The Ramah Navajo Chapter Government was established in 1955 thru a Resolution (Resolution No. CJ-20-55) with the Tribal Council and the Bureau of Indian Affairs (BIA) of the United States Department of the Interior, through Office of Management Services and, by statement of TAAS function is available to provide technical assistance to Indian Tribes and tribal organizations to help them improve the

ir organizations, their management system, their economies, and achieve self-determination. Since 1955, the Ramah Navajo Chapter is recognized as a certified chapter of the Navajo Tribe. The Ramah Navajo Chapter Office of Grants & Contracts, 638 Program, began in 1985 thru Resolution Number RNC-0185118 signed by President Frank E. Paul, Vice President Dennis Martine, Secretary/Treasurer David Jose, and Council Delegate Jerry Pino, Sr. The Ramah Navajo Chapter Office of Grants & Contract has since then work for the community offering various different essential services for the Ramah Band of Navajos. Today, The Office of Grants and Contracts are branched off into nine different departments that service the community. Ramah Navajo Chapter is located in west central New Mexico, east of the Zuni Pueblo and geographically separated from the Navajo reservation. The Ramah Band of Navajos has lived and built their homes in this area long before the Navajo Tribe/U.S. Government Treaty of 1868. Ramah Navajo Chapter is officially recognized and certified as a political unit of the Navajo tribal government since 1955. The Ramah Navajo Chapter’s population is approximately 4000 members. The Chapter has a total of 154,553 acres of land that consist of Ramah Band Land, Navajo Tribal Trust Land, Individual Indian Allotment Land, Government Land and Ramah Navajo Chapter Fee Lands often referred to as a “checkerboard” land status. Ramah Navajo Chapter is the only Chapter that is under the Albuquerque BIA Southwest Regional Office along with the 25 tribes, including Ute Tribe, the Jicarilla and Mescalero Apache Tribes and was never under the Navajo Regional Office. Historically, the Ramah Navajo Chapter has been treated by the BIA as a “tribal governing body” for purposes of grant and contract programs administered by the BIA and Indian Health Services. In 1986, the Ramah Navajo Chapter successfully contracted several programs under Public Law 93-638, programs previously operated by the BIA. The programs provided are entirely separate from the Navajo Nation 638 contracted programs. All contracts currently operated by the Ramah Navajo Chapter are considered “mature” pursuant to the 1988 Amendments to the Indian-Self Determination Act. This includes the Law Enforcement and Corrections. The Chapter under its 638 programs has successfully implemented many contracts and grants. It has had clean audits of all of its Federal and State Programs.
