PUBLIC NOTICE: City of Pikeville Begins Review of Potential Data Center Project

The City has signed a preliminary agreement to explore a potential data center at the Kentucky Enterprise Industrial Park. To ensure transparency, the MOU, site map, and a detailed explanation of what the City is examining and why are available for public review today.

Key points:

• This is not a final agreement. No land has been sold or transferred, and no final terms have been approved.

• The City has not signed a non-disclosure agreement related to this project.

• The developer's proposal includes a potential investment of more than $250 million, more than 190 construction jobs, and 40 permanent full-time jobs.

• Before considering any final agreement, the City Commission is working toward engaging independent legal, economic, and site experts to evaluate the proposal and its impacts.

The City Commission's goal is to carefully evaluate a potential economic opportunity while protecting Pikeville's land, water, finances, environment, and existing utility customers.

Congratulations to Lexi Stambaugh on being promoted to Sergeant of the Pikeville Police Department. Also, congratulations to Billy Ratliff and Sonny Buckley on being promoted to the position of Lieutenant with the Pikeville Police Department. The promotions were announced at the May 26th meeting of the Pikeville City Commission.

ATTENTION - TEMPORARY TRAFFIC CHANGES:

Sections of Fourth Street and Wolford Street will be closed from May 25, 2026 through June 1, 2026 in coordination with a volunteer event that will be held on May 29 through May 31. Please use alternate routes.

Also, note that the section of fourth street from Hambley Boulevard to the Hardee's entrance will remain open so as not to interfere with their business operations.

2026 Zoning Update – What Will These Changes Mean for Residential Neighborhoods?

One of the goals of the proposed zoning update is to modernize the zoning ordinance while preserving the character of Pikeville’s existing neighborhoods.

For most residential neighborhoods, homes will continue to function much as they do today. Current property owners can continue to use their properties as they are today, for as long as they continue that current use.

The proposed update is primarily intended to:
• Reflect how neighborhoods are already built
• Comply with new state law requirements
• Allow modest additional housing flexibility where appropriate
• Modernize outdated zoning regulations

Some of the proposed modernization updates include:

🏠 Accessory Dwelling Units (ADUs)
The proposal would allow small accessory living spaces, sometimes called “mother-in-law suites,” on lots with single-family homes in most residential areas, subject to standards intended to maintain neighborhood compatibility.

💼 Expanded Home Occupations
The proposal modernizes rules for home-based businesses while continuing to protect residential neighborhoods from noise, traffic, and other impacts.

🏘 Compatibility Standards
New single-family homes would be required to meet compatibility standards intended to help ensure development fits reasonably within existing neighborhood patterns.

📍 Modernized Zoning Framework
The proposal reorganizes zoning districts to better reflect the way Pikeville has developed over time and to support responsible future growth.

2026 Zoning Update - What’s Changing in the Proposed Zoning Map?

The proposed zoning changes update how Pikeville’s neighborhoods are zoned to reflect how the city is built today and to support responsible future growth. These changes reflect new state law requirements and are intended to modernize the zoning ordinance while protecting existing neighborhoods and expanding housing opportunities.

Some of the key changes include:

🏘 Neighborhood Districts

• Organized based on the housing patterns identified during the city’s neighborhood study
• Compatibility standards ensure new homes fit the character of surrounding homes while complying with the new state law
• Applies equally to site-built and newer manufactured homes as required by state law

🏢 Updated Multi-Family Housing Districts

• Modernizes multi-family zoning districts
• Provides more flexibility for different housing types
• Creates additional opportunities for housing in appropriate areas

🛍 Commercial Areas

• Clarifies rules for residential uses located within commercial zoning districts
• Supports businesses while maintaining neighborhood character
