🛡️Operation Soteria Shield 🛡️

For the past 11 years, Plano Police Department has conducted yearly operations focused on protecting children in our community. We have been proud to take on the responsibility of shining a light into the darkness of abuse that so many children suffer from at the hands of those who choose to exploit them.

Throughout the months of March and April 2026, the Plano Police Department, in conjunction with other State and Federal law enforcement agencies, conducted numerous investigative operations into child exploitation crimes throughout the State of Texas and various parts of Oklahoma. These operations were called Soteria Sheild. The name “Soteria” is derived from Greek mythology, meaning safety, deliverance and preservation from harm, which was the goal of these investigations. Law enforcement agencies worked tirelessly to do just that, bringing safety to the most vulnerable among us, deliverance to children without a voice and freedom from the harm perpetrated against them.

For the past 11 years, Plano Police Department’s own Detective Jeff Rich has been instrumental in being the creative force behind Operation Soteria Shield. Along with Detective Rich, Wylie Police Department’s Detective Chris Meehan, and FBI Special Agents Ashley Cira and Aaron Covey, worked in close partnership, helping to lead operations and aid in the investigation and protection of children across this state. Overall, a total of 91 law enforcement agencies partnered together to make Operation Soteria Shield a success. These investigations involved chasing leads, late night paperwork, early morning briefings, hours of examining evidence, dozens of forensic interviews, hundreds of affidavits and the flawless ex*****on of over 200 search warrants across Texas.

With these efforts, 2026 Operation Soteria Shield has shown to be extremely successful, resulting in:

- 276 individuals arrested from crimes against children
- 425 charges filed
- 89 children rescued from ongoing abuse
- 607,052 GB of data seized

The Plano Police Department would like to thank all the men and women who worked tirelessly in Operation Soteria Shield, as well as our community who assisted with tips directly resulting in saving children and bringing perpetrators to justice.

“Every child deserves to grow up safe, protected, and free from exploitation. This operation reflects our shared commitment to defend children where abuse occurs, whether that is in a home, on a device or through an online platform. The work done by these investigators has changed lives.” - Chief Ed Drain

After more than two decades of dedicated service, Criminalist Rick Wilson will retire from the Plano Police Department on June 1, 2026.

Rick began his career with the department on May 16, 2005, bringing with him a wealth of investigative experience and a deep understanding of law enforcement operations. As a Criminalist, he played a critical role in the pursuit of truth, applying scientific expertise to countless cases and helping ensure that justice was served with accuracy and care. His efforts were recognized with a Safe Driving Award, a Chief’s Unit Award, and numerous commendations, each reflecting his consistent professionalism and contributions to the department’s mission. Rick is a graduate of the National Forensics Academy at the University of Tennessee.

Prior to joining the department, Rick served twenty-two years as a Special Agent with the Naval Criminal Investigative Service, where he worked s*x crimes, crimes against children, gang and narcotics related crime, theft of weapons and explosives, protective service details, contract fraud and counter-intelligence related matters. Before his federal service, he spent five years with the Oceanside Police Department in California and was one of the first eight Uniformed Crime Scene Investigators at the department, building a strong foundation in law enforcement that would carry throughout his career.

Rick’s commitment to service began even earlier. From 1970 to 1978, he proudly served in the United States Marine Corps, achieving the rank of Sergeant. His military service instilled discipline, leadership, and sense of duty that would guide him throughout his professional life.

Over the course of his career, Rick has been known not only for his technical expertise, but also for his reliability and dedication to his colleagues and community. His contributions have left a lasting impact on those who have had the privilege to work alongside him.

As he enters retirement, Rick leaves behind a notable career marked by service and excellence. He will be greatly missed, and we wish him all the best in this next chapter.

🚔 Reckless Behavior Leads to Arrests

On May 6, 2026, Plano Police Officers responded to a weapons call near East Spring Creek Parkway and K Avenue. Dispatch advised that multiple occupants in a vehicle were driving erratically and displaying what appeared to be an AK 47 style rifle at other motorists while traveling on Jupiter Road.

The caller reported that the vehicle had pulled into a drive thru at a nearby business. For the safety of everyone in the area, patrol officers quickly located the vehicle, positioned themselves around the business, and waited for the vehicle to exit the drive-through.

As the vehicle exited onto the roadway, a high risk traffic stop was conducted and four male occupants were detained. During a search of the vehicle, officers recovered an airsoft rifle designed to closely resemble an AK 47-style rifle. After completing the investigation, two occupants were arrested for disorderly conduct, while the remaining two were released at the scene.

The Plano Police Department remains committed to responding swiftly and safely to incidents that threaten the well being of our community.
