Our History
The Guardian Civic League Inc. of Philadelphia, local chapter of The National Black Police Association, was founded in 1956 for the purpose of bringing together those members of the Philadelphia police department who were interested in civic betterment, through close cooperation between the police and the communities which they serve. The founder and first president was Alphonso Deal,

since then our former presidents are listed as follows: Harold Arnold, James Holley, Harold James, John Green, Jimmy Ghee, Ronald Oliver, William E. Blackman, David E. Fisher, WM. Don Rodgers, James Walker Jr., Willie L. Williams, III , Kathryn D. McNeill-Battle, and presently; we present; Rochelle Bilal our second Female President since it's existence. Indeed; we are strong. Since it's inception, The League has spoken out on many important matters that affect the lives of all Philadelphians. The League has also developed and implemented various programs throughout the city that are today benefiting both blacks and poor Philadelphians. The Guardian Civic League Inc. has been gaining more momentum in the Philadelphia area via our community-oriented programming. Each day there are new requests for our services. Such request not only deal with the adult population, but includes the needs and problems that are associated with our youth. There can be no doubt that our youth are the key and hope to a better tomorrow.
• In 1881, the Philadelphia Police Department hired its first African-American police officer.
• In 1887, the police department was put under control of the city's Department of Public Safety. Two years later, the PPD inaugurated its mounted patrol (which was disbanded in 2004).
• In 1906, the motorcycle was introduced to the Philadelphia police.
• In 1939, radio-installed patrol cars were put into use.

Hope all is well. Just a friendly reminder of the candy donation drive for The Sheriff's office. Monday 25th will be the last and final day to bring in donations for THE
SPOOKY VAN BUS EVENT. this event will only ensure fun and safe environment for the trick and treaters. Anything helps and please sure make that the candy is pre-packaged candies. ( no candies that are not pre wrapped will be excepted). hours of Operation for drop off are Today 10am-3pm and Monday 10am -4pm Remember Monday is the last day . Thank you in advance. We are just sending out a friendly reminder about the The sheriff's Office Spooky Van Bus event occurring on 10/29/21. We will be accepting candy donations on behalf of the Sheriff's Office from now until Monday 10/25/21 no more candy donations will be taken after that date . If you would like to participate in the candy drive and would like to drop off pre -packaged unopen candies for the trick or treaters. Please feel free to drop off at the guardian civic League office hours today are from 10am-3pm and Monday the final day 10am-4pm. Good Morning Members,
The Philadelphia Sheriff's Office is hosting a Spooky Van Bus Event for the children this year @ area school's and communities. Ensuring that the children have a safe and fun environment for them to Trick or Treat. So they are asking for support in this effort with donations of pre packaged candies. If you are interested in helping by donating please bring your purchased bag or bags of pre packaged candy @ The Guardian Civic League Hours of operation Mon -Thurs. are 10a.m. - 4p.m. and on Friday are 10a.m.-3p.m. . We will be accepting donations from now until Oct. 25 that will be the final and last donation date. If any questions please feel free to call the Guardian Civic League. FROM THE DESK OF THE PRESIDENT GUARDIAN CIVIC LEAGUE

There is a video being circulated on social media of a black male being harassed by a Philadelphia Police Officer which I found to be an outrage. First, in this day and the climate there is today most black males feel threatened by the police especially when they are not doing anything to be stopped for. You can clearly hear in the voice of this male that his voice is shaken, and he fears this officer. After viewing this video, I feel that this officer should have known better and should be disciplined accordingly. There was no reason for this male to be arrested and the officer should not have been telling him that he did not belong in that neighborhood let alone calling him a “boy.”
I will be awaiting the outcome of this investigation that the Philadelphia Police Department conducts and see what the results will be. As of right now I considered this be an outrage as to how this young male was treated.
