The VAYD Black Caucus was made aware of remarks made on a radio program in which Representative Jennifer Kiggans appeared as a guest.
During the broadcast, another speaker stated, “get your cotton picking hands off of Virginia” - directed at House Democratic Leader Hakeem Jeffries for his work alongside Virginia’s Democratic Leaders to counter the authoritarian consolidation of power being pursued by the most unpopular president in modern American history. When given the opportunity to respond, Representative Kiggans - whose district is over 20% Black - did not disavow the remark. She endorsed it with excitement, saying “That’s right, ditto! Yes, yes to that!”
To affirm a racist dog whistle in 2026, at the very moment Black political power is under its most coordinated assault in generations, is not only tone deaf, but a revelation of character. It is a painful reminder that Black Virginians and Black Americans continue to be regarded as less by the very officials who insist racism is a relic of the past, even as they work to resurrect the political suppression that defined the Jim Crow era.
The VAYD Black Caucus unequivocally condemns Representative Kiggans and demands a public apology to both Leader Hakeem Jeffries and the people of the Commonwealth of Virginia.

The Virginia Young Democrats Black Caucus stands with the Young Democrats of America in mourning the continued erosion of our most sacred democratic protections. While we are deeply pained by the recent decisions targeting minority opportunity districts, we recognize this as a clear signal that our presence in this fight is more necessary than ever. The pillars of the Voting Rights Act were built to withstand the very storms we are facing today.

What we are witnessing in real time is a coordinated effort to dismantle the tools that ensure Black and Brown Virginians have a seat at the table of power. This extends deeper than just a simple policy debate; this attack is a targeted, coordinated attack on rights that those that came before us fought, bled, and in many cases, died for. We refuse to accept a future where the progress of our elders is treated as a temporary arrangement by radicals determined to take us back to a time when we were considered second – or even third – class citizens in this country.

While we are angered and saddened, this moment requires us to transform our frustration into a sustained movement for change. We will not wait for the powerful to grant us our rights as privileges they can rescind at their pleasure; we will organize with a focus that honors the sacrifices made before us. We are calling on every young person in the Commonwealth to meet this injustice with action, in line with our constitutionally conferred First Amendment rights.

The weight of this moment is incalculably heavy, but our commitment to one another is stronger. If you are looking for the time to get involved, the moment is right now. We will continue to organize and mobilize until the promise of the ballot is secure for every citizen without impediment.

The Virginia Young Democrats Black Caucus calls on the General Assembly to stand by the original version of HB 1377 without amendment or substitution.

HB 1377 exists because an investigation found legitimate, substantiated issues with racial disparities and institutional culture at VMI. It is our belief that independent oversight is the very mechanism that makes accountability possible. Accepting the Governor’s substitute places that oversight back in the hands of VMI, the very institution that this bill was designed to hold accountable, renders the bill ineffective and moot. We have seen this process play out before and cannot support it in the future.

Young Virginians are paying attention. Rebuilding trust requires a process that’s actually credible, and credibility is not possible from an internal review.

The “ask” here is not complicated: keep the bill what it was intended to be. The General Assembly should decline the substitute and pass the original version of HB 1377.
