Shooting Update
Pinetops, North Carolina

On 02-17-26 at approximately 4:30 pm officers were alerted to shots fired that occurred in Pinetops. A reported victim called 911 while in route to the hospital after being shot. EMS and the Edgecombe County Sheriff’s Office made contact with the victim and his driver in Tarboro. The victim said that he was shot in the area of E. Lashley St. and S. Second St. in Pinetops. The victim appeared to have a gunshot wound to the torso area and was taken to ECU Health in Tarboro, NC. He was in stable condition at the time officers talked to him. A suspect was identified and no immediate threat to the community was established.
The victim was transported to ECU Health in Greenville, NC where surgery was completed. Investigators talked to him after surgery. Contact was made and an investigator spoke with the suspect in this case.
It was determined that this incident was an isolated argument between the victim and the suspect. A suspect was developed in this case and warrants were obtained for Damon Ramere Winstead. On 02-19-26 Mr. Winstead turned himself in to the Pinetops Police Department. The firearm used in the shooting was recovered. Mr. Winstead was transported to the Edgecombe County Magistrate’s Office where he was charged with Assault with Deadly a Weapon with the Intent to Kill Inflicting Serious Injury and Discharging a Firearm in the City. Mr. Winstead was not issued a bond and was held in the Edgecombe County Jail.

Vehicle Chase
Pinetops, North Carolina

On February 17, 2026 at approximately 9:20 pm Officer Staton with the Pinetops Police Department conducted a traffic stop for a stop sign violation. Officer Dail assisted Officer Staton during the stop.

The driver was identified as Jewely Lynn Guay of Pinetops NC. Upon further investigation, officers determined that Ms. Guay’s driver’s license was suspended and the vehicle did not have active insurance coverage. Officers advised Ms. Guay that the vehicle would be towed.

After being informed that the vehicle would be towed, Ms. Guay drove away from the traffic stop, initiating a brief vehicle pursuit. The pursuit concluded when Ms. Guay brought the vehicle to a controlled stop at a residence on NC 42. Officers also observed a child standing up in the back seat and not properly secured in a car seat. The child was not hurt.

Ms. Guay exited the vehicle and attempted to enter a residence. She resisted when officers attempted to place her under arrest. After a brief struggle, officers took Ms. Guay into custody.

Ms. Guay was charged with the following offenses:
• (F) Flee/Elude Arrest with a Motor Vehicle
• (M) Fail to Heed Light or Siren
• (M) Reckless Driving – Wanton Disregard
• (M) Resisting a Public Officer
• (M) Misdemeanor Child Abuse
• (M) Possess Drug Paraphernalia
• (I) Fail to Secure Passenger Under 16
•(I) Stop sign violation
•(M) No liability insurance

She is held in the Edgecombe County Jail.

Vehicle Chase
Pinetops, North Carolina

On 02-17-26 at approximately 9:30 am Officer Dail stopped a vehicle on W. Hamlet St. for expired registration. The driver was identified as Jamon Tyshon Blount. Captain Brown arrived to assist and it was determined that Mr. Blount was possibly in possession of illegal narcotics. While Mr. Blount was being search, he began to struggle with officers and ran away on foot. During the foot chase Mr. Blount reached into his pocket and threw down several baggies containing possible co***ne and ma*****na. Mr. Blount was able to run back to his car and fled in the vehicle. Officers gave chase in the vehicle where he was eventually stopped. Mr. Blount was taken into custody. The bags of suspected co***ne and ma*****na were recovered.
Mr. Blunt was taken to the magistrate’s office where he was charged with Possession of co***ne, Possession of Ma*****na, Possession with the intent to sell/deliver co***ne, Flee/Elude, Resisting a Public Officer, Exceeding the posted speed limit, Failure to Heed Lights and Siren, Expired Registration Tag, Reckless Driving-Wanton Disregard and Driving While License Revoked. He was initially held with no bond. His bond is now set at $50000 Secured.

Dont let them know that you know but the Pinetops Police are going to arrest people for crimes on New Year's. They have check points in Pinetops. Those small town cops ain't got nothing better to do but arrest people for DWI and stuff! They need to get a life. They even gonna be in cars that don't look like the police.

But seriously: Before you drive or do something stupid call the Pinetops Police at 2528275014. They will take you home and help arrange getting your vehicle home or to a safe place.

Piggly Wiggly Fire: Earlier tonight there was an electrical fire on the back exterior of the Piggly Wiggly in Pinetops. The fire was quickly contained by the fire department. As of this moment Piggly Wiggly is closed but plans on opening tomorrow. Officers will be stationed in front and around Piggly Wiggly throughout the night.
