In 2010, Council President Darrell Clarke and Mayor Michael Nutter launched the Philadelphia Energy Authority (PEA) as an independent municipal authority. City Council established the Philadelphia Energy Authority to provide targeted expertise and focus to Philadelphia’s efforts to reduce energy consumption and expense. Under its founding ordinance, PEA is authorized to facilitate and develop ener

gy efficiency and energy generation projects on behalf of the City of Philadelphia. PEA will fulfill its role by

1. Identifying, supporting and facilitating the most cost effective and environmentally-sound opportunities for the City of Philadelphia to reduce energy use and expense;

2. Promoting and assisting the development of alternative sources of energy, benefiting the retention and development of a local workforce which is essential for the economic prosperity of the City; and,

3. Educating Philadelphia’s consumers (including residential, commercial and public sector audiences) regarding choices available in the energy marketplace.

With the Philadelphia Energy Campaign, we’ve achieved quite a thing. We’ve shown that clean energy can deliver real economic and community benefits at scale. $1.3 billion of investments. 11,000+ jobs. $2 billion+ of economic benefits.

Continuing this momentum, PEA and the City of Philadelphia are next retrofitting 14 major municipal buildings — among the City’s largest energy users — including City Hall, the Municipal Services Building, One Parkway Building, and the Criminal Justice Center. The Quadplex + Community Health project involves collaboration between PEA, the Office of Sustainability, Office of Homeless Services, Department of Public Health, and Department of Public Property.

At PEA, workforce development is about more than training — it’s about opening doors. Through hands-on programs and strong partnerships, PEA connects residents to family-sustaining careers in weatherization, solar, construction, and energy auditing.

💼 Since launching these initiatives, 1 in 5 participants have secured jobs in critical clean energy fields, turning training into real opportunity.

By working across the region’s network of workforce providers, PEA aligns classroom learning with real project demand, embedding job placement into every step. The result? Hundreds of Philadelphians trained and a growing pipeline of talent driving a more inclusive energy economy.

💡Earth Week continues with a spotlight on the Philly Streetlight Improvement Project.
The City of Philadelphia’s Streets Department and Office of Sustainability partnered with PEA to upgrade 130,000 streetlights citywide.
Now that the project is complete, communities are seeing the difference:

📉 21% drop in nighttime violence
💰 $8 million in annual savings
🌍 10% reduction in carbon emissions
