A language barrier does NOT always prevent a document from being notarized. As long as the signer can communicate appropriately and the notarial requirements are properly met, many documents written in English may still be notarized — including Power of Attorney forms, affidavits, acknowledgements, and more.

I recently completed a Power of Attorney signing involving a language barrier situation, and it was a great reminder that professional notarization is so much more than simply placing a stamp on paper.
