🚨JUST IN: Arizona Republicans are making it easier for pet owners to get timely care for their animals.

Today, SB 1286 from Majority Leader Kavanagh passed the House. The bill expands veterinary telemedicine by allowing veterinarians to prescribe many medications for longer periods following an electronic examination, reducing the need for unnecessary in-person visits. At the same time, it maintains strict safeguards on antibiotics and controlled substances to protect animal and public health.

When a pet is sick, owners shouldn't have to wait days for an office visit if a veterinarian can safely evaluate the animal remotely. This is especially important for families in rural communities, seniors, and others who may have difficulty accessing veterinary care quickly.

SB 1286 modernizes veterinary medicine, expands access to care, and helps Arizona families get treatment for their pets when they need it most.

Today, SB 1271 from Senator Gowan passed the House. The bill prohibits cities from fining or penalizing businesses based on how often they request police or emergency assistance or on the value of property that has been stolen or damaged. Municipalities may still take action against businesses that make malicious, knowingly false, or frivolous reports after providing written notice.

When a business is the victim of theft, vandalism, or other criminal activity, the answer should be to stop the criminals, not punish the victim for asking for help. No business owner should have to think twice about reporting a crime because they're worried the government might fine them for it.

This commonsense reform supports public safety, protects local businesses, and ensures crime reporting is encouraged, not discouraged.

🚨JUST IN: crisis to safely place their newborns into care rather than risk abandonment.

Today, SB 1253 from Senator Mesnard passed the House. The bill allows a parent who gives birth in a hospital to legally surrender a newborn immediately after birth without first being discharged and returning later. If the parent voluntarily surrenders the infant and indicates they do not intend to return, the hospital can immediately take custody under Arizona's Safe Haven law.

Arizona's Safe Haven law exists to protect newborns and provide a compassionate option for mothers facing difficult circumstances. SB 1253 removes an unnecessary barrier, simplifies the process, and helps ensure vulnerable infants can be placed in safe care without delay.

This is a commonsense, pro-life reform that protects newborn children while supporting women during one of the most difficult moments of their lives.

🚨JUST IN: Arizona Republicans are making it harder for homeowners to lose their homes over HOA disputes.

Today, SB 1246 from Senator Rogers passed the House. The bill dramatically raises the threshold for when a homeowners association can foreclose on a property for unpaid assessments, increasing it from one year or $1,200 in delinquent assessments to eighteen months or $10,000, whichever occurs first. It also prevents certain HOA-imposed expenses from being collected through foreclosure and requires HOAs to make reasonable efforts to communicate with homeowners and offer payment plans before pursuing foreclosure.

No Arizona family should face losing their home over a relatively small HOA debt or technical dispute. SB 1246 restores balance to the relationship between homeowners and HOAs by protecting property rights while preserving an association's ability to collect legitimate assessments.

Today, SB 1243 from Senator Angius passed the House. The bill requires mental health treatment agencies to notify a patient's guardian before releasing an individual from court-ordered treatment, ensures guardians have the ability to seek continued treatment when appropriate, and requires agencies to solicit and consider input from guardians and family members during annual treatment reviews.

When a loved one is struggling with a serious mental illness, family members and guardians are often the people who know their history, behavior, and needs best. They should not be sidelined when major decisions are being made about treatment and care.

SB 1243 strengthens communication, improves accountability, and ensures families have a meaningful seat at the table when decisions affecting vulnerable Arizonans are being made.

Today, SB 1184 from Majority Leader Kavanagh passed the House. The bill ensures homeowners associations cannot prohibit residents from displaying official division flags of the U.S. Army, Navy, Marine Corps, Air Force, Space Force, or Coast Guard on their property.

For many veterans, these flags represent far more than a military branch. They represent the units they served with, the missions they carried out, and the brothers and sisters who stood beside them. No HOA should be able to tell a veteran they cannot display that part of their story.

The legislation follows concerns raised during Senator Werner's investigation into DCS failures after several heartbreaking child deaths involving children who had prior contact with the agency. Beginning January 1, 2027, most Arizona health insurance plans will no longer be allowed to charge copays, deductibles, or coinsurance for mammograms and medically necessary follow-up breast cancer screening exams, including additional testing often required for women with dense breast tissue or other elevated risk factors.

Too often, women do the right thing by getting screened, only to face unexpected out-of-pocket costs when additional imaging is needed to rule out or diagnose cancer. SB 1165 removes that financial barrier, helping more Arizona women access timely screenings, earlier detection, and better health outcomes.

This is a commonsense reform that puts patients first, supports families, and could save lives.

Today, SB 1145 from Senator Bolick passed the House. The bill streamlines oversight of behavior analysts by giving the Committee on Behavior Analysts direct authority over licensing and regulation, while also reducing the size of the State Board of Psychologist Examiners from 10 members to 8.

By eliminating unnecessary layers of bureaucracy and putting decisions in the hands of the professionals who specialize in the field, SB 1145 helps government work more efficiently while maintaining strong oversight. It's a commonsense reform that improves accountability, modernizes regulation, and keeps the focus on serving Arizona families.
