Today, 47 years after his death, the MSPAA remembers and honors the life of TFC. William P. Mills, Jr. While investigating a domestic complaint involving neighbors, Trooper First Class Mills was shot with a .38-caliber pistol. He fell to the ground and attempted to get his service revolver when he was struck in the chest area with a bullet from a high-powered rifle. He died a short time later at Peninsula General Hospital. The incident occurred in Brookview, a small town on Maryland's Eastern Shore. TFC. Mills was 32 years old at the time of his death and had served with the MSP for 9 years. He was also a veteran who had served in the Vietnam conflict, rising to the rank of Sergeant in the Air Force. TFC. Mills' final resting place is East New Market Cemetery, located in Dorchester County, MD.

We regret to inform you of the recent passing of retired TFC Claude Dallas Musick, age 83, of Pigeon Forge, Tennessee. Musick passed away on June 2, 2026. He is survived by his wife Alice. daughter and several grandchildren children.

TFC. Musick spent thirteen years with the department working across the state primarily at the JFK Highway

Arrangements are being handled by Atchley Funeral Home in Sevierville, Tennessee.

Another cause for celebration! Yesterday, the MSPAA was honored to hold the Trooper of the Year and Civilian of the Year luncheon. A yearly event that spotlights two employees who exemplify the mission of the Maryland State Police. Hats off to both TFC. Mowbray and Program Manager I/CJIS System Officer Diana Riley for receiving this well-deserved award!

A little bit about both recipients:

Alumni Trooper of the Year for 2025
Trooper First Class Mark Mowbray

In recognition of your steadfast dedication to duty and your initiative in enforcing Maryland traffic and criminal laws—with a particular emphasis on warrant services— as well as your additional activities, you are awarded the MSPAA Trooper of the Year 2025.

Assigned to the Easton Barrack, TFC Mowbray exceeded all others on the Eastern Shore with 1,774 total traffic stops and 78 total criminal arrests, 44 of which were for outstanding warrants. During 2025, TFC Mowbray investigated more than 100 criminal matters. Notable achievements include locating a missing person after a 10-year hiatus, making a burglary arrest based on an ECIS Bulletin, and conducting a hit-and-run investigation that resulted in a DUI charge and the recovery of a handgun. In addition, TFC Mowbray remains highly active in the MSP Honor Guard and assists with events for the Concerns of Police Survivors (COPS), the Maryland State Police Alumni Association, and the MSP Eastern Region Explorers Post, and coordinates MSP Easton Barrack'sinvolvement in the Polar Bear Plunge for Special Olympics.

We would be remiss if we didn't mention that TFC. Mowbray was "brought up right" by two of Maryland's Finest, now retired and enjoying life on the Eastern Shore of Maryland.
Kudos to Sgt. (R) Buddy Mowbray and F/Sgt. (R) Jeannie Mastronardi Mowbray for raising such an outstanding young man! You should be very proud.

The Maryland State Police Alumni Association is proud to recognize Diana Riley – Program Manager I / CJIS Systems Officer as the recipient of the 2025 Civilian of the Year Award in honor of her unwavering dedication, professionalism, and commitment to others. Through her continued service, Diana has demonstrated the very principles that define the Maryland State Police — Integrity, Fairness, and Service.

Her work ethic, compassion, and steadfast support of both the Department and the communities we serve have left a lasting and meaningful impact on those around her. Diana exemplifies the spirit of public service and the tradition of excellence that remains the foundation of the Maryland State Police mission.

Madison - Your Dad was a true hero, and he will never be forgotten. The Maryland State Police Alumni Association wishes you all the best. If you ever need anything from us, don't hesitate to reach out. Congratulations, Madison, from all of us at the MSPAA! We know your Dad is smiling down upon you.

"This afternoon, Madison Lippy graduated from Westminster High School. Madison is the daughter of Maryland State Police Trooper First Class Mickey Lippy, who was killed in the line of duty in the crash of the Trooper 2 medivac in Prince George's County in 2008. Madison was just a few months old at the time. Madison's major life events, the Maryland State Police has always ensured that uniform troopers were there to support her, as her Dad cannot be. Today, troopers from around the state who were Mickey’s classmates, coworkers, friends, or just know of Mickey’s legacy showed up to support and celebrate Madison and her family. Special thanks to Maryland State Police - Aviation Command, MSP CVED, Anne Arundel Dept of Fire and EMS, and AJ McAndrew for helping to make today so special for Madison and her family!

Congratulations to Madison and we look forward to the great things your future holds!"

The citizens of the State of Maryland are so fortunate to have the Maryland State Police - Aviation Command always at the “ready”. From medivacs to search and rescue they do it all. Including carrying whole blood 🩸 on board. Hopefully you will never need them, but if you do, count yourself blessed!

Congratulations Dr. Floccare from the MSPAA! 🎈🎈🎈

Dr. Douglas J. Floccare has served as the State Aeromedical Director at MIEMSS and the Medical Director for the Maryland State Police Aviation Command (MSPAC) since 1989. Since then, Dr. Floccare has played an integral role in the evolution of aeromedical prehospital care, including the 2023 launch of Maryland's "Blood on Board" initiative, which empowered all state police medevac helicopters to carry and administer whole blood for emergency prehospital transfusions. Lieutenant Governor Aruna Miller presented Dr. Floccare with a Governor’s Citation recognizing his decades of service to the advancement of prehospital care in Maryland during a special ceremony honoring the 55th anniversary of MSPAC Trooper 2 held June 3, 2026, at Prince George’s Stadium in Bowie.
