once approved, NovoFly™ will be mobilized for “active duty” at designated screwworm rearing facilities. USDA’s Animal and Plant Health Inspection Service coordinates SIT efforts in the U.S, Mexico, and Central America.

“The research that went into creating NovoFly™ will provide the basis for the Grand Challenge project led by Max Scott of North Carolina State University together with Arp and many other collaborators,” Lohmeyer added—an effort that will set the stage for the next generation of this screwworm strain.

(Washington, D.C., July 24, 2026) – The U.S. Department of Agriculture (USDA) is announcing a coordinated, phased reopening of southern cattle ports, contingent on Mexico’s adherence to the Joint Action Plan. Beginning August 24, 2026, USDA will open the Douglas, AZ port of entry to cattle trade, while simultaneously initiating the operational steps necessary for subsequent openings at the Santa Teresa, NM, and Columbus, NM, ports. Every animal entering the United States through these ports will undergo a full USDA inspection to ensure it is free of any signs of New World screwworm (NWS).
“Protecting the United States from NWS and pushing this pest out of Mexico and back to the Darien Gap is a top priority at USDA and has the full attention of the Trump Administration,” said U.S. Secretary of Agriculture Brooke L. Rollins. “The closure of the Southern ports of entry for the last year has been a tough but necessary action to control the spread of NWS in Mexico and protect the American livestock industry. Thanks to the work across the federal government as well as state, local, and industry partners, it is now safe to reopen the Douglas, Arizona, port in 30 days to resume the hundreds year old movement of cattle.”
For many years, Sonora and Chihuahua have maintained a strong animal health infrastructure program, built on the backs of successful animal disease control measures. While the rest of Mexico has not been able to stop the spread of the screwworm or stop legal and illegal movement, Sonora and Chihuahua do have a track record of success in these spaces, giving USDA confidence that they can do the job.
USDA proposes a phased reopening of Southern ports to livestock trade, contingent upon satisfactory progress on priority Action Plan milestones.
• Sonora and Chihuahua are identified as the lowest-risk Mexican states for New World screwworm due to their strong, well-established inspection programs and their geographic distance from southern Mexico, where most cases are concentrated.
• On August 24, 2026, USDA will reopen the Douglas, AZ, port, which borders Sonora, to livestock trade. The closest active case to the Douglas, AZ, port is ~325 miles detected on July 22, 2026. After evaluating the success of the initial reopening and potential impacts or risk assessment changes, APHIS will then consider reopening the Santa Teresa, NM, and Columbus, NM, ports to live cattle, bison, and horses.
• The reopening timeline will remain flexible and may be adjusted based on Mexico’s progress in meeting Action Plan milestones and addressing critical issues.
• The opening of ports may be paused if USDA identifies increased risk in Sonora or Chihuahua via post-opening audits or other observations/information.

As the saying goes, one person’s trash – or compost – is another person's treasure. While many people throw away citrus fruit peels because they are usually too bitter to eat raw, this outer layer of the fruit’s skin is a rich source of many sought after beneficial compounds and is in demand for companies seeking to use those compounds for health and pharmaceutical products.
Florida citrus farmers and producers have been battling to save their industry for over 20 years from Huanglongbing (HLB). This disease, also known as citrus greening, was first found in 2005 in Florida and is now endemic. It poses a serious threat to the U.S. citrus industry and is now present in Arizona, Texas, and California. Citrus greening infects citrus trees and their fruits, resulting in reduced fruit production and increased bitterness in fruit, which equates to economic losses for farmers and producers.

Beginning in May 2026, FDACS and IFAS began tracking the spread of Pasture Mealy Bug (Heliococcus summervillei, “PMB”) beginning in sugarcane fields in South Florida but spreading to pastures and northward through Central Florida.

As of July 17th, PMB has been detected in pastures in 16 counties in South and Central Florida, most recently in DeSoto County; as of that date there are no known infestations in Hillsborough County yet. The infestation may have started in the lower east coast, based on the mapping of reported losses and detections. So far, the sugarcane industry has reported about a 30% crop loss this season, and entire pasture fields have been wiped out.

Attached is a list of the grasses known to be susceptible to this pest; the circled ones are the most prominently impacted species so far.

Key points to be aware of:

So far, Pasture Mealy Bug is capable of exploiting all commercially grown grasses. However, it is only known to spread by transport from infested fields via vehicles, work machines, and on clothing.

Symptoms and Detection - Grasses turn yellow in patches and may turn red/purple before dying out. Site of the infestation is under the canopy. Infestations can be confused with other species of mealy bugs, but appear as white, waxy scale. Adults are white/gray ranging to a pale pink color for reproductive females, with a wispy appearance.

Pathology - The pests do not appear to be disease-carriers, and the adults do not feed significantly on the grasses. It’s the early life stages (instars) that are the problem - they are sap suckers and their saliva weakens the plant’s immune system; native diseases then kill the grass.

Another consideration is that the pest has been more successful at wiping out sugarcane on sandy soils than on muck soils. Presence/absence of water should not be interpreted alone as a deterrent because the pest is reported to be successful at infesting rice. These conditions suggest that either drought conditions played a large role as a stressor on the sandy soils or that there’s something in hydric soils (i.e. the native biota) that is retarding infestations.

Treatment - so far is detection and quarantine; A commitment to thoroughly cleaning all farm machines on site, if they are to be moved from site to site is a must along with careful inspection of clothing; inspectors have found the PMB on their own clothing.

UF/IFAS is looking at a variety of chemical treatments but no clear winning combination so far. Problem is that females natural refugia is in the soil and can be as deep as 30 inches below grade; hence foliar applications are not penetrating to disrupt reproduction.

Alternatives –
• Ironically, intensive grazing appears to be a potential management strategy.
• Hay Bales - the PMB is not found in hay bales; the dry material is not desirable.
• Resodding impacted pastures with alternative forages such as legumes may be a wise choice, if your pasture conditions and pocketbook allow for it, as the PMB does not attack broadleaf species.
• American joint vetch (Aeschynomene) is a native Florida legume that is not often recognized in the field because it is selectively grazed by livestock and wildlife when present. It performs well in a variety of soil types, including wet pasture conditions and tolerates low soil fertility.
