West View Police are proud to announce that a local business has taken the initiative to bring back the bike drive. Malick Brothers Roofing located at 500 Perry Highway is looking for elementary age children in the West View area that would like to receive a free bicycle. A reminder about the new law that West View Police Officers are enforcing on distracted driving. Please review the information below. There is also a link to PennDOT’s page with more information.

Effective June 5, 2025, Paul Miller’s Law takes effect across Pennsylvania, making it illegal to use a handheld device while driving - even at red lights or in traffic.

This law honors Paul Miller Jr., who was killed by a distracted driver, and aims to reduce crashes caused by distracted driving.

Key points:
• No handheld phone use (texting, calling, scrolling, etc.)
• Hands-free devices are allowed
• Emergency calls (911) are permitted

For the first year, violations will result in a warning. Starting June 6, 2026, fines begin ($50 + costs), with stronger penalties in serious cases.

Distracted driving caused over 11,200 crashes in PA in 2023—more than alcohol-related crashes. Put the phone down and help keep our roads safe.

The West View Police Department has received an increase in questions and complaints regarding e-bikes and electric dirt bikes. Below is a quick guide to help residents understand the rules.

Legal E-Bikes (Allowed)
• Operable pedals
• Motor 750 watts or less
• Max speed 20 mph (motor only)
• Under 100 lbs
• Rider must be 16 or older

May be ridden on streets like a bicycle and must follow all traffic laws.

Electric Dirt Bikes / High-Powered Bikes (Not Street Legal)

These bikes are typically too fast, too powerful, and do not have pedals.

Not legal on streets, sidewalks, or in public areas.

Use is limited to private property or approved riding areas.

West View Reminders
• No riding on sidewalks in the business district
• Follow all traffic laws
• Lights required at night
• Helmets strongly encouraged

Enforcement
• Warnings or citations
• Parent citations (for juveniles)
• Vehicle towing or seizure

Simple Rule for Parents
If it has pedals and goes about 20 mph → likely legal
If it looks like a dirt bike or goes 30+ mph → not street legal
Ride Smart. Ride Legal. Ride Safe.
